ភ្នំពេញ ប៉ុស្តិ៍
ភ្នំពេញៈ យ៉ាងហោចណាស់មនុស្សប្រមាណ ១០ នាក់ រួមទាំងលោក យឹម សុវណ្ណ អ្នកនាំពាក្យគណបក្សសង្គ្រោះជាតិផងបានរងរបួសបន្ទាប់ពីមានការប៉ះទង្គិចគ្នាដោយហិង្សាមួយប្រាវ រវាងក្រុមបាតុករ និងក្រុមសន្តិសុខខណ្ឌ ដូនពេញ ដោយមានការឆ្លៀតឱកាសពីក្រុមដែលគេហៅថា «បាតដៃ ទី៣» ក្នុងការធ្វើបាតុកម្មកាលពីម្សិលមិញ។
ការប៉ះង្គិចគ្នាដោយហិង្សានេះ បានកើតឡើង បន្ទាប់ពី លោក រ៉ុង ឈុន ប្រធានសមាគមគ្រូបង្រៀនកម្ពុជាឯករាជ្យ បានអំពាវនាវដល់ក្រុមអ្នកគាំទ្រប្រមាណជាង ២០០ នាក់ មកពីសហជីពចំនួន ៩ ដែលតវ៉ាទាមទារឲ្យមានការដោះលែងសកម្មជនសិទ្ធិមនុស្សនិងកម្មករ ចំនួន ២៣ នាក់ សូមឲ្យនាំគ្នាក្រោកឡើងតស៊ូ ទាមទារសិទ្ធិសេរីភាពដែលចែងក្នុងច្បាប់។
លោក រ៉ុង ឈុន បានថ្លែងនៅលើស្ពាននាគទៅកាន់អ្នកតវ៉ាថា៖ «ក្នុងកាលៈទេសៈនេះ យើងទាំងអស់គ្នា មិនត្រូវបាក់ទឹកចិត្ត និងភ័យខ្លាចនោះទេ។ យើងត្រូវតែក្រោកឡើងតស៊ូទាំងអស់គ្នាដើម្បីទាមទារយុត្តិធម៌ ក្នុងសង្គមសិទ្ធិសេរីភាពនិងសិទ្ធិរស់រានមានជីវភាពសមរម្យ សម្រាប់ប្រជាពលរដ្ឋ កម្មករ លោកគ្រូអ្នកគ្រូ និងមន្ត្រីរាជការទាំងអស់គ្នា។ បើយើងនៅតែភ័យខ្លាចមិនក្រោកឡើងតវ៉ាទាមទារទាំងអស់គ្នាទេនោះ សិទ្ធិសេរីភាពគ្រប់យ៉ាងនឹងធ្លាក់ចុះកាន់តែធ្ងន់ធ្ងរថែមទៀត»។
បន្ទាប់ពីការថ្លែងរបស់លោក រ៉ុង ឈុន ក្រុមអ្នកអ្នកតវ៉ាបាននាំគ្នាព្យាយាមដើរចូលទៅកាន់គោលដៅគឺ ធ្វើបាតុកម្មដោយអហិង្សានៅទីលានប្រជាធិបតេយ្យដែលត្រូវបានហ៊ុមព័ទ្ធដោយកម្លាំងនគរបាល កងរាជអាវុធហត្ថ និងសុន្តិសុខ ជាច្រើនរយនាក់។ ការព្យាយាមរបស់បាតុករត្រូវបានវាយបង្ក្រាបយ៉ាងចាស់ដៃពីក្រុមសន្តិសុខខណ្ឌ ដូនពេញ ដែលប្រដាប់ដោយដំបងពោរពេញដោយហិង្សា។
ទោះជាបែបណាក្ដី ក្រុមបាតុករ បាននាំគ្នាតបតដោយហិង្សាវិញ ខណៈដែលក្រុមនគរបាល មិនបានអើពើជួយរារាំង ឬទប់ស្កាត់ការផ្ទុះអំពើហិង្សានោះ បើទោះជាឃើញការដេញវាយប្រតប់គ្នា នៅលើសួនក្បែរស្ពាននាគ និងលើដងមហាវិថីព្រះនរោត្តមនោះក្ដី។ ភ្លាមៗនោះក៏មានក្រុមមនុស្សមួយក្រុមទៀត ដែលបង្កប់ខ្លួនក្នុងហ្វូងអ្នកតវ៉ានិងអ្នកឈរមើល បានលួចគប់ដុំថ្ម ទៅលើក្រុមសន្តិសុខ និងបាញ់ចម្ពាមកៅស៊ូទៅលើក្រុមបាតុករ ដែលធ្វើឲ្យស្ថានការណ៍នៃការផ្ទុះអំពើហិង្សា កាន់តែធ្ងន់ធ្ងរឡើង។
ក្នុងស្ថានភាពនោះមានមនុស្សប្រមាណ ១០ នាក់រងរបួស រួមទាំងលោក យឹម សុវណ្ណ ផងដែរ។ ជាមួយគ្នានោះក្រុមអ្នកតវ៉ានិងអ្នកឈរមើលក្នុងហេតុការណ៍នោះរាប់រយនាក់បាននាំគ្នាព័ទ្ធចាប់ក្រុមមនុស្សមួយក្រុមដែលគប់ដុំថ្ម និងប្រើចម្ពាមកៅស៊ូ ដោយប្រើគ្រាប់ដែកបាញ់ទៅលើអ្នកតវ៉ានោះភ្លាមៗនៅនឹងកន្លែង ចំនួនពីរនាក់ដោយមានចម្ពាមកៅស៊ូ និងគ្រាប់ដែកមួយចំនួនព្រមទាំងស្នាប់ដៃដែកមួយក្នុងដៃរបស់ពួកគេដែលក្រុមបាតុករបានចោទប្រកាន់ថា ជាក្រុមដែលសមត្ថកិច្ចបានជួលមកដើម្បីបង្កអំពើហិង្សា ងាយស្រួលឲ្យអាជ្ញាធរមានលេសក្នុងការវាយបង្ក្រាប ចាប់ខ្លួននិងចោទប្រកាន់មកលើក្រុមបាតុករ។
លោក ឃឹម សុភា អាយុ ៣៦ឆ្នាំ ដែលត្រូវបានគេបាញ់នឹងចម្ពាមចំជើង និងត្រូវមួយដុំថ្មចំភ្លៅ បានប្រាប់ ភ្នំពេញ ប៉ុស្តិ៍ ថា៖ «ខ្ញុំយល់ថា ក្រុមដែលបន្លំនេះ គឺជាក្រុមបាតដៃទីបី ជាមនុស្សដែលពួកអាជ្ញាធរជួលមក ឲ្យធ្វើសកម្មភាពល្មើសច្បាប់ដើម្បីអាជ្ញាធរងាយស្រួលក្នុងការវាយបង្ក្រាប ចាប់ខ្លួន និងចោទប្រកាន់មកលើយើងខ្ញុំជាបាតុករតវ៉ាដោយសន្តិវិធីនិងអហិង្សា»។
ការចោទប្រកាន់នេះ ត្រូវបានលោក ឡុង ឌីម៉ង់ អ្នកនាំពាក្យសាលារាជធានីបដិសេធ។ លោកបានថ្លែងថា ជនសង្ស័យទាំងពីរនាក់បានផ្ដល់ចម្លើយនៅមុខនគរបាលថា ពួកគេជាកម្មករសំណង់ ហើយបានទៅមើលគេធ្វើបាតុកម្ម ដោយពួកគេបានយកចម្ពាមកៅស៊ូពីការដ្ឋានសំណង់ដែលទុកសម្រាប់បាញ់សត្វទៅជាមួយ។ «ក្នុងចំណោមពួកគេទាំងពីរ មានម្នាក់អះអាងថា ធ្វើតាមបញ្ជាររបស់អាណិកជន ខ្មែរ អូស្ត្រាលីម្នាក់ដែលប្រាប់ឲ្យពួកគេធ្វើសកម្មភាពបាញ់ទៅលើបាតុករ ណាដែលមានការប្រទូសរ៉ាយជាមួយសមត្ថកិច្ច»។
លោក ជួន ណារិន្ទ ស្នងការរងនគរបាលរាជធានីភ្នំពេញ បាននិយាយថា ជនសង្ស័យឈ្មោះ ផេង ផា អាយុ ៣២ ឆ្នាំ និង ម្នាក់ទៀត ឈ្មោះ ហាំ ហ៊ុត អាយុ ១៨ ឆ្នាំ ជាកម្មករសំណង់ ត្រូវបានក្រុមយុវជនគណបក្សសង្គ្រោះជាតិចាប់បញ្ជូនទៅកាន់ការិយាល័យអង្គការសហប្រជាជាតិ ទទួលបន្ទុកសិទ្ធិមនុស្សប្រចាំកម្ពុជា ប៉ុន្តែមន្ត្រីនៅទីនោះ មិនទទួល ទើបក្រុមសមត្ថកិច្ច បានចុះទៅទទួលយកពួកគេ មកធ្វើការសាកសួរ។ «ចំពោះករណីនេះយើងទុកឲ្យខាងព្រះរាជអាជ្ញាធ្វើការអង្កេតតាមដានបន្តទៀតតាមនីតិវិធីច្បាប់ យើងខ្ញុំគ្រាន់តែជួយអន្តរាគមន៍ឃាត់ខ្លួនជនសង្ស័យដើម្បីសាកសួរ និងកសាងសំណុំរឿងប៉ុណ្ណោះ»។
លោក អំ សំអាត ប្រធានក្រុមស៊ើបអង្កេតអង្គការ លីកាដូ បានមានប្រសាសន៍ថា ការប៉ះទង្គិចនេះបង្ហាញថា «សេរីភាពនៃការបញ្ចេញមតិនៅ កម្ពុជា មានការធ្លាក់ចុះយ៉ាងគំហុក»៕
It is very much cruel and terrible. Look! This government used security forces to crackdown on the protesters violently. This seriously violated the human rights and destroyed the young democracy in Cambodia. The Hun Sen led government has been suppressing/oppressing the civil protests or demonstrations demanding for justice, fairness and equality in the society. Mr. Hun Sen and his entourages have been/are committing violence on civilians. They have been/are destroying democracy and the rule of law by removing rights and freedoms of citizens to hold any public rally or gathering to express ideas or points of view. The question is that” is this government democratic?” The answer is NO. Democracy is a system of ruled by laws, not by individuals. in a democracy , the rule of law protects the rights and freedoms of citizens, maintains order, and limits the power of government. All citizens are equal before the law. No one is above the law, even a king, prime minister, elected MP, etc. The law is fairly, impartially, consistently enforced. What about Cambodia currently? It is clear that this country is ruled by individuals. not by the law. The ruler uses power given by citizens to abuse or beat citizens, intimidate, threaten, or kill citizens if found that they are not their supporters. For instance, people merely attended the public gathering/rally to implement/use their rights and freedoms as stipulated in the constitution, to demand for fairness, equality, and justice are/were violently cracked down by security forces/armed forces under the control and command of the government. It showed that the government leaders and a group of dictators are really afraid of their shade, democracy, impetus of democracy, wave of support of civilians to the opposition, and wave of protests of the people disagreeing with the current leadership and development. Everyone knows well that this is a flagrant violation to the constitution and international covenant on political and civic rights. Is this government communist? is this government dictatorial? Of course, this government is dictatorial because rights and freedoms of citizens has been removed. On the one hand, the opposition and people are prohibited to do any political activities, including meeting with people or talk to people. Also, they are/have been violently cracked down by the ruling party activists, local authorities, and the armed forces from the national to local level.
My beloved Cambodians! Please do not lose your hope. Please stand up to struggle for justice and change. Please be united to take back our rights and freedoms. Please go on our struggle for the cause of justice and democracy. The dictatorial government and the dictator do not receive support from the people and the international community. People and international community are condemning the brainless dictator (s).
ICC will bring the brainless killers and dictators who inhumanly beat, crackdown on the civil protesters.
It seems that the shade of dictators in some countries – Ghadafi, Pinichet, Suharto, etc. arrived in Cambodia. It looks that Cambodia is ruled by a dictator. Why can’t civilians hold a public gathering? Why need to use security forces/armed forced or plain cloth men equipped with metal sticks, etc. to hit/beat the protesters? It appears that Cambodia has no law and this country owned by a group of powerful individuals.
What is the role of the King in such a political instability and crisis? Article 8 of the constitution says that “The King shall be the guarantor of the national independence, sovereignty, and territorial integrity of the Kingdom of Cambodia, the guarantor of the respect for rights and freedoms of all citizens and for international treaties.” The constitution also says that the Cambodian citizens shall have the freedoms of expression, press, publication, and assembly.
But now rights and freedoms of citizens removed and violated. Additionally, civic demonstrators were/are violently cracked down causing injuries and deaths. Is there anything or intervention to be taken to restore this undesired situation and return rights and freedoms to citizens?
