ព្រះអង្គម្ចាស់ នរោត្តម រណឫទ្ធិ ដែលយាងចូលនិវត្តន៍លែងអើពើរឿងនយោបាយយូរមកហើយនោះ បានងាកបកមកឆាកនយោបាយសាជាថ្មីម្ដងទៀត។ ព្រះអង្គគ្រោងបង្កើតគណបក្សថ្មីមួយឈ្មោះ «គណបក្សសង្គមរាស្ត្ររាជាធិបតេយ្យ» ដើម្បីត្រៀមចូលរួមប្រកួតប្រជែងនៅក្នុងការបោះឆ្នោតលើកក្រោយ។
នេះមិនមែនជាលើកទីមួយទេដែលសម្ដេចក្រុមព្រះចេញចូលក្នុងឆាកនយោបាយភ្លឹបភ្លែតៗដូចសត្វអំពិលអំពែក។ ព្រះអង្គមិនដឹងជាលើកដៃបាយៗ ប៉ុន្មានលើកប៉ុន្មានសាទេ លាអ្នកនយោបាយនោះ។ ឲ្យតែភ្លេចៗខ្លួន ក៏លេចមកគ្រហើៗមករកផ្លូវចាស់ដដែល។ មើលទៅលើកក្រោយទាល់តែបៀមព្រះមកស្បថហើយទើបអាចជឿថា ព្រះអង្គអស់អាល័យពីរឿងនយោបាយពិតនោះ។
ម្ចាស់ឆ្នោតភាគច្រើនប្រហែលមិនទាន់ភ្លេចសម្ដេចក្រុមព្រះ នរោត្តម រណឫទ្ធិ នៅឡើយទេ។ ត្បិតទ្រង់ធ្លាប់ជានាយករដ្ឋមន្ត្រីទី១ ក្រោយការបោះឆ្នោតសម័យអ៊ុនតាក់។ ព្រះអង្គក៏ជាមនុស្សតែម្នាក់គត់ដែលអាចទម្លុះទម្លាយភាពទាល់ច្រកនយោបាយកាលពីអាណត្តិទី៣ ដោយបានផិតក្បត់នឹងសម្ពន្ធភាពជាមួយលោក សម រង្ស៊ី រួចទៅលួចមានសហាយជាមួយលោក ហ៊ុន សែន។ ទំនងជាពេលនោះទ្រង់ធុញថប់ដែលអ្នកនយោបាយខ្មែរចេះតែឈ្លោះគ្នាគ្មានថ្ងៃស្វាង។ ម្យ៉ាងចង់អួតឲ្យអន្តរជាតិដឹងថា កម្ពុជាជាប្រទេសប្រកាន់លទ្ធិប្រជាធិបតេយ្យសេរីពហុបក្សផង ក៏ចេះតែទ្រាំទទួលយកតំណែងជាប្រធានរដ្ឋសភាពមួយអាណត្តិទៀតទៅ។
សម្ដេចក្រុមព្រះ នរោត្តម រណឫទ្ធិ មានបន្ទូលប្រាប់អ្នកកាសែតថា ការចូលឆាកនយោបាយពេលនេះ ដោយសារទតឃើញស្ថានភាពនយោបាយបច្ចុប្បន្នកំពុងជួបវិបត្តិដោះស្រាយមិនទាន់ចេញ ហើយសង្ឃឹមថា គណបក្សថ្មីរបស់ទ្រង់អាចជួយទម្លាយច្រកចេញរវាងគណបក្សទាំងពីរ។ ម្យ៉ាងដោយកម្ពុជាសព្វថ្ងៃមានប៉ូលនយោបាយតែ២នោះ មិនគ្រប់គ្រាន់សម្រាប់ប្រទេសប្រកាន់យករបបប្រជាធិបតេយ្យសភានិយម។ ទំនងជាទ្រង់ដឹងច្បាស់ថា ព្រះអង្គអាចធ្វើជាប៉ូលមួយទៀតក្នុងរដ្ឋសភាហើយមើលទៅ ទើបស្ម័គ្របង្កើតនយោបាយថ្មីនោះ?
បរិបទនយោបាយពេលនេះខុសពីពេលមុន។ អ្នកនយោបាយដែលសោយកេរព្រះបិតារហូតលក់កេរឪអស់គ្មានមួយអាសនៈក្នុងរដ្ឋសភានេះ អាចគ្មានឥទ្ធិពលតថ្លៃជាមួយបក្សប្រជាជនកម្ពុជា ដូចមុនទេ។ ម្ដងនេះការលេចមុខមាត់ថ្មីបង្កើតគណបក្សមួយទៀត ដើម្បីស្តារព្រះកិត្តិនាម និងប្រមូលអ្នកមានភក្ដីភាពពិតជាមួយព្រះអង្គអាចពិបាកនឹងធ្វើទៅរួច។
ដកតែមន្ត្រីថ្នាក់ខ្ពស់ៗប៉ុន្មាននាក់ដែលហែហមទ្រង់ចេញ នរណាក៏ដឹងដែរថា សម្ដេចក្រុមព្រះពីមុនបានផ្ដល់នយោបាយជូរចត់ កំសត់ បោកប្រាស់យកលាភសក្ការតែឯងទៅសោយសុខលើគំនរទុក្ខអ្នកមានភក្ដីភាពពិតលើទ្រង់។ អ្នកគាំទ្រព្រះអង្គ មិនតិចទេ ដែលអស់សង្ឃឹម និងតូចចិត្ត ចំពោះនយោបាយភ្លែតបន្ទោររបស់ទ្រង់នោះ។
លើសពីនេះ ទ្រង់ហាក់គ្មាននយោបាយច្បាស់លាស់។ ទ្រង់ធ្លាប់ដើរខុសក្នុងការដឹកនាំ៣អាណត្តិផ្ទួនៗ។ លទ្ធផលបោះឆ្នោតកន្លងមកជាភស្តុតាងស្រាប់។ ព្រះអង្គក្លាយជាអ្នកនយោបាយមួយដែលមិនចេះប្រើអំណាចនៅពេលដែលទ្រង់ធ្វើជានាយករដ្ឋមន្ត្រីទី១ កាលពីឆ្នាំ១៩៩៣។ ម្យ៉ាងពេលចូលនិវត្តន៍កន្លងមកទ្រង់ហាក់បាត់បង់ព្រះរាជតួនាទីសំខាន់ដែលសែរាជវង្សត្រូវធ្វើសម្រាប់បម្រើសង្គមតាមរយៈជំនួយមនុស្សធម៌ វប្បធម៌ និងកិច្ចការនយោបាយការទូតអន្តរជាតិ។ តាមមើលទៅទ្រង់ពិបាកដើរជាតួឯកក្នុងរឿងនយោបាយណាស់។
ទ្រង់អាចត្រឹមតែជាតួរង ឬធ្វើជាអ្នកសម្របសម្រួលនយោបាយ ឬជាតួសុំដំបូលគេជ្រករួមគ្នាទំនងជាអាចសក្ដិសមស្ដារកិត្តិនាមរបស់ទ្រង់ឡើងវិញខ្លះ។ ដូច្នេះតើការហក់ចូលនយោបាយរបស់ទ្រង់ពេលនេះមានឥទ្ធិពលដែរឬទេ?

សេណារីយោលើកនេះ អាចមាន ២ផ្លូវ។ ទី១ ទំនងជាគណបក្សប្រជាជនកម្ពុជា ប្រើគ្រាប់អុកមួយនេះទៅបំបែកសំឡេងឆ្នោតនៅលើកក្រោយ។ ល្បែងនេះត្រូវលេងយ៉ាងណាឲ្យកូនអុករកសំឡេងគាំទ្រយ៉ាងតិចមួយកៅអីក្នុងរដ្ឋសភា ដើម្បីអាចយកមកច្របាច់បញ្ចូលបង្កើតជារដ្ឋាភិបាលចម្រុះតាមរូបមន្ត ៥០ភាគរយ បូក ១។ ពេលនោះបក្សប្រជាជនមិនត្រូវការបក្សប្រឆាំងដូចពេលនេះឲ្យចូលរដ្ឋសភាដើម្បីបង្គ្រប់ទឹករដ្ឋាភិបាលទេ។ ទី២ កូនអុកនេះក៏អាចដើរតួនាទីជាអ្នកប្រឆាំងបានដែរ គឺមានន័យថា ឲ្យចូលទៅកៀកនឹងសត្រូវ រួចប្រើយុទ្ធសាស្ត្របំបែកតាមក្រោយមុនការបោះឆ្នោត។
យ៉ាងណាទាំងនោះជារឿងអនាគតប៉ុណ្ណោះ គ្មាននរណាអាចទាយដឹងមុនថា យ៉ាងណាឲ្យប្រាកដ ហើយសម្ដេចក្រុមព្រះជាកូនអុក ឬមិនមែននោះ ក៏គ្មាននរណាដឹងច្បាស់ដែរ មានតែទ្រង់អង្គឯងទើបដឹងថា ចង់ដើរតួជាស្ដេចជិះសេះសជួយសង្គ្រោះប្រជានុរាស្ត្រ ឬជាពពកខ្មៅបង្កព្យុះភ្លៀងមកពន្លិចភូមិឋានអ្នកស្រុក។

Prince Norodom Ranariddh’s return to politics does not interest the public as Cambodian citizens recognized him well as a weak politician or leader. This prince loves power and wealth than everything. He never cared about the interests and suffers of the people. When he was in power as the first Prime Minister and president of the National Assembly, he paid less attention to the issue of concerns and needs of the people. Further, he rarely visited the grass-roots people who were in poverty and were intimidated or threatened by the pro-CPP local authorities. The prince listened to his close entourages who always sweet-talked about him and reported about the situation of the people and Funcinpec activists wrongly. He only enjoyed the luxurious life in Phnom Penh and often too vacation in France. Of course, it is his right to take leave, but he did not care too much about the real life of his activists and the ordinary people living in the remote community facing with many problems included land seizure from the powerful and wealthy individuals and the government officials, no food and lack of farmland to farm, etc.
Further, the prince involved in corruption when he was in power. The prince has no loyalty to the people, his party members, activists, and his political partners. The Prince cares about only the power and wealth. Because of his weak leadership, disloyalty, poor performance, and corruption, his popularity had become smaller and smaller. Cambodians started to forget about this Prince.
Prince Norodom Ranariddh hopes that he could persuade activists, members, and supporters of the two parties – Funcinpec and the Nationalist Party (NP) to change their allegiance to support and vote him in the 2017 commune council election and 2018 National Assembly election. The prince now looks like a sunken Titanic. The prince is a flip-flop politician. Anyway, it is his right to return to politics.

It appeared that Saravy completely ignorance of the political history. Saravy’s analysis is neither credible nor accurate. Saravy is blatantly bias because of his emotion; perhaps Saravy is a victim of the ruling.

This Prince is just the opportunist only, looking for Power and Money, and especially he will be deserved himself as the clan of CPP, as long as CPP pay much money to him. Only 10 millions or 20 millions or 30 millions dollar is a good deal for him.

While trying to read your comments related to Prince Ranariddh return to politics – at the glance everything you said were persuasive; but not a word is true.
You said, “Prince Ranariddh loves power and wealth”. If he loves power why did he shared the power with the loser of the 1993 elections? Prince Ranariddh has nothing compare to Mr. Sam Rainsy, who once said he had 5 millions dollars.
Rayuth said, “Prince Ranariddh never cares about the interests and suffers of the people… paid less attention to the issues concerned the needs of people when he was First Prime Minister and President of the National Assembly…”. Rayuth, you may not know or you knew but pretended that you don’t know it. As First Prime Minister and President of the National Assembly, Prince Ranariddh passed some of the most important laws; for example, the “Investment Law” which was most favourable in ASEAN, attracted many textiles companies – perhaps some of Rayuth’s families members are currently employed in the textiles industries; this not to mention another half of millions Cambodians, who are also benefited from what Rayuth said Prince Ranariddh paid less attention to the concerns of the people (sic).
Second, Prince Ranariddh also passed one of the most important laws and that is the “Immigration Law”. Last but not least, Prince Ranariddh enacted the “Land Law”. All the laws that I listed Mr. Sam Raingsy either walked out the parliament or boycotted the sessions.
Having said that, Rayuth, what have Mr. Sam Raingsy and Mr. Kem Sokha done for you and the people, that you and the your so-called Saviors done for Cambodians, other than incitement, led people to die on the streets.
The people voted for CNRP because they promised to do something meaningful for their lives. At this moment, it appears that the negotiation is just a misleading for the voters.
Their promises may not realize within the next 5 years. A dirty and delay tactic as such, Rayuth still believes that Mr. Sam Raingsy and Mr. Kem Sokha are not hungry for power and wealth?
Yes, the prince helped alot with Dick Law. And his reputation has grown to be a Dick Head with great negative consequence to Royal Family.

Hello Freedom of expression! It is good to read your comments on “my comments about the Prince.” Well, I see that you did not include any sentence about corruption and poor leadership of the prince when he was in power. You can ask to yourself that why the prince was not elected when he returned to politics to lead his NRP in 2008? And why the prince lost his popularity among most of Cambodian voters? The prince is look like a medical doctor who is not capable of curing the disease. He only relied on the king father Norodom Sihanouk’s achievements.
In democratic country, the national achievement should not be claimed as an individual property. It is resulted from a collective effort, not from an individual person who holds the power because any decision made is based on extensive consultations and adjusted conclusion, and the results were obtained through collective efforts in the system – The leader who respects democratic philosophy.

Rayuth, you’re right. I didn’t mentioned Prince Ranariddh’s corruption because he never was being convicted for such crime. On other matter that Rayuth raised, “poor leadership” – perhaps you’re right again because there were too many traitors with the party rank-in-file. Now many of them had migrated back to CPP. May I remind you that in 2008’s elections, Prince Ranariddh won two seats while in exile, one for himself in Kampong Cham province, which he gave it to Mr. You Hockry; and second seat, he won in Preyveng – seated by Mr. Sao Rany, who went on to sue Prince Ranariddh under the direction of Hun Sen, forced Prince Ranariddh out of politics, thus CNRP grabbed many Prince Ranariddh’s supporters. That is where the number 55 came from. Rayuth, something that you and I came to disagreement is when you said that Prince Ranariddh relied on the King-Father. It’s not true. It’s other way around – instead King-Father relied on Prince Ranariddh’s political’s clout to solve the country’s problems in 1993, 1998, 2003-2004. For the sake of this dialogue, after Nhek Bun Chhay toppled and dismantled the Royalist Party, the King has no political clout to assist him in resolving what we are facing at the present time.

The CNRP will loose many seats (down from 55 to 28) and Prince Rannarith Party will get 35 seats at least. However, he MUST convince the people that he will build a Momory Stupa for the dead Khmer fighters who sacrified their lives to remove the Viets out of Cambodia, in O’Smach. To do so, it likes the CPP built ONE in Kratie Province!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Thanks for your comments. For sure, I like to debate ideas, not personal attack. It is true that the Prince won two seats as you mentioned. But, can you please remember that after having won 58 seats in 1993 election sponsored by UNTAC, his Funcinpec, under the leadership of the Prince has been badly affected – won 43 seats in 1998 election, 26 seats in the 2003 election, and only 2 seats in the 2008 election. Why? Is that because of his poor leadership and performance? What are his strong points in terms of his leadership? What was his political message to convince voters to support or to vote him? Sangkum Reastr Niyum? How many millions of Cambodians are unemployed and are in the poverty? What is the image of Sangkum Reastr Niyum? The Prince only talked about the King Father’s achievements. But not about his initiative and creativity to improve the living condition of Cambodian citizens or to heal the chronic social illness such as corruption, injustice, poor farmers, unemployed youth and young people, etc.
Mr./Ms. Freedom of Expression, I do not want to discuss the internal traitors within the Funcinpec. This is about the leadership and management of the Prince.
Be clear, I have no objection to his return to politics as it is his right as provided for in the main law of the country and international covenant on civil and political rights. I know that he is addicted in politics. Then, he cannot stay away from politics. But, being a politician, s/he should not be flip-flop. S/he should be loyal to partners, members, activists, supporters, and citizens, etc. S/he must be firm, confident, realistic, honest, etc. And need to prove that s/he is a reliable politician in the eye of citizens. I believe that you also agree with me on these points.
