នៅថ្ងៃព្រហស្បតិ៍ទី៦ ខែកញ្ញា ឆ្នាំ២០១៨ រដ្ឋសភានឹងបោះឆ្នោតជ្រើសតាំងប្រធាន អនុប្រធានរដ្ឋសភា ប្រធាន អនុប្រធានគណៈកម្មការជំនាញទាំងអស់នៃរដ្ឋសភា និងផ្តល់សេចក្តីទុកចិត្តចំពោះរាជរដ្ឋាភិបាល។
បន្ទាប់ពីប្រកាសមិនទទួលស្គាល់លទ្ធផលនៃការបោះឆ្នោតជ្រើសតាំងតំណាងរាស្រ្តអាណត្តិទី៦ ឯកអគ្គរដ្ឋទូតនៃប្រទេសកាន់លទ្ធិប្រជាធិបតេយ្យធំៗចំនួន៤ ប្រកាសមិនចូលរួមកិច្ចប្រជុំលើកដំបូងនៃអាណត្តិថ្មីរបស់រដ្ឋសភាកម្ពុជា ដែលគ្រោងនឹងធ្វើឡើងនៅថ្ងៃពុធស្អែក។
តាមសេចក្តីជូនដំណឹងរបស់អគ្គលេខាធិការរដ្ឋសភាចេញ កាលពីថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០១៨ បញ្ជាក់ថា នៅថ្ងៃពុធ ទី៥ ខែសីហា ឆ្នាំ២០១៨ វេលាម៉ោង៨:០០ព្រឹក រដ្ឋសភាជាតិនឹងបើកសម័យប្រជុំដំបូងក្រោមអធិបតីភាពរបស់ព្រះមហាក្សត្រព្រះបាទ នរោត្តម សីហមុនី និងអង្គទូត ព្រមទាំងតំណាងអង្គការក្រៅរដ្ឋាភិបាលមួយចំនួនផង។
សេចក្តីជូនដំណឹងនោះត្រូវបានសរសេរបន្ថែមក្នុងន័យដើមថា៖ «បន្ទាប់ពីពិធីបើកសម័យប្រជុំដំបូងខាងលើនេះ សម័យប្រជុំរដ្ឋសភាលើកទី១ នីតិកាលទី៦ នឹងចាប់ផ្តើមការងារក្រោមអធិបតីភាពរបស់សម្តេចអគ្គមហាពញាចក្រី ហេង សំរិន ព្រឹទ្ធសមាជិករដ្ឋសភាដើម្បី ១. សម្រេចអំពីសុពលភាពនៃអាណត្តិរបស់សមាជិកនីមួយៗ និង ២. ការអនុម័តបទបញ្ជាផ្ទៃក្នុងនៃរដ្ឋសភា នីតិកាលទី៦»។
នៅថ្ងៃព្រហស្បតិ៍ទី៦ ខែកញ្ញា ឆ្នាំ២០១៨ រដ្ឋសភានឹងបោះឆ្នោតជ្រើសតាំងប្រធាន អនុប្រធានរដ្ឋសភា ប្រធាន អនុប្រធានគណៈកម្មការជំនាញទាំងអស់នៃរដ្ឋសភា និងផ្តល់សេចក្តីទុកចិត្តចំពោះរាជរដ្ឋាភិបាល។
លោក ឡេង ប៉េងឡុង អ្នកនាំពាក្យរដ្ឋសភា ប្រាប់ VOA នាព្រឹកថ្ងៃអង្គារនេះថា រដ្ឋសភាបានអញ្ជើញតំណាងទូតនៅកម្ពុជាប្រមាណជាជាង៣០ ដើម្បីចូលរួមសម័យប្រជុំលើកដំបូង ក្នុងអាណត្តិទី៦ នាថ្ងៃពុធនេះ។ លោកបន្ថែមថា រហូតមកដល់ពេលនេះមានទូតមួយចំនួនបានឆ្លើយតបនឹងការចូលរួម ប៉ុន្តែលោកថា ទូតធំៗមួយចំនួនដូចជា ទូតអាមេរិក និងសហភាពអឺរ៉ុប មិនទាន់បានឆ្លើយតបនៅឡើយ គិតត្រឹមព្រឹកថ្ងៃអង្គារនេះ។
លោកមានប្រសាសន៍ថា៖
«មានខ្លះឆ្លើយមកហើយ ខ្លះក៏មិនទាន់ឆ្លើយ ដូច្នេះហើយមិនទាន់បានសរុបទេ ទាល់តែល្ងាច។ យើងបានអញ្ជើញអង្គការអន្តរជាតិប្រហែលជា១០ដែរ ប៉ុន្តែយើងមិនទាន់បានបញ្ជាក់ពីការចូលរួមរបស់គាត់ទាំងអស់ទេ កំពុងតែបញ្ជាក់ មានប៉ុន្មានចូលរួម»។
លោក ឡេង ប៉េងឡុង បន្ថែមថា តំណាងគណបក្សនយោបាយដែលមិនទទួលបានអាសនៈសភាទាំងជិត២០ មិនត្រូវបានអញ្ជើញឲ្យចូលរួមសម័យប្រជុំលើកដំបូង ក្នុងអាណត្តិទី៦ នាថ្ងៃពុធនេះ។

រដ្ឋសភាដែលនឹងបើកសម័យប្រជុំអាណត្តិទី៦ជាលើកដំបូងនៅថ្ងៃពុធនេះ នឹងក្លាយជារដ្ឋសភាដែលដឹកនាំដោយឯកបក្ស បន្ទាប់ពីគណបក្សប្រជាជនកម្ពុជារបស់លោកនាយករដ្ឋមន្រ្តី ហ៊ុន សែន ឈ្នះការបោះឆ្នោតដាច់ និងទទួលបានអាសនៈក្នុងរដ្ឋសភាទាំង១២៥ ក្រោយការរំលាយគណបក្សសង្គ្រោះជាតិ ដែលជាគណបក្សប្រជែងដ៏ធំរបស់ខ្លួន កាលពីចុងឆ្នាំ២០១៧ កន្លងទៅ។
យ៉ាងណាក្តី ឯកអគ្គរដ្ឋទូតនៃបណ្តាប្រទេសប្រជាធិបតេយ្យធំៗមួយចំនួនដែលបានរិះគន់ដំណើរការនៃការបោះឆ្នោត និងមិនទទួលស្គាល់លទ្ធផលបោះឆ្នោតនៅកម្ពុជា បានប្រកាសថាមិនចូលរួម ដោយលើកមូលហេតុថា ពួកគេកំពុងបំពេញបេសកកម្មនៅក្រៅប្រទេស។
តំណាងស្ថានទូតអូស្ត្រាលីប្រចាំកម្ពុជាបានអះអាងថា ខ្លួននឹងមិនចូលរួមសម័យប្រជុំដំបូងរបស់រដ្ឋសភាឯកបក្សរបស់កម្ពុជាផងដែរ ដោយអូស្ត្រាលីយល់ថា ការបោះឆ្នោតកន្លងមកគឺមិនត្រឹមត្រូវ។
អ្នកស្រី Rebecca Chirichiello ដែលជាអ្នកនាំពាក្យក្រសួងការបរទេសនៃស្ថានទូតអូស្រ្តាលីប្រចាំកម្ពុជា ប្រាប់ VOA តាមរយៈសារអេឡិចត្រូនិច ឬអ៊ីមែល ជាភាសាអង់គ្លេស និងត្រូវបានប្រែសម្រួលជាភាសាខ្មែរថា៖
«ដោយយោងទៅតាមទស្សនៈរបស់ប្រទេសអូស្រ្តាលីអំពីដំណើរការបោះឆ្នោតដែលមិនត្រឹមត្រូវ អូស្ត្រាលីនឹងមិនត្រូវបានតំណាងនៅក្នុងការប្រជុំលើកដំបូងរបស់រដ្ឋសភាកម្ពុជា នៅថ្ងៃទី៥ ខែកញ្ញា នេះឡើយ»។
អ្នកស្រី Emily Zeeberg អ្នកនាំពាក្យស្ថានទូតអាមេរិកប្រចាំកម្ពុជាប្រាប់ VOA តាមរយៈសារអេឡិចត្រូនិក ឬអ៊ីមែលថា ឯកអគ្គរដ្ឋទូតសហរដ្ឋអាមេរិកប្រចាំកម្ពុជា លោក William Heidt មិនអាចចូលរួមកិច្ចប្រជុំនោះបានទេ ដោយអ្នកស្រីបញ្ជាក់យ៉ាងខ្លីតាមន័យដើមថា៖
«ឯកអគ្គរដ្ឋទូត Heidt បានចាកចេញពីរាជធានីភ្នំពេញកាលពីចុងសប្តាហ៍ សម្រាប់ការពិគ្រោះយោបល់ជាច្រើននៅទីក្រុងវ៉ាស៊ីនតោន ហើយមិនអាចចូលរួមបានទេ»។

ចំណែកមន្រ្តីរបស់សហភាពអឺរ៉ុប ក៏បានឆ្លើយតបនឹងសំណួររបស់ VOA តាមរយៈអ៊ីមែលដោយមិនបញ្ចេញឈ្មោះថា៖ «លោក George Edgar ដែលបច្ចុប្បន្នកំពុងស្ថិតនៅក្នុងទីក្រុងប៊្រុចសែលសប្តាហ៍នេះសម្រាប់សន្និសីទឯកអគ្គរដ្ឋទូតប្រចាំឆ្នាំរបស់សហភាពអឺរ៉ុប ហើយដូច្នេះលោកមិនអាចចូលរួមក្នុងសម័យប្រជុំរដ្ឋសភាបានទេ»។
ក្រោយការឆ្លើយតបត្រឹមតែថា ឯកអគ្គរដ្ឋទូតរបស់ពួកគេមិនអាចចូលរួមកិច្ចប្រជុំលើកដំបូងរបស់រដ្ឋសភាសម្រាប់អាណត្តិទី៦នេះ ពួកគេសុទ្ធតែមិនបានឆ្លើយតបនឹងសំណួរលម្អិតរបស់ VOA ដែលបានសួរថា តើនឹងមានការបញ្ជូនមន្រ្តីតំណាងរបស់ខ្លួន ដើម្បីចូលរួមជំនួស ឬយ៉ាងណានោះទេ។
VOA បានព្យាយាមសួរទៅកាន់ស្ថានទូតរបស់ប្រទេសផ្សេងទៀតប្រចាំនៅកម្ពុជាជាច្រើន ប៉ុន្តែរហូតមកដល់ល្ងាចថ្ងៃអង្គារនេះ មិនទាន់មានការឆ្លើយតបនៅឡើយ។
ក្រោយលទ្ធផលបោះឆ្នោតដែលបង្ហាញថា គណបក្សកាន់អំណាចរបស់លោកនាយករដ្ឋមន្រ្តី ហ៊ុន សែន នឹងដឹកនាំរដ្ឋសភា និងរដ្ឋាភិបាលដោយឯកបក្ស គេឃើញបណ្តាប្រទេសកាន់លទ្ធិប្រជាធិបតេយ្យធំៗមួយចំនួនបានរិះគន់ការបោះឆ្នោត និងបានច្រានចោលលទ្ធផលនៃការបោះឆ្នោតនេះ ថាជាការធ្វើឡើងខុសពីឆន្ទៈរបស់ប្រជាពលរដ្ឋ។
