គណៈកម្មការចម្រុះកែទម្រង់ការបោះឆ្នោតរបស់គណបក្សប្រជាជនកម្ពុជា និងគណបក្សសង្គ្រោះជាតិ នៅថ្ងៃចន្ទនេះ បានឯកភាពគ្នាក្នុងការកែទម្រង់បញ្ជីឈ្មោះបោះឆ្នោត និងច្បាប់ស្តីពីការប្រើប្រាស់ហិរញ្ញវត្ថុសម្រាប់គណបក្ស ព្រមទាំង កំណត់យកថ្ងៃចន្ទសប្តាហ៍ក្រោយ ពិភាក្សាលើបញ្ហាមួយចំនួនទៀត រួមមានកំណែទម្រង់ស្ថាប័នរៀបចំការបោះឆ្នោតជាដើម។
បន្ទាប់ពីកិច្ចពិភាក្សាជាង៤ម៉ោង នៅមន្ទីរព្រឹទ្ធសភា តំណាងគណៈកម្មការចម្រុះគណបក្សទាំងពីរ គឺ លោក ប៊ិន ឈិន និងលោក លោក សុន ឆ័យ ឲ្យដឹងថា គណៈកម្មការនេះ ឯកភាពគ្នាក្នុងការរៀបចំចុះបញ្ជីឈ្មោះបោះឆ្នោត ការធានា ការពារសិទ្ធិបោះឆ្នោតរបស់ប្រជាពលរដ្ឋគ្រប់រូប និងការបង្កើតច្បាប់ស្តីពីការប្រើប្រាស់ហិរញ្ញវត្ថុសម្រាប់គណបក្សនយោបាយ។
លោក សុន ឆ័យ តំណាងគណៈកម្មការគណបក្សសង្គ្រោះជាតិ ឲ្យដឹងថា ចំណុចមួយចំនួនផ្សេងទៀត ដែលគណបក្សសង្គ្រោះជាតិ បានលើកឡើង តែមិនទាន់ព្រមព្រៀងគ្នានោះ គឺភាគីទាំងពីរ ក៏បានឯកភាពគ្នា ជួបគ្នាម្តងទៀតនៅថ្ងៃចន្ទ ទី១០ ខែមីនា ឆ្នាំ២០១៤ ដោយនឹងប្រជុំបន្តលើបញ្ហាដែលនៅសេសសល់នោះ រួមមានការកំណែទម្រង់ស្ថាប័នរៀបចំការបោះឆ្នោត កំណែទម្រង់រចនាសម្ព័ន្ធ ការបង្កើតយន្តការដោះស្រាយវិវាទការបោះឆ្នោត កំណែទម្រង់ការប្រើប្រាស់ប្រព័ន្ធផ្សព្វផ្សាយ និងការប្រើប្រាស់តួនាទីត្រឹមត្រូវរបស់មន្ត្រីរាជការ និងកងកម្លាំងជាដើម «ឃើញថាមានចំណុចសំខាន់អ្វីខ្លះហើយ នោះយើងនឹងចាប់ផ្តើមការងាររបស់យើងហើយ ដូចតាមកិច្ចព្រមព្រៀងរបស់គណៈកម្មការការងារ របស់គណបក្សទាំងពីរ ដែលបានសម្រេច កាលពីថ្ងៃទី១៨ ខែកុម្ភៈ តើយើងធ្វើយន្តការ សិក្ខាសាលាថ្នាក់ជាតិ វេទិកាសាធារណៈ យ៉ាងម៉េចជាមួយ មួយណាមុនមួយណាក្រោយ ជួបអង្គការអន្តរជាតិ NGO ពិគ្រោះយោបល់យ៉ាងម៉េច គឺយើងនឹងពិភាក្សាបន្តទៀត។»
លោក ប៊ិន ឈិន តំណាងគណៈកម្មការគណបក្សប្រជាជនកម្ពុជា ឲ្យដឹងដែរថា គឺគណៈកម្មការចម្រុះបក្សទាំងពីរ អាចនឹងមានពិភាក្សាលើបញ្ហាផ្សេងៗក្នុងរបៀបវារៈកិច្ចចរចាជាបន្តបន្ទាប់ ក្រោយពីប្រមូលមតិយោបល់ និងអនុសាសន៍ពីសង្គមស៊ីវិល ក៏ដូចជាប្រជាពលរដ្ឋ ក្នុងវេទិកាសាធារណៈ «មិនអាចថា សព្វគ្រប់ទេ បើយើងដាក់ទៅ ជួនកាល គេឆ្លុះបញ្ចាំងពីក្រោមឡើងវិញ វេទិកាសាធារណៈគេ ឆ្លុះបញ្ចាំងថា ខ្ញុំថែមបញ្ហានេះទៀត ខ្ញុំសុំថែមបញ្ហានោះទៀត ចឹងវេទិកាសាធារណៈហើយ បានសិក្ខាសាលាជាតិមួយ មានអ្នកជំនាញផ្តល់យោបល់ថែមទៀត ដល់នោះ បានក្រុមការងារនេះ ជួបគ្នាទៀត ជជែកគ្នាទៀត។»
អ្នកវិភាគនយោបាយ លោក បណ្ឌិត សុខ ទូច ចាត់ទុកថា នេះជាភាពកាន់តែស្របគ្នារវាងបក្សទាំងពីរ ប៉ុន្តែ លទ្ធផលនៃកិច្ចជំនួបក្រុមបច្ចេកទេសនេះ គ្រាន់តែជាលទ្ធផលមិនទាន់សម្រេចតែប៉ុណ្ណោះ ដែលមិនទាន់មានការឯកភាពទាំងស្រុងពីថ្នាក់ដឹកនាំកំពូលនៅឡើយ។ លោកយល់ថា រាល់សំណើដែលបានសម្រេចដោយក្រុមការងារ ថ្នាក់ដឹកនាំកំពូលបក្ស គប្បីបង្ហាញឆន្ទៈភ្លាមៗ ដើម្បីបញ្ជាក់ពីជំហររបស់ខ្លួន «វាគ្រាន់ជាល្បឿនទៅមុខហើយ ខាងបច្ចេកទេសជឿនលឿន ប៉ុន្តែ យើងចង់ឲ្យបានឃើញ អ្នកនយោបាយ ចុះហត្ថលេខាមុខប្រជារាស្ត្រ មុខម្ចាស់ឆ្នោតទាំងអស់ថា បានយល់ព្រមទៅលើកិច្ចការទាំងអស់នោះ ពេលនោះហើយ យើងជឿជាក់ថា ល្បឿននៃការជាប់គាំងនយោបាយ នឹងថយមែនទែន។»
កាលពីថ្ងៃទី១៨ ខែកុម្ភៈ ក្រុមការងារគណបក្ស ក្រុមការងារគណបក្សទាំងពីរ បានព្រមព្រៀងគ្នាបង្កើត គណៈកម្មការចម្រុះ ដោយមានសមាសភាពស្មើគ្នា ដើម្បីរៀបចំក្របខណ្ឌកំណែទម្រង់ការបោះឆ្នោត បំពេញការងារ តាមរយៈការប្រមូលផ្តុំមតិយោបល់ និងអានុសាសន៍ពីអង្គការសង្គមស៊ីវិលជាតិ និងអន្តរជាតិ ព្រមទាំងប្រទេសដៃគូរអភិវឌ្ឍន៍នានា ដើម្បីកែលម្អច្បាប់ និងកំណែទម្រង់ការបោះឆ្នោត នាពេលខាងមុខ។ ហើយកិច្ចប្រជុំជាបន្តបន្ទាប់ ត្រូវបានមន្ត្រីតំណាងគណបក្សទាំងពីរ អះអាងថា ជាការអនុវត្តការងារបន្ត ស្របតាមខ្លឹមសារស្មារតីនៃកិច្ចព្រមព្រៀងនៃជំនួបកំពូលរវាងថ្នាក់ដឹកនាំគណបក្ស ទាំងពីរ កាលពីថ្ងៃទី១៦ខែកញ្ញា៕

បើតាមការតាមដានការចរចារពីកំណែទំរង់កាបោះឆ្នោតរវាងបក្សទាំងពីរនេះឃើញថាប្រហែលជាចេត នារបស់បក្សប្រជាជនក្នុងកាពន្យាពេលដើម្បីធ្វើឲ្យអ្នកគាំទ្របក្សសង្គ្រោះជាតិសាបរលាបកំហឹងនិង ដើម្បីគៀងតំណាងរាស្ត្របក្សសង្គ្រោះចាំតិចូលសភាប៉ុណ្ណោះ។ ហើយបន្ទាប់ពីតំណាងរាស្ត្របក្ស សង្គ្រោះជាតិបានចូលសភាហើយនោះ នោះបក្សប្រជាជននិងមិនខ្លាចពីការប្រើយុទ្ធសាស្ត្រចាស់នោះទេ។ ហើយប្រសិនបើដល់ពេលនោះ មែនខ្ញុំនិងមិនឈឺចាប់ជាមួយបក្សសង្គ្រោះជាតិនោះទេទុកឲ្យបក្សសង្គ្រោះជាតិព្រឈមមុខជាមួយ អ្នកគាំទ្រខ្លួនទៅ ព្រោះតែចាញ់ល្បិចបក្សប្រជាជន។
ធ្វើស្រែទាន់ក្តៅដី យប់យន់សុបិន្តច្រើន បើមិនដូច្នោះទេ និងមានវិបដិសារីនិងស្តាយក្រោយ។ កូនអ៊ុក របស់បក្សសង្គ្រោះជាតិកំពុងតែដើរល្អនៅពេលនេះ ហើយប្រសិនបើវាយសង្គ្រប់ជាទឹកចុងក្រោយតែ ម្តងទៀតនោះនិងទទួលបានជោគជ័យហើយ។ គ្មានការធ្វើសង្គ្រាមណាដែលគិតតែពីចរចារហើយមិន ប្រើធម៌ក្តៅខ្លះនោះទេ។

Please try to understanding more about this meeting. I see some positive way of peace that this two party trying to get closer to each other . as the whole world see no one party can eliminate another party they have to work together by taking constitution of our country as the guide line . no one can go over or under this constitution. peace will come to this nation if this two party keep their nation as their first priority. please every body do not crew up I do not want to see bloody thing going on again but I still keep an eye open what will happen in the future. Please CAMBODIA try to be your own boos in this century the whole world have change. for example the small country do not have to be under influence of any larger country unlike the past century. come on you can do it…………………………………………………………………….

It is good to see that the two political parties continued the meeting to discuss the national issues to pave the way for the end of the current political illness. Though, everyone is still skeptical of the meeting and the CPP strategy to delay the situation and show the national and international public that the CPP is strongly committed to return the negotiating table with the CNRP, to discuss to reconcile the issue and find a solution to the present political crisis and attempted to silence the wave of protests of the Cambodian citizens or it is a tactic to prevent the opposition-organized demonstration demanding a reelection and justice affecting the face and name of the CPP and the biased NEC. Even though, many people is questionable of this meeting and asked that is it a tactic of the CPP to prolong the situation till the end of the legislative term. But, it is still better than NOTHING and at least we can see the position and behavior of the CPP on the present political issue.
Nevertheless, the CNRP needs to be cautious with the CPP and need to maintain its firm position and commitment to demand a reelection and election reform. The CNRP needs to learn from the past (Prince Norodom Ranariddh and the Funcinpec) that went into the political trap arranged by the CPP.
It is good to see that the two political parties discussed and reached a joint agreement on the reform of the voters list and registration process, establishment of the law on political finance, reform of the law on election of members of the National Assembly (LEMNA), composition of the NEC (from the national to local level), and media for political parties. Hopefully, the two parties will continue discussions to reach a solution to the current political deadlock.
Anyway, honesty, tolerance, and political commitment are a must. These can be the cornerstone towards the achievement of political results and to end the current political crisis. I hope that these politicians and leaders will play an open and transparent or honest political game, not hidden or secret game as they played in the past. Everyone wishes to see what will happen next. Everyone wishes to see that the top meeting will soon be held to discuss the end of the current political illness. As said that every issue can be settled if Cambodian politicians really have willingness and honesty to discuss openly to find a solution. That is not about magic, but it is about the commitment and honesty. Now there are lots of recommendations on the election reform studied and compiled by UN and national and international organizations that have experience and expertise on the election reform. Cambodian politicians (CPP and CNRP) ought to consider adopting these recommendations for reforming the upcoming election. The CPP and government cannot just accuse that those recommendations are biased while they do not yet study and have no real commitment to reform.
Obviously, the post-election political illness happened in Cambodian because of the system and the biased NEC. Thus, these ought to be improved in order to prevent any political impasses to happen in the future.
Also, everyone wants to see the reelection. Everyone wants to see Cambodia is on the right way to the democracy and the rule of law and development bringing progress and prosperity to the people, not fears and cries. The reelection could be happened as long as the two parties agreed jointly to review and amend the constitution to pave the way for the holding of a reelection before the legislative term-end and the reform of the current national election committee (NEC). The CNRP cannot go sit in the National Assembly with the CPP while no written promise and commitment from the CPP to amend the constitution and reform the NEC, and the reelection. Or, the CNRP would have as same chance as Funcinpec in the past (1998-2008). Cambodian citizens will condemn the opposition CNRP or accuse them of having betrayed the will of the voters.
No one wants to have demonstrations after the election. No one wants to see Cambodia always suffered the political crisis after the election. But, sometimes, you cannot blame them for leading the demonstration demanding for justice or reelection while election fraud and irregularities happened before the electionday, during the election day and vote-counting process. All these issues have to be settled fairly and justly to make sure that the election conducted fairly, freely and justly.
However, it is time for Cambodian politicians to install or focus the national interest before the group’s. They need to look to and follow the developed countries in the world rather than looking to or following the communist or dictatorial countries. Cambodia can be developed quickly if the leaders are intelligent and capable to lead the country well by making real effort to combat corruption from the top to low level, collect and manage tax and income transparently, management of the natural resource, promote the farmer’s products and address to the market inflation, conduct public administration reform, legal and judicial reform, etc. With lots of financial aid from donor countries, Cambodia can be developed and the living condition of the people improved.
Once again, Cambodia cannot stay in the political crisis further. Cambodian cannot be isolated from other countries in the world. Cambodia cannot always lose reputation at the region and international stage due to this unsettled political impasse. The two political parties (CPP and CNRP) are a winner. But, Cambodians are a loser because they lost hope on politicians and leaders. It is true that Cambodia national Assembly cannot be a single-party National Assembly. This proves that there is no check and balance in the country. Surely, the National Assembly and government need legitimacy and recognition from everyone and international community, donor countries, etc. Also, the CNRP cannot just stay outside the Assembly and continue to lead demonstration demanding for change and justice.
Please remember that only reelection is not real remedy to cure this political stalemate. It can only solve the problem temporarily. But, it cannot be used as the medicine to cure the future disease. Therefore, only real reform should be made as the aboved mentioned.
If CPP willing to honestly discussion or negotiation, they should release the 21 people first, the tricky of CPP is to prolong the confrontation of CNRP and they prepared on other way of politic
especially to conclude the whole financial issues, they would take all significants and proof to
the world such as European to get financial aid, after that they would wind up and brake all of CNRP members one by one exactly they have done to Funcinpec.
