ប៉ុន្តែប៉ូលិសខណ្ឌសែនសុខឃាត់រថយន្តរបស់តារាសម្តែងសិចស៊ីនាងកុល ដាវី នោះដោយឃើញស្លាកលេខរថយន្តរបស់នាងខុសពីប្រក្រតីគឺ2H 8882 មិនមែនដូចដែលនាងអះអាងថា ថាលេខ 2H 9887 មានក្នុងឯកសារឡើយ។
ថ្លែងដោះសាពីភាពប្រែប្រួលលេខខ្លះក្នុងស្លាកលេខនោះតារាសម្តែងដែលមានកំណើតចេញពីកាស៊ីណូក្រុងប៉ោយប៉ែតរូបនេះ បានប្រាប់ថា៖ «ខ្ញុំមិនដែលបានចាប់អារម្មណ៍ថា ឡានខ្ញុំបើកបររាល់ថ្ងៃនេះមានស្លាកលេខមិនប្រក្រតីនោះទេ។ខ្ញុំចាំតែក្នុងឯកសារស្លាកលេខ 2H-9887។ តែការដែលវាស្រាប់តែប្រែពីលេខ៩ មកលេខ៨ និងលេខ៧ទៅជាលេខ២នោះវាអាចជាចេតនារបស់នរណាម្នាក់លួចសរសេរលេងចង់ធ្វើបាបខ្ញុំតែប៉ុណ្ណោះ»។
នាងបានបញ្ជាក់យ៉ាងម៉ឺងម៉ាត់ថា៖ «ខ្ញុំមិនដែលគិតថា ខ្លួនឯងជាអ្នកសិល្បៈហើយយកឈ្មោះជាសិល្បៈទៅបំពានលើច្បាប់រដ្ឋណាមួយនោះទេ។ ខ្ញុំក៏គោរពច្បាប់ខ្ញុំក៏ខ្លាចខ្មាសគេពេលដែលខ្ញុំត្រូវជាប់ពិន័យពីច្បាប់ មិនចង់ឲ្យខ្លួននេះទៅជាពាក់ព័ន្ធជាមួយកំហុសក្នុងផ្លូវច្បាប់ណាមួយនោះទេ»។
តារាសម្តែងរូបនេះបានអះអាងពីភាពស្អាតស្អំរបស់ខ្លួនថា៖ «បើរថយន្តដែលខ្ញុំជិះនោះជារថយន្តមិនស្របច្បាប់ ចាំបាច់អីថ្ងៃនោះខ្ញុំជិះឡានចូលទៅក្នុងសាលាសង្កាត់កាកាបធ្វើអី។ មកពីខ្ញុំគិតថារថយន្តខ្ញុំពិតជាស្របច្បាប់ បានជាខ្ញុំជិះទៅធ្វើសំបុត្រកំណើតក្នុងដែនអាជ្ញាធរមានភ្នែកសមត្ថកិច្ចយ៉ាងច្រើននោះ»។
ថ្វីដ្បិតតែរថយន្តរបស់នាងស្ថិតនៅក្នុងស្នងការនៅឡើយកាលពីម្សិលមិញ ប៉ុន្តែតារាសម្ដែងកុល ដាវី បានបញ្ជាក់ទៀតថា៖ «បន្តិចទៀតខាងប៉ូលិសនឹងប្រគល់រថយន្តឡិចស៊ីស ៤៧០ ពណ៌ខ្មៅដែលមានពាក់ស្លាកលេខពិតប្រាកដ 2H-9887 មកឲ្យខ្ញុំវិញព្រោះថាពេលនេះខ្ញុំបានយកឯកសារទិញនិងបញ្ជាក់រថយន្តទៅឲ្យខាងស្នងការអស់ហើយ ហើយគាត់ក៏មើលឃើញថា ឯកសារដែលខ្ញុំឲ្យទៅខាងគាត់គឺជាជាក់លាក់ដែរ។ ឥឡូវរង់ចាំតែលោកប្រធានស្នងការក្រុងប្រថាប់ត្រាទេខាងប៉ូលិសនឹងប្រគល់រថយន្តមកឲ្យខ្ញុំប្រើប្រាស់ធម្មតាវិញហើយ»៕

For exaple in U.S. A month ago, the police pulled over my car on the Main St, He noted me that because my car’s registration numbe is expired. After he check my license driver, he let me go. So without he stop me on the street, I have never known my car need to renew the register. Also the law in my State, it give 90 days to the drivers to prepare the need for the State witout give the ticket to pay fine. However; in Cambodia only the license plate numers the police have to take her car to the police station as she is a serious criminal without gave her a warning first. It is not nice to do that to the peopel inside the country of Cambodia.

So without stopping me on the street, I would never know that my car needs to renew the license plate registration . Also the law in my State, it give 90 days to the drivers to prepare the need for the State without giving the ticket to pay the fine. However; in Cambodia only the license plate numbers the police have to take her car to the police station like she committed a serious crime without giving her a warning notice first. It is not nice to do that to the people inside the country of Cambodia.
