QUESTION: Do you have anything on Cambodia, on the – Deputy Secretary Burns —

MS. PSAKI: Sure. I do.

QUESTION: Okay.

MS. PSAKI: I don’t – I think this is happening later this afternoon, but today Deputy Secretary Burns will meet with Sam Rainsy, president of the Cambodian National Rescue Party. Their meeting will include a discussion on the ongoing dispute over results of the Cambodian election. The United States continues to urge both parties to seek resolution of electoral disputes through peaceful dialogue that serves the best interests of the Cambodian people and promotes reforms. We also strongly support an open and democratic process and do not support one political party or candidate over another, and meetings of this kind with political party leaders do not signify an endorsement. We’re looking forward to listening and hearing more about what’s happening on the ground.

QUESTION: So the U.S. still supports his demand for some kind of a independent inquiry into the election?

MS. PSAKI: Well, independent observers have noted serious election irregularities. We do believe and continue to believe that a credible and transparent review of the election would help efforts moving forward.

QUESTION: Did Sam Rainsy ask for this meeting, or was it a meeting at the request of the State Department?

MS. PSAKI: That’s a good question. I’ll check on it and see if there’s more specifics on that.

QUESTION: Has he been before? I just wondered if —

MS. PSAKI: Has he been here before?

QUESTION: Has he been here before? Yeah.

MS. PSAKI: I will check. I’m not sure off the top of my head.

    We highly appreciate our friends from around the world including USA, China, EU, ASEAN countries, India, Middle East that give their support to the people and Government of Cambodia. The recent development of the United States’ views and comments on Cambodia, we also take notice on it. CPP has been working hard on this subject and CPP always opens her doors and extending her arms to welcome CNRP for negotiation to serve good seek of Cambodians. CNRP always refers and considers USA as their own backbone, in this sense I strongly believe that if US Government truly wants to strengthen and support Cambodia to achieve its future democratic development, the US Government should give stronger advise to CNRP leaders to immediately enter into dialogue with CPP.
    It is very important to note that after SR conducts compagning to get UK and USA to stop or cut aids to Cambodia and as the results on 18th Oct 2013 UK just announced providing new aids US$500,000 to Cambodia for supporting justice system, new scholarship assistance and other forms of assistance for the next 3 to 5 years. This is reflected to the facts, our friends know what best interests for own people and Government as well as balance their mutual interests for Cambodians! Stop promoting Foreignization of Cambodia as we are an independence state.

    I wish to request the Government of Cambodia to send white paper regarding 28 July Election to all Embassies and Govenrments as our friends around the world, thus they can reach out the facts of this elections, therefore the true lier will be revealed.

    Here, we should understand what is CNRP balance power strategy mean? There are two situations 1- Balance Power with CPP, 2- Balance Power within their internal party. Balance Power with CPP has clearer picture, but internal power struggle is at large. Now, SR has already registered and by January he may become PM, thus he can take part in power sharing within his own party. In this connection, CNRP will continue to do whatever they can to prolong their participation.

PSAKI said that well, independent observes have noticed serious election irregularities, it means is not smooth or straight, irregular behavior is dishonest or not accordance with the normal rule. Now, if the US had known that Hun Sen victory by fraud, we need your help to find the fair justice for the voters of Cambodian people. We need the US to kick Hun Sen who is unfaithful to our country to be finished from his duty of prime minister soon.

    Srey Khmer! Cambodia is an independent state therefore Khmers have an absolute right to make decision for it’s own future and interests. US is our partner, but not our boss. I hope you also agree with me that we can extend our request for them to help. I hope that you will seek better solution than this. US has no right and duty to kick HS, but Khmers can and Khmers had already expressed their desire to keep HS with 3.2 M against 3M by 68 seats against 55 seats.

    I believe that the president Obama is trying to extend the democracy of America around the World. So Americans will help the Cambodian people to find the fair justice of dangerous irregularities election plot by dishonest CPP during times of arm conflict by Hun Sen.
    Only American, who has enough power, to help change in the Cambodia, to be the real democracy, from the dictator leadership . So Sam Rainsy is doing in the right way, to request for helps, from the father of the democracy of America, to help fight with dishonest Hun Sen’s government as well.
