រដ្ឋសភា ប្រកាសមិនស៊ើបអង្កេតករណីអំពើពុករលួយ និងបក្ខពួកគ្រួសារនិយមពាក់ព័ន្ធនឹងអគ្គលេខាធិការរង លោក មិត្ត ការ៉េន។ រដ្ឋសភាបញ្ជាក់ថា មូលហេតុដែលស្ថាប័នកំពូលនេះមិនស៊ើបអង្កេតនោះ ដោយសារតែកម្ពុជា ពុំមានច្បាប់ហាមឃាត់មិនឲ្យក្រុមគ្រួសារបម្រើនៅស្ថាប័នតែមួយ។
មន្ត្រីនាំពាក្យរដ្ឋសភា លោក ឈាង វុន បដិសេធការចោទប្រកាន់របស់តំណាងរាស្ត្រគណបក្សសង្គ្រោះជាតិ លោក សុន ឆ័យ ដែលបានចោទប្រកាន់អគ្គលេខាធិការរងរដ្ឋសភា លោក មិត្ត ការ៉េន ពីបទពុករលួយ និងបក្ខពួកនិយម ដោយឲ្យក្រុមគ្រួសាររបស់លោកធ្វើការងារក្នុងរដ្ឋសភា។ លោក ឈាង វុន អះអាងថា កម្ពុជា ពុំមានច្បាប់ហាមឃាត់សាច់ញាតិ និងក្រុមគ្រួសារ មិនឲ្យធ្វើការងារនៅកន្លែងតែមួយឡើយ។
លោក ឈាង វុន៖ «តាមពិតទៅ យើងមិនចង់ឲ្យមានទេ ខ្លួនខ្ញុំផ្ទាល់ ប៉ុន្តែវាអត់មានច្បាប់ហាមឃាត់គ្រួសារមិនឲ្យធ្វើការជាមួយគ្នា។ អាហ្នឹងចាំថ្ងៃក្រោយចាំយើងគិតទៀត។ បើច្បាប់អត់ទាន់មានផង យើងទៅចោទគេថាពុករលួយ គ្រាន់តែគ្រួសារធ្វើការងារជាមួយគ្នាវាធ្ងន់ធ្ងរ»។
លោក សុន ឆ័យ កាលពីខែតុលា បានស្នើឲ្យរដ្ឋសភាដកតួនាទី លោក មិត្ត ការ៉េន និងក្រុមគ្រួសារពាក់ព័ន្ធមួយចំនួនទៀត ដើម្បីបើកការស៊ើបអង្កេតករណីបង្កើតក្រុមបណ្ដេញប្រព្រឹត្តបទល្មើសពុករលួយនៅក្នុងរដ្ឋសភា ប៉ុន្តែរដ្ឋសភាមិនទាន់បានចាត់វិធានការលើបណ្ដឹង លោក សុន ឆ័យ នៅឡើយទេមកទល់នឹងខែវិច្ឆិកា នេះ។
កាលពីខែតុលា លោក សុន ឆ័យ អះអាងថា លោក មិត្ត ការ៉េន មានកូនប្រសា និងកូនស្រីបង្កើតបម្រើការងារនៅអគ្គនាយកដ្ឋានរដ្ឋបាល និងហិរញ្ញវត្ថុ។ កូនប្រុសបង្កើត និងក្មួយ ធ្វើជាប្រធាននាយកដ្ឋានសវនកម្មផ្ទៃក្នុង និងប្រធានការិយាល័យសវនកម្មទី២ ហើយប្អូនថ្លៃពីរនាក់ និងកូនប្រសាម្នាក់ផ្សេងទៀត មានតួនាទីជាន់ខ្ពស់ក្នុងនាយកដ្ឋានបុគ្គលិក និងគ្រប់គ្រងប្រាក់បៀវត្សតំណាងរាស្ត្រ។ ភស្តុតាងនៃការបង្កើតបក្ខពួក និងគ្រួសារនិយមក្នុងរដ្ឋសភានេះ បានបែកធ្លាយនៅពេលដែល លោក សុន ឆ័យ សិក្សាទៅលើការចំណាយ និងគម្រោងចំណាយប្រចាំឆ្នាំ។ ការសិក្សាក្នុងគម្រោងចំណាយមួយបង្ហាញថា រដ្ឋសភាគ្រោងចំណាយលុយប្រមាណ ៣ម៉ឺន ៥ពាន់ដុល្លារ ដើម្បីទិញម៉ាស៊ីនថតចម្លងមួយគ្រឿង។
ចំពោះការបដិសេធរបស់រដ្ឋសភា មិនស៊ើបអង្កេតករណីពុករលួយក្នុងស្ថាប័នកំពូលនេះ លោក សុន ឆ័យ បញ្ជាក់ថា លោកសោកស្ដាយចំពោះការបដិសេធមិនស៊ើបអង្កេតនេះ។ លោកថា លោកបានបំពេញការងារក្នុងនាមជាអនុប្រធានគណៈកម្មការហិរញ្ញវត្ថុរួចរាល់ហើយ។ លោកទុកឲ្យម្ចាស់ឆ្នោតជាអ្នកវិនិច្ឆ័យទៅលើការសម្រេចចិត្តរបស់រដ្ឋសភា៖ «ការឆ្លើយបែបនេះ គឺជាការធ្វើឲ្យខ្ញុំមានការងឿងឆ្ងល់ ធ្វើឲ្យយើងបាត់បង់ជំនឿណា បាត់បង់ជំនឿថា រដ្ឋសភានឹងរៀបចំខ្លួនឲ្យស្អាតស្អំ ដើម្បីធ្វើការងារបម្រើប្រទេសជាតិបាន។ ការងារនេះវាពាក់ព័ន្ធទៅនឹងថ្នាក់ដឹកនាំគណបក្សប្រជាជនដែរ ឃើញកំហុសហ្នឹងហើយថាអត់កំហុស។ ខ្ញុំសូមបញ្ជាក់ វាមិនរឿងច្បាប់អ្វីទាំងអស់។ នេះជារឿងពាក់ព័ន្ធនឹងអំពើពុករលួយនៅក្នុងស្ថាប័នមួយ»។
ឆ្លើយតបទៅនឹង លោក ឈាង វុន វិញ លោក សុន ឆ័យ បញ្ជាក់ថា រដ្ឋសភាបានប្រើប្រាស់ថវិកាជាតិ ដូច្នោះរាល់អំពើពុករលួយនៅក្នុងរដ្ឋសភា វាប៉ះពាល់ទៅដល់ថវិកាជាតិ។
របាយការណ៍ចំណាយឆ្នាំ២០១៤ និងគ្រោងចំណាយឆ្នាំ២០១៥ ដែលវិទ្យុអាស៊ីសេរី ទទួលបានបង្ហាញថា សភាចំណាយថវិកាជាតិប្រមាណ ២៩លានដុល្លារនៅឆ្នាំ២០១៤ ហើយគ្រោងចំណាយជាង ៤៣លានដុល្លារនៅឆ្នាំ២០១៥ ខាងមុខ។
ចំពោះគម្រោងចំណាយថវិកាច្រើនក្នុងការទិញសម្ភារៈក្នុងរដ្ឋសភានោះ លោក ឈាង វុន អះអាងថា ការចំណាយប្រមាណ ៤ម៉ឺនដុល្លារ ទិញម៉ាស៊ីនបោះពុម្ពមួយគ្រឿងនោះ មិនមែនជាការចំឡែកទេ។ ទោះបីជាយ៉ាងណាក៏ដោយ លោកបញ្ជាក់ថា ដោយសារតែការផ្សះផ្សានយោបាយប៉ុន្មានឆ្នាំចុងក្រោយនេះ រដ្ឋសភាមានបុគ្គលិកគ្មានសមត្ថភាពជាច្រើន ដែលទាមទារឲ្យរដ្ឋសភាធ្វើកំណែទម្រង់។
លោក ឈាង វុន ក៏ចោទ លោក សុន ឆ័យ ទៅវិញថា លោកបានរំលោភកិច្ចព្រមព្រៀងឈប់រិះគន់គ្នាទៅវិញទៅមករវាងគណបក្សសង្គ្រោះជាតិ និងគណបក្សប្រជាជនកម្ពុជា។

Most people as voters are feeling so disappointed when listened to the expression of view by Mr. Vun about the corruption within the Nationl Assembly! If there is an independent investigation, most leaders in this legislative body from cpp really inolved with this corruption. this is a very shameful act, and this legislative body loses its creit, image and honour. the National Assembly must be responsible for the people and nation! As voters, we call for a serious investigation based on the existing laws of the Kingdom! The department of internsl Audit, ACU based on its law, the president and Vice Presidents of the NA must order the investigation to clean up its house! Because this is the legislative body of the Kingdom of Cambodia, not the legislative body of CPP or of Mr. Vun!
As voters, we do not want to hear the word “blood suckers ” growing within the National Assembly! You eat state budget, as the blood of people, so there must be a check of all expenditures of state budget! So, CPP must clean its dirty asshole within the National Assembly for its good credit!

How can he declare that putting family members in workforce , not one but so many is not against any laws. Can we look into procedures of selection criteria, for any ranking who access to certain power in government?.
His statement proves that he had not worked in any French public sector, while he was living in France. Hypothetically, stealing is not a crime as law had not been put in place.
So he said crime is not a crime when laws not installed. Is he saying that he lives in a very remote area where wrong doing is not recognised??.
It is indeed, you are talking about administration in parliament, where laws would have critically been aware of, but crime can possibly be committed right under the nose of so called lawmakers.
Corruption has long been recognised in 60’s, particularly in 70’s where corruption was very visible. And it has been very well known of corrupt practice in RGC. It is a matter that this practice should be cleaned for integrity of Cambodia, as well as reducing our national debt reaching to 65 thousand million dollars and it goes on.
What’s about corruption commission, national Anti corruption or police???. Don’t they have any role to make our society a better place?.
It is sad to see our parliament where laws are promulgated, but practice of the laws is NONE. How can citizens hope the day will change? obviously NOT by Mr.Vun anyhow.

It is necessary to create a principle or rule to limit the number of advisers for the executive and legislative bodies (leaders). Why Cambodian politicians love to have many advisers? What are they for? It is time for Cambodia to have a principle defining that how many advisers should the president and vice president(s) of the National Assembly have? How many advisers should the prime minister have? It is not necessary for them to have a big pile of advisers. It seems that Cambodia has an inflation of advisers (for leaders of legislative and executive bodies).
Corruption and nepotism, favoritism must be removed from the legislative body. It is time for the government’s anti-corruption unit (ACU) takes a realistic measure to probe into this case. At the same time, the National Assembly’s commission on anti-corruption needs to take action to invite officials in charge or any involved officials to provide clarification on corruption and nepotism in relation to any questionable promotion and transfer.
While Cambodia is still one of the poor countries in the world, a number of advisers for leaders must be limited. Leaders in the world really need advisers, but they must be qualified. It is a bad practice has been taken root in the mindset of Cambodian leaders who like to have a big pile of advisers, in order to show off. Money should be saved properly to help poor people, other than spending on number of advisers who are not in use for the nation.
It is time for Cambodia to have a rule to limit on appointment of advisers to the legislative and executive leaders, in order to save money for the use of the nation.
How many advisers does the Prime Minister have so far? How many advisers does the president of the National Assembly have so far? How many advisers do the vice president(s) of the National Assembly have so far? How many do the deputies Prime Minister have so far? FOR WHAT???? WHY NEED SO MANY????
Repeatedly, a law or rule/principle on appointment of adviser for the legislative and executive bodies shall be created to prevent inflation of appointment of advisers as well as curbing corruption.
The National Assembly must not become a corrupt institution. This institution needs to take lead to fight corruption, especially inside this institution.
Corruption, nepotism or partisan MUST not be allowed to exist in the parliament . Corruption, nepotism or partisan must strongly be condemned. Anyone who involve in this corrupt appointment must be condemned and punished severely.

I agree, do not compare Cambodia to Singapore, Singapore is a clean country, no corruption. everything is transparency! their standard of living is high, most cpp ruled government offciails bought a flat there! so shame!

If legislative body of the Kingdom of Cambodia plays a good model, we also want to see each ministry clean their house, we smell corruption there, most civil servants do not come to their office due to the discouragment of corruption, nepotism, cronism and state budget expenseetc!w
