អ្នកស្រាវជ្រាវបញ្ហាព្រំដែនសមុទ្រ លោកហុង សុខហូ ឲ្យដឹងថា នៅឆ្នាំ១៩៣៩ លោកប្រេវីយេបានគូសខ្សែបន្ទាត់បែងចែកដែនទឹករវាងកម្ពុជា និងកូសាំងស៊ីន ដោយដាក់កោះទាំងឡាយដែលនៅខាងត្បូងបន្ទាត់ប្រេវីយេ ១៤០អង្សារ នៅក្រោមការគ្រប់គ្រងរដ្ឋបាលរបស់កូសាំងស៊ីនជំនាន់នោះ ប៉ុន្តែលោកប្រេវីយេបានបញ្ជាក់នៅក្នុងលិខិតដដែលរបស់លោកក្នុងផ្នែកខាងក្រោមថា កោះត្រល់ជាកោះរបស់ខ្មែរ នៅតែជាកោះរបស់ខ្មែរដដែល ដោយលោកប្រើពាក្យថា អនិស្សរៈភាព ដែលខុសពីពាក្យឯករាជ្យភាព។
នៅថ្ងៃទី២១ ខែឧសភា ឆ្នាំ១៩៤៩ រដ្ឋសភាបារាំងបានអនុម័តច្បាប់ភ្ជាប់ដែនដីកូសាំងស៊ីនទៅឲ្យព្រះចៅយួនបាវដាយ នៃវៀតណាមខាងត្បូង តាមអំពើចិត្ត ដោយមិនបានសួរនាំ រដ្ឋាភិបាលខ្មែរ។
តើការភ្ជាប់ដែនដីកូសាំងស៊ីនទៅឲ្យវៀតណាម មានន័យថាប្រគល់ទាំងកោះត្រល់ទៅឲ្យវៀតណាមដែរឬយ៉ាងណា?
មកដល់ត្រង់ចំណុចនេះ ឃើញថា ខ្សែប្រេវីយេ ជាមូលហេតុនៃការបកស្រាយផ្សេងគ្នារបស់អ្នកនយោបាយខ្មែរ ដែលអ្នកខ្លះថាជាការខ្វែងគំនិតគ្នារវាងអ្នកនយោបាយជាតិនិយម និងអ្នកនយោបាយអំណាចនិយម។
ក្នុងបទអន្តរាគមន៍របស់លោកឧបនាយករដ្ឋមន្ត្រីសុខ អាន ស្ដីអំពីបញ្ហាសន្ធិសញ្ញាបំពេញបន្ថែម ទៅលើសន្ធិសញ្ញាកំណត់ព្រំដែនរដ្ឋឆ្នាំ១៩៨៥ និងជុំវិញបញ្ហាព្រំដែនទឹករវាងកម្ពុជា វៀតណាម នៅស្ថានីយទូរទស្សន៍អប្សរា ថ្ងៃទី ២៧ ខែតុលា ឆ្នាំ២០០៥ មានចំណុចមួយនិយាយថា “ឆ្នាំ១៩៣៩ លោកប្រេវីយេអគ្គទេសាភិបាលបារាំង ដែលគ្រប់គ្រងឥណ្ឌូចិននោះ បានចេញសេចក្ដីសម្រេចផ្ទេរកោះត្រល់ទៅឲ្យកូសាំងស៊ីន”។
អ្នកសិក្សាស្រាវជ្រាវប្រវត្តិសាស្ត្រខ្មែរ លោកបណ្ឌិតសឺន ស៊ូប៊ែរ មានប្រសាសន៍ថា កោះត្រល់ជាកោះរបស់ខ្មែរ ប៉ុន្តែនៅសម័យអាណានិគមបារាំង ដើម្បីងាយស្រួលក្នុងការគ្រប់គ្រងរដ្ឋបាល អគ្គទេសាភិបាលបារាំងបានដាក់កោះត្រល់នៅក្រោមការគ្រប់គ្រងរដ្ឋបាលរបស់កូសាំងស៊ីន ហើយនៅឆ្នាំ១៩៤៩នៅពេលដែលបារាំងផ្ដល់កូសាំងស៊ីនទៅអធិរាជបាវដាយ ដោយមិនសួរនាំរដ្ឋាភិបាលខ្មែរ វាដោយទាំងកោះត្រល់ទៅជាមួយដែរ ប៉ុន្តែមិនមានអ្នកនយោបាយខ្មែរណាម្នាក់ទទួលស្គាល់កោះត្រល់ថាជារបស់វៀតណាមនោះទេ «ក្រោយមកទៀត គាត់បញ្ជាក់! ព្រោះយើង យើងអត់ទទួលស្គាល់អាស្អីដែលបារាំងបានធ្វើឯណា! យើងអត់ដែលទទួលស្គាល់ទេមែនទែន ទាំងព្រះករុណាសីហនុ ទាំងរដ្ឋាភិបាលក្រោយៗមកទៀត ទាំងនិយាយទៅទាំងលោក លន់ នល់ ហ្នឹងម្ល៉េះ យើងអត់ដែលទទួលស្គាល់ឯណា! មានតែលោក — ដូចលោកហ៊ុន សែន ចុះហត្ថលេខា មានន័យថាគាត់ទទួលស្គាល់»។
កាលពីថ្ងៃទី០៩ ខែសីហា ឆ្នាំ២០១២ លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន បានចូលបំភ្លឺក្នុងរដ្ឋសភាថា ការបាត់បង់កោះត្រល់ គឺបាត់តាំងពីឆ្នាំ១៩៣៩មកម្ល៉េះ នៅពេលដែលកម្ពុជានៅក្រោមអាណានិគមបារាំង ហើយត្រូវបានលោក Previe(ប្រេវីយេ) ជនជាតិបារាំងជាអ្នកគ្រប់គ្រងនៅតំបន់ឥណ្ឌូចិន បានកាត់កោះនោះឲ្យវៀតណាម។
អ្នកស្រាវជ្រាវបញ្ហាព្រំដែនសមុទ្រ លោកហុង សុខហូ មានប្រសាសន៍ថា រដ្ឋាភិបាលវៀតណាមចេះណាស់ បើកោះត្រល់បានទៅវៀតណាម តាំងពីឆ្នាំ១៩៣៩ នោះ ម្ល៉េះវៀតណាមមិនចាំបាច់មកចុះហត្ថលេខាជាមួយលោកហ៊ុន សែន ឆ្នាំ១៩៨២ ទៀតនោះទេ។
ហើយសន្ធិសញ្ញាឆ្នាំ១៩៨២ នោះក៏មិនស្របច្បាប់ដែរ ព្រោះគ្មានស្ថាប័នណាទទួលស្គាល់។ ប៉ុន្តែសន្ធិសញ្ញាបំពេញបន្ថែមនៅឆ្នាំ២០០៥ ដែលមានគណបក្សប្រជាជនកម្ពុជា និងគណបក្សហ្វ៊ុនស៊ិនប៉ិច ចុះហត្ថលេខា និងដោយមានព្រះហស្ថលេខារបស់ព្រះករុណាផង វាបានធ្វើឲ្យសន្ធិសញ្ញាខុសច្បាប់ឆ្នាំ១៩៧៩ ឆ្នាំ១៩៨២ និងឆ្នាំ១៩៨៥ ទៅជាស្របច្បាប់ «ខ្ញុំចង់បញ្ជាក់ថា មិនមែនបាត់នៅក្នុងឆ្នាំ (១៩)៣៩ទេ អ្ហាស់! បើបាត់ឆ្នាំ (១៩)៣៩ ហេតុអីបានជាឆ្នាំ (១៩)៨២ គេឲ្យយើងចុះហត្ថលេខានៅក្នុងសន្ធិសញ្ញាឆ្នាំ (១៩)៨២! បើវាបានតាំងពីឆ្នាំ (១៩)៣៩ ហើយ រឿងអីមកចុះហត្ថលេខាឆ្នាំ (១៩)៨២ ធ្វើស្អី? មិនអ៊ីចឹង? អ៊ីចឹងខ្ញុំចង់បញ្ជាក់អ៊ីចឹង ថា បើខ្មែរយើងជាអ្នកស្នេហាជាតិ ត្រូវមើលលិខិតហ្នឹងសាដើមឡើងវិញ ហើយពិចារណាមើលទៅកុំឲ្យផ្អៀង! ព្រោះគេសរសេរមកច្បាស់លាស់ហើយតើ! ប្រវត្តិសាស្ត្រចែងមកច្បាស់ហើយ ហើយយើងយកមកបកស្រាយខុស ធ្វើឲ្យយើងបាត់បង់ទឹកដី»។
សាស្ត្រាចារ្យប្រវត្តិសាស្ត្រ និងនយោបាយលោកបណ្ឌិត សុខ ទូច មានប្រសាសន៍ថា លោកមិនច្បាស់ថា កោះត្រល់បាត់នៅពេលណានោះទេ ប៉ុន្តែលោកកំពុងតែសិក្សាលើបញ្ហានេះ ហើយកំពុងតែរង់ចាំឯកសារមកពីស្រុកបារាំង។ លោកបណ្ឌិតអះអាងថា ក្នុងករណីណាក៏ដោយ កោះត្រល់នៅតែជារបស់ខ្មែរ ដោយយោងទៅតាមបីចំណុច គឺប្រវត្តិសាស្ត្រ ច្បាប់សមុទ្រ និងកត្តាមនុស្សដែលអះអាងថា នៅឆ្នាំ១៩៧៩ ពេលលោកទៅដល់កោះត្រល់ មានប្រជាពលរដ្ឋខ្មែររស់នៅលើកោះនោះនៅឡើយ។ ទោះយ៉ាងណា លោកណ្ឌិតបញ្ជាក់ថាវៀតណាមទើបតែហ៊ានធ្វើការអភិវឌ្ឍកោះត្រល់នៅក្រោយឆ្នាំ២០០៥ ប៉ុណ្ណោះ គឺនៅក្រោយសន្ធិសញ្ញាបំពេញបន្ថែម ដែលទទួលស្គាល់ដោយគណបក្សពីរនៅពេលនោះ «កាលពីកិច្ចព្រមព្រៀងទីក្រុងប៉ារីសបាននិយាយថា រាល់សន្ធិសញ្ញាទាំងឡាយណាដែលចុះជាមួយបរទេសពី (១៩)៧៩ មកដល់ (១៩)៩១ នេះ ត្រូវតែបញ្ចប់។ ប៉ុន្តែអាហ្នឹងវាចាប់មានជីវិតមកវិញ នៅឆ្នាំ២០០៥ គឺរវាងគណបក្សហ្វ៊ុនស៊ិនប៉ិច និងគណបក្សប្រជាជនបានប្រោស»។
តាមសៀវភៅ “សត្រូវបងប្អូនឯង” របស់អ្នកនិពន្ធ ណាយ៉ាន់ ចាន់ដា ឲ្យដឹងថា នៅថ្ងៃ៤ ខែឧសភា ឆ្នាំ១៩៧៥ ពួកខ្មែរក្រហមបានវាយចូលកាន់កាប់កោះត្រល់ និងកោះផ្សេងៗទៀត ដែលមានជម្លោះជាមួយវៀតណាម។ នេះបញ្ជាក់ថាកោះត្រល់ជាកោះដែលនៅមានជម្លោះ មិនទាន់ដាច់ស្រេចថាបានទៅប្រទេសណាឡើយ។
ផ្អែកលើប្រវត្តិជម្លោះរឿងកោះត្រល់រវាងខ្មែរក្រហម និងវៀតណាម និងកត្តាប្រវត្តិសាស្ត្រ ក៏ដូចជាច្បាប់សមុទ្រឆ្នាំ១៩៨២ យើងនៅតែអាចមានលទ្ធភាពប្ដឹងផ្ដល់ដល់តុលាការអន្តរជាតិ ដើម្បីទាមទារកោះនេះមកវិញ ប៉ុន្តែសន្ធិសញ្ញាបំពេញបន្ថែមឆ្នាំ២០០៥ ជាឧបសគ្គមួយដែរ។ ទោះយ៉ាងណាលោកបណ្ឌិតសុខទូច ឲ្យយោបល់ថា គេចងតាមណា គេត្រូវស្រាយតាមនោះ៕

I watched video listening to Former U.S. president Richard Nixon’s speech and seeing Cambodian map during Khmer Republic of President Lon Nol, “I saw Koh Tral” was included with Khmer territory. I have never understood why Mr. Hun Sen announced Kho Tral belonged to Vietnam legally!!!!!!!!!!
My tear fall off itself with no intention, so much suffering; Singapore is equal size to Kho Tral with less population and resources, but it’s developed and prosperity country. How come Cambodia that is very much larger, more population and resources than Singapore screwed up the most in the world??????
These are my questions to my Khmer older generation; I and other Khmer my age did not put Cambodia in this situation; we were born and grown up and it happened that we younger generation have to face this current tragic situation!!!!!!!!!!!!!!!!!!!!!!!!!
Losing Kho Tral will lead to also losing Cambodian sea and maritime as well; with border dispute, Khmer must not withdraw from its own land and sea; When Khmer withdrawal from Kho Tral and keeping withdrawing from other part of border, subsidizing to Vietnam, who can guarantee that after Kho Tral, Vietnamese will definitely stop encroaching Khmer land????????? So where there is border dispute with all neighboring countries, Khmer must work out right there and must never withdraw because when you keep withdrawing Vietnam and Thai will keep moving in to Khmer territory without ending
We strongly hope one day under the Leadership of the New Government of Cambodia (not current government of CPP), with strong economic and foreign diplomat, the long waiting Koh Trol will return to its original-owner back, and that will become the historical justice for Cambodia and Khmer people.

គួរឲ្យខ្មាស់យួនខ្លាំងណាស់វាបានដីខ្មែរកម្ពុជាក្រោមមួយហើយវាឈ្លៀតមកតោងយកកោះត្រល់ខ្មែរ មួយទៀតក្រោមសន្ធិសញ្ញាបំពេញបន្ថែមឆ្នាំ២០០៥របស់ហ៊ុនសែន។ អាសន្ធិសញ្ញាបំពេញបន្ថែមហ្នឹង ហើយដែលធ្វើឲ្យប្រទេសយួនយកកោះត្រល់ដោយស្របច្បាប់នោះ។ សួរថាបើប្រវត្តិសាស្ត្រសរសេរ ថាកោះត្រល់ជារបស់យួនហេតុអីក៍យួននិងរដ្ឋាភិបាលហ៊ុនសែនធ្វើសន្ធិសញ្ញាបំពេញបន្ថែមធ្វើអីទៀត ប្រសិនប្រវត្តិសាស្ត្រថាជារបស់យួនហើយនោះ។ មកពីប្រវត្តិសាស្ត្រមិនបានចែងថាកោះត្រល់ជារបស់ យួនហ្នឹងហើយបានជាយួនវាផ្តួចផ្តើមលួងលោមបោកហ៊ុនសែនឲ្យធ្វើសន្ធិសញ្ញាបំពេញបន្ថែមឆ្នាំ ២០០៥នោះ។ ដូច្នេះហ៊ុនសែនជាជនដែលធ្វើឲ្យបាត់កោះត្រល់ទៅយួនដើម្បីតែការស្រេកឃ្លាន អំណាចតែមួយមុខប៉ុនណ្ណោះ។ ដោយសារតែសន្ធិសញ្ញាបន្ថែមនេះធ្វើឲ្យខ្មែរពិបាកនិងដណ្តើមកោះ ត្រល់មកវិញ តែយ៉ាងណាក៍ដោយប្រសិនបើរដ្ឋាភិបាលដឹកនាំដោយបក្សសង្គ្រោះជាតិខ្ញុំសង្ឃឹមថា ការតវ៉ាតាមយន្តការអន្តរជាតិកោះត្រល់ប្រាកដជាបានមកខ្មែរវិញមិនខាន។ ដូច្នេះបើចង់បានកោះ ត្រល់មកវិញគឺត្រូវតែនាំគ្នាគាំទ្របក្សសង្គ្រោះជាតិ។

Two men signed on a paper to offer Koh Trol to VN, Hun sen and Heng Samrin without asking for the approval of Cambodian people who are the master of the nation! Just only two men illegally decided about the fate of a piece of land of the nation to VN. Are they traitor? Now how many Vietnamese people living in Cambodia? They know the answer, but they said only around 10 thousand of VN living in Cambodia! Actually million Vietnamese illegally entering and living in Cambodia. Most VN were made as khmer by giving them Cambodian nationality! Some of them are living on the water and now asking khmer for land to building home! CPP made them as khmer!

After Vietnam’s war Hun Sen the Khmer Rouge commander, under Pol Pot leadership tortured and genocide the westerner and Cambodians. During the Cool war, Hun Sen became Vietnam communist’s puppet serving Eastern Bloc against the United States; secret arrested tortured and killed large number of Cambodian people including sending people to death at KOR 5 killing field.
Presently, he is still Vietnam’s new style puppet; he is unspeakable corrupted and cruelty dictatorship; he against true democracy and conducting many cases of human right abuse; he secretly arrest and torture people who considered not supporting him; he protects and encourage human trafficking, drug smuggling, and terrorist; he steals and destroys national resources and environment; his family, relative and cronies are his back pocket and have all the power and protected by Hun Sen to perform all kind of corrupted and murder cases

The losers always blame someone for their mistake. You look at the Khmer History you can see war after war from generation to generation. You should ask a question why is that?
The answer is power struggle between the top leaders. The Khmer Empire declined from power because of the Civil Wars. There are so many clans and warlords in Cambodia. Whenever they fight against each other it ended up losing the lands and islands to the neighbors Yuon and

Now we are at peace the blame game is in place.The extremists put all the blame on Hun Sen for losing the Koh Tral Island. These days the losers CNRP’s supporters are trying to create war from within by asking their ally the US to intervene the Khmer internal affair. They forget that back in the 1970 the US already brought Cambodia to disaster.
Thanks to the majority of the Khmer people in Cambodia who remember the history and won’t allow the US to do whatever it wish to interfere the Khmer’s politics again.
Now the extremists CNRP’ s supporters are trying to use the Koh Tral Island that already lost to Vietnam to incite the general population especially the younger generation to hate Hun Sen and CPP. The extremists CNRP’s supporters never do anything good for the country at all.

Cambodia still struggle to protect itself from Youn aggressors, Hun Sen just a puppet and tool of Youn, if Youn change mind and leave Cambodia alone, Hun Sen will fall easily. Youn allow Hun Sen to do all bad things in Cambodia, so Youn can dominate and swallow Khmer easily; it’s Youn aggression strategy.
Hun Sen has 95 million Youns behind him (help controlling Cambodia)
Hun Sen has rental solders, personal body guards and third hand terrorist (they order them to arrest and kill Khmer patriot who dare to rise up)
Hun Sen has power, money and guns ( they use them to make possible things, to kill and to intimidate )
