ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជា នៅថ្ងៃពុធនេះស្នើឲ្យលោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន លើកយកបញ្ហាព្រំដែនរវាងប្រទេសកម្ពុជាជាមួយប្រទេសជិតខាង ដែលកំពុងកើតមានសព្វថ្ងៃនេះ ប្រាប់ទៅភាគីជាម្ចាស់ហត្ថលេខីនៃកិច្ចព្រមព្រៀងទីក្រុងប៉ារីស ២៣ តុលា ១៩៩១។
លិខិតរបស់ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជា ដែលមានចុះហត្ថលេខាដោយប្រធានសមាគម និងសហជីពចំនួន៨ នៅថ្ងៃទី២២ ខែតុលានេះ បានស្នើឲ្យលោក ហ៊ុន សែន “លើកយកករណីប្រទេសវៀតណាម និងថៃដែលបានរំលោភបូរណភាពទឹកដីខ្មែរ ដាក់ជូនបណ្តាប្រទេសហត្ថលេខីនៃកិច្ចព្រមព្រៀងទីក្រុងប៉ារីស ដើម្បីដោះស្រាយជាបន្ទាន់”។
ការស្នើនេះស្របពេលដែលកម្ពុជារំឭកខួបលើកទី២៣ នៃកិច្ចព្រមព្រៀងក្រុងប៉ារីសស្តីពីបញ្ហាកម្ពុជាកាលពី២៣ ខែតុលា ឆ្នាំ១៩៩១។

ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជា លើកឡើងថា មានប្រទេសចំនួន១៨ជាម្ចាស់ហត្ថលេខីប៉ុន្តែក្នុងនោះ “ប្រទេសវៀតណាម និងថៃ មិនគោរពតាមស្មារតីនៃកិច្ចព្រៀងនេះទេ ដោយនៅតែបន្តរំកិលបង្គោលព្រំដែនចូលមកទឹកដីខ្មែរ និងរំលោភយកដីស្រែចម្ការបស់ពលរដ្ឋខ្មែរនៅតាមបណ្តោយព្រំដែន”។
ការលើកពីបញ្ហាព្រំដែននេះ ក៏ចំពេលមន្ត្រីជំនាញព្រំដែននៃរដ្ឋាភិបាលកម្ពុជា ចោទភាគីវៀតណាមថា មិនគោរពសន្ធិសញ្ញាបំពេញបន្ថែមឆ្នាំ២០០៥ ករណីព្រំដែននៅច្រកដាក់ដាំ ក្នុងខេត្តមណ្ឌលគិរី។ ចំណែកតំណាងរាស្ត្រគណបក្សសង្គ្រោះជាតិ លោក ម៉ៅ មុនីវណ្ណ បានដាក់លិខិតសុំឲ្យនាយករដ្ឋមន្ត្រីបំភ្លឺអំពីបញ្ហាព្រំដែនក្នុងខេត្តមណ្ឌលគិរីនេះ ដោយអះអាងថា វៀតណាមសង់ផ្លូវចូលមកតំបន់នោះប្រមាណ៤០គីឡូម៉ែត្រ។
