មន្ត្រីជាន់ខ្ពស់គណបក្សប្រជាជនកម្ពុជា (CPP) លើកឡើងថា ចំណុចសំខាន់ពីរនៃលទ្ធផលសមាជមហាជនរបស់គណបក្សសង្គ្រោះជាតិ (CNRP) គឺការទាមទារបោះឆ្នោតឡើងវិញ និងការដាក់ គ.ជ.ប ជាស្ថាប័នធម្មនុញ្ញ ជារឿងមិនអាចទៅរួចទេ បើគណបក្សនេះ នៅតែមិនចូលសភានោះ។
ក្នុងសមាជមហាជនលើកទី២ របស់គណបក្សសង្គ្រោះជាតិ កាលពីថ្ងៃអាទិត្យម្សិលមិញនេះ ថ្នាក់ដឹកនាំគណបក្សនេះ គឺលោក សម រង្ស៊ី និងលោក កឹម សុខា បានអនុម័តនូវសេចក្តីសម្រេចចំនួន ១៦ចំណុច ដែលក្នុងនោះ មានចំណុចសំខាន់ពីរ ដែលគណបក្សសង្គ្រោះជាតិ ត្រូវពិភាក្សាជាមួយគណបក្សប្រជាជនកម្ពុជា។ ចំណុចទាំងពីរនោះ រួមមាន ទី១ គឺការបន្តទាមទារឲ្យស៊ើបអង្កេតការបោះឆ្នោតជ្រើសតាំងតំណាងរាស្ត្រ នីតិកាលទី៥ ឬរៀបចំការបោះឆ្នោតទ្បើងវិញ។ ទីពីរ គឺការធ្វើឲ្យគណៈកម្មាធិការជាតិរៀបចំការបោះឆ្នោត (គ.ជ.ប) ក្លាយជាស្ថាប័នធម្មនុញ្ញ ហើយសមាសភាព គ.ជ.ប ត្រូវជ្រើសរើសដោយគណបក្សទាំងពីរ ដែលមានអាសនៈនៅរដ្ឋសភា។ មេដឹកនាំទាំងពីរ ក៏ព្រមានដឹកនាំបាតុកម្មទ្រង់ទ្រាយធំជាថ្មី បើគណបក្សប្រជាជនកម្ពុជា មិនពិចារណាដោះស្រាយចំណុចពីរនេះ។
មន្ត្រីជាន់ខ្ពស់គណបក្សប្រជាជនកម្ពុជា លោក ឈាង វុន អះអាងថា ការទាមទារនេះ គឺគ្មានមូលដ្ឋានច្បាប់ចែងឡើយ ហើយរូបមន្តនៃកំណែទម្រង់ គជប ដែលគណបក្សសង្គ្រោះជាតិ លើកឡើងនោះ គឺនឹងនាំឲ្យនយោបាយជាប់គាំងពិតប្រាកដ។ លោក ជំរុញឲ្យបេក្ខជនជាប់ឆ្នោតគណបក្សសង្គ្រោះជាតិ ចូលសភា ដើម្បីដោះស្រាយបញ្ហាទាំងនេះ«បើសិនជាគ្រាន់តែចង់ឲ្យមានគណបក្សនយោបាយ ដែលមានអសនៈនៅក្នុងរដ្ឋសភា មានតួនាទីជាអ្នកស្នើ សមាជិក សមាជិកសភារបស់ គជប ចូលជជែកគ្នាទៅ ចាំបាច់កែដាក់ចូលរដ្ឋធម្មនុញ្ញធ្វើអី សរសេរក្នុងច្បាប់ទៅ ថាគណបក្សដែលមាន អសនៈដែលមានរដ្ឋធម្មនុញ្ញនៅក្នុងរដ្ឋសភា ជាអ្នកស្នើ សមាសភាព គជប និងជូនឲ្យរដ្ឋសភា បោះឆ្នោត ដែលមានការយល់ព្រមទាំងពីរគណបក្ស គណក្សដែលមាននៅក្នុងរដ្ឋសភា អានិងគាត់មាន គាត់មានតួនាទីហើយក្នុងនិង មិនអញ្ចិងបើគាត់ចង់បានតួនាទី និយាយឲ្យចំទៅ គាត់ចង់បានតួនាទី ឬក៏ចង់ឲ្យរដ្ឋជាប់គាំងវាខុសគ្នាត្រង់និង»។
សម្រាប់មន្ត្រីជាន់ខ្ពស់គណបក្សសង្គ្រោះជាតិ លោកស្រី មូរ សុខហួរ យល់ថា បើគណបក្សប្រជាជនកម្ពុជា មានឆន្ទៈមែននោះ គឺវិសោធនកម្មច្បាប់អាចធ្វើបាន ក្រោមគោលការណ៍ឆ្លើយតបតម្រូវការពលរដ្ឋ និងកាលៈទេសៈនៃស្ថានភាពនយោបាយបច្ចុប្បន្ន។ លោកស្រី បន្តថា គណបក្សនេះ នៅតែប្រកាន់ជំហរ ស្នើឲ្យមានជំនួបកំពូលឆាប់ៗនេះ ដើម្បីឲ្យថ្នាក់ដឹកនាំបក្សទាំងពីរ ពិភាក្សា និងសម្រេចលទ្ធផល «ខ្ញុំជឿរជាក់ថាគណបក្សប្រជាជនលោកយល់ហើយ ជាពិសេសនៅពេលយើងធ្វើសមាជ ហើយអនុម័ត ហើយឆន្ទៈប្រជាពលរដ្ឋបានបញ្ចេញហើយ រិតតែគណបក្សសង្គ្រោះជាតិជំរុញ ឲ្យមានជំនួបកំពូលទៅទៀត»។
លោក ហង្ស ពុទ្ធា នាយកប្រតិបត្តិអង្គការនិកហ្វិច និងជាអ្នកតាមដានបញ្ហាសង្គម យល់ថា ការអះអាងប្រទាក់ក្រឡាគ្នានេះ គឺសុទ្ធតែជាយុទ្ធសាស្ត្ររបស់គណបក្សទាំងពីរ ដើម្បីបង្ហាញពីអំណាចដែលភាគីរៀងៗខ្លួនមាន។ លោក គិតថា បើនៅតែមិនមានជំនួបកំពូលសម្រេចនោះ វិបត្តិនយោបាយនៅកម្ពុជា ច្បាស់ជាចំណាយពេលយូរ ទើបអាចបញ្ចប់ «ទោះតិច ឬច្រើនសមាជនេះពិតជាមានឥទ្ធិពលទៅលើគណបក្សប្រជាជន ព្រោះធ្វើឲ្យគណបក្សប្រជាជនត្រូវការគិតគូ យុទ្ធសាស្ត្រដើម្បីតបត មកវិញ ធ្វើឲ្យគណបក្សប្រជាជន ត្រូវចំណាយពេលវេលា ដើម្បីសិក្សារពីដំណោះស្រាយផ្សេងៗ»។
កាលពីថ្ងៃទី ២៤ ខែមីនា ក្នុងជំនួបលើកទី៤ នៃគណៈកម្មការចម្រុះកំណែទម្រង់ការបោះឆ្នោតបក្សទាំងពីរ ភាគីគណបក្សសង្គ្រោះជាតិ បានលើកឡើងប្រធានបទ កាលបរិច្ឆេទនៃការបោះឆ្នោតឡើងវិញ និង កំណែទម្រង់ គជប ជាស្ថាប័នធម្មនុញ្ញ ហើយអនុម័តដោយសំឡេង ២ភាគ៣ នៃសមាជិករដ្ឋសភាទាំងមូល ដែលប្រការនេះ គណបក្សប្រជាជនកម្ពុជា មិនអាចទទួលយកបាន នាំឲ្យជំនួបចរចានេះ ត្រូវបានពន្យារពេល ហើយគណបក្សសង្គ្រោះជាតិ ជំរុញឲ្យមានជំនួបកំពូល សម្រេចជំនួសវិញ៕

As we may known that reelection can be done through only two solutions namely 1- elected members from both parties enter into the national assembly to decide on this reelection issue 2- CNRP accuses that this election was not fair and unacceptable, why CNRP keeps 55 seats, why CNRP does not declare to abandon these seats. If CNRP wishes to renew the election they must declear this abandon and seek for reelection. Unlike Thailand, all elected members from opposition were resigned and seek reelection?!

CPP was excused of cheating and robbing votes people who voted for CNRP! They mst not attend the session of the National Assembly is their most appropriate reason!
No worry at all if you play with this guy. He is a toy for us all. Like a joke each time he express himself. He is a PhD too in “samai techo”. Playing with respect not using bad word.
I think that everything can be settled should the two parties have real commitment and responsibility to end the current political deadlock. What is important is the CPP needs to show responsibility, integrity, honesty, and commitment to put the political stalemate to an end. CPP does not need to play a hidden and tricky game in the purpose of delaying the situation as long as it could. This tricky strategy is to delay the situation and maintain power. Only two points in which the two parties have to discuss further are reelection before the legislative term and reform of NEC. Of course, the CNRP is supposed to sit and work in the National Assembly. But, before making such a move the Hun Sen-led CPP has to agree honestly and openly (written promise) to make amendment of the law so as to conduct a reelection and reform of NEC. Without any written promise which is witnessed by national and international civil society, diplomatic corps, etc. CNRP must not go sit in the National Assembly to help legitimate the CPP to lead the government and the National Assembly.
Everyone can see that CPP and Hun Sen have everything, but not legitimacy. The CPP-led government and the National Assembly are illegitimate. CPP is now using its tactic to lure the CNRP to sit in the National Assembly as it did with Prince Norodom Ranariddh-led Funcinpec in 1998 and 2003/2004. During that Prince Ranariddh became a silly puppet of the CPP to help legitimate the government and National Assembly and to strengthen powerbase. At the end, Prince Ranariddh has nothing and lost confidence among Cambodians. CNRP will have the same fate if this party makes a silly decision to go sit in the National Assembly in exchange of power or position as Funcinpec did in the past. But, I believe that the CNRP leaders (Sam Rainsy and Kem Sokha) will not be a traitor of the will of the voters (who voted them).
Why CPP does not want to talk about the NEC reform? Why CPP does not want a new neutral and independent NEC? It looks that there is something behind the CPP’s hesitancy on election reform and NEC reform. It is clear that the current NEC is a LIFE of the CPP. CPP would lose elections and power in the future whenever the NEC is no longer a TOOL for them.
It is time for the CPP to have real commitment, integrity, and honesty to the talk. It is time for the CPP to work together with CNRP, Cambodians and civil society organizations that have experience and knowledge on elections, in order to discuss and to reach a solution to end the current political illness, as well as creating a good election law and neutral and independent NEC for the future elections. Does the CPP want to end the current political deadlock? Does the CPP want to reach a positive solution? Does the CPP want to have a deep election reform?
Moreover, the CPP cannot always refuse to listen to recommendations on the reelection and election reform from the opposition and civil society organizations working on elections in Cambodia. The CPP should take adaptation and soften its position to discuss the national issues and work together with the opposition and the civil society organizations working on elections in Cambodia to conduct election reform, review and reform of NEC, if they really love the nation and want to end the political crisis. I do not think that the two parties cannot come up with the solution. I do not think that Cambodia is unable to create good election system and election law and neutral and independent NEC, to organize a credible election as other countries did. Only election reform and NEC reform could be a positive result to put the current political crisis to an end and to prevent a crisis to happen in the future.
If looks to the position of the CPP showed that this party does not want to have a reliable and acceptable election institution or National Election Committee (NEC). It shows that the CPP does not want NEC to be neutral and independent of political influence. It indicates that the CPP wants to control and use NEC as a TOOL to help manipulate election, in order to win elections to control and lead the country forever. It appears that the CPP has no intention, commitment and honesty to create a real election system to prevent the post-election political deadlock. CPP has to know that Cambodia really want and need a neutral and independent NEC. It looks that the CPP is afraid of losing elections in the future if there is a good NEC and election law in place. Nothing is difficult to reform or create a good election body. What’s needed are commitment and honesty from the parties involved. Please look to our neighboring countries and other democratic countries in the world that those countries have reliable election institution and election law to manage and conduct elections.
Once again, I think, it is time for Cambodia to have a reliable and credible law on election of members of the National Assembly (LEMNA) having good voter registration process and unbiased National Election Committee (NEC) from the national to local level. Members of NEC must not be politically appointed. But, they shall be recruited publicly. This can open the door for Cambodians who are not members of political parties to apply for the membership of the NEC. I believe that Cambodia has lots of intellectuals/academicians who are well aware of politics and election also wishes to serve for the nation. They are a real quality human resource for the nation. In addition, Cambodia needs to have separate court which is responsible for only election related complaints/disputes, not the biased constitutional council.
The new NEC shall be responsible for managing and implementing its daily works fairly, neutrally, and independently. They shall conduct the voter registration process properly to ensure that the right of eligible voters will not be disfranchised. The new LEMNA shall include severe penalty for NEC in case of making intentionally loss of any right of eligible voters, they shall be punished by the law seriously. Also, the registration process shall not be as very complicated as the recent process conducted by the current politically-affiliated NEC. Further, the law should allow the registered voters to vote in any polling station or province where they like the same as UNTAC did, do not need to return to the origin of province or commune where they registered to vote.
Anyway, only the top leaders/politicians (Hun Sen and Sam Rainsy) can be powerful of discussing the deep election reform, including NEC reform. Cambodian citizens hope that Mr. Hun Sen will be courageous of including NEC reform in the agenda, as well as accelerating the process of election reform, in order to end the current political crisis.
