សមាជិកព្រឹទ្ធអាមេរិកម្នាក់ប្រចាំទីក្រុងវ៉ាស៊ីនតោនបានកោតសរសើរពីការខិតខំរបស់រដ្ឋាភិបាលកម្ពុជាក្នុងការដោះស្រាយបញ្ហាព្រំដែនជាមួយប្រទេសវៀតណាម ជាការឆ្លើយតបទៅនឹងការចោទប្រកាន់មួយដែលលោកហៅថាជាការចោទប្រកាន់ដោយគ្មានមូលដ្ឋានច្បាស់លាស់។
កាលពីថ្ងៃទី១១ ខែកញ្ញា ព្រឹទ្ធសមាជិកគណបក្សសាធារណរដ្ឋគឺលោក Don Benton បានផ្ញើលិខិតមួយច្បាប់ទៅប្រមុខរដ្ឋាភិបាលកម្ពុជាលោក ហ៊ុន សែន។ លោកសរសេរក្នុងលិខិតនោះថា តាមរបាយការណ៍ដែលលោកបានអាន រដ្ឋាភិបាលកម្ពុជាបានខិតខំដោះស្រាយបញ្ហាព្រំដែនជាមួយប្រទេសជិតខាងយ៉ាងសកម្មបំផុត។ លោកបន្តថា កម្ពុជាក៏បានចរចាទ្វេភាគីជាមួយវៀតណាមប្រកបដោយផ្លែផ្កាអំពីបញ្ហាព្រំដែននេះ ដោយលោកថា ការងាររបស់គណៈកម្មាធិការចម្រុះកិច្ចការព្រំដែនកម្ពុជា-វៀតណាម ត្រូវបន្តធ្វើទៀត។
សមាជិកព្រឹទ្ធសភាអាមេរិករូបនេះក៏បានសរសេរក្នុងលិខិតនោះដែរថា ទោះបីជារដ្ឋាភិបាលបានយកបច្ចេកវិទ្យាទំនើបដូចជាGPS ក្នុងការប្រើប្រាស់សម្រាប់វាស់វែងបោះបង្គោលព្រំដែនក៏ដោយ ក៏រដ្ឋាភិបាលនៅតែរងការវាយប្រហារក្រោមហេតុផលនយោបាយ ដោយលោកចាត់ទុកថា នេះជារឿងអកុសលបំផុត។ លោកក៏បានសន្យាតាមរយៈលិខិតនោះដែរថា លោក និងសហការី ត្រៀមខ្លួនរួចជាស្រេច ដើម្បីជួយប្រជនកម្ពុជាតាមគ្រប់មធ្យោបាយដែលអាចធ្វើទៅបាន។
គួរបញ្ជាក់ថា កន្លងទៅ តំណាងរាស្ត្រគណបក្សសង្គ្រោះជាតិមួយចំនួនបានចុះទៅពិនិត្យមើលព្រំដែនកម្ពុជាវៀតណាម និងអះអាងថាវៀតណាមបានរំលោភដីកម្ពុជា។ តំណាងរាស្ត្រក៏បានចោទថារដ្ឋាភិបាលកម្ពុជាបានប្រើប្រាស់ផែនទីក្លែងក្លាយផងដែរ។ ក្រោយមករដ្ឋាភិបាលបានធ្វើការផ្ទៀងផ្ទាត់ផែនទីផ្លូវការរបស់ខ្លួនជាមួយផែនទី១៨ផ្ទាំងខ្ចីពីអង្គការសហប្រជាជាតិ និងផែនទី២៦ផ្ទាំងខ្ចីមកពីប្រទេសបារាំង ដោយអះអាងថា ដើម្បីបញ្ជាក់ពីភាពត្រឹមត្រូវរបស់ខ្លួនក្នុងការប្រើប្រាស់ផែនទីសម្រាប់បោះបង្គោលព្រំដែនជាមួយប្រទេសវៀតណាម។
ទោះយ៉ាងណា ក្រោយការផ្ទៀងផ្ទាត់ផែនទីរបស់រដ្ឋាភិបាល គណបក្សប្រឆាំងមិនទាន់បានបង្ហាញជំហរបស់ខ្លួនទាក់ទងទៅនឹងការផ្ទៀងផ្ទាត់ផែនទីនេះនៅឡើយទេ។ ដូចគ្នានេះដែរ ក្រុមប្រឹក្សាឃ្លាំមើលកម្ពុជាដែលមានទីតាំងនៅប្រទេសណ័រវេបានចេញសេចក្ដីថ្លែងការណ៍មួយដោយលើកឡើងថា ការផ្ទៀងផ្ទាត់ផែនទីរបស់រដ្ឋាភិបាលផ្អែកលើ “មូលដ្ឋានផែនទីមិនត្រឹមត្រូវដទៃទៀត មកបំភាន់និងក្លែងបន្លំលើឯកសារប្រវត្តិសាស្រ្តពាក់ព័ន្ធនឹងផែនទីព្រំដែន” ដូចមានក្នុងកំណត់ក្នុងរដ្ឋធម្មនុញ្ញ។ សេចក្តីថ្លែងការណ៍បន្តថា តាមរយៈការពិនិត្យឯកសារផ្លូវការនានា សន្ធិសញ្ញាព្រំដែននិងការសិក្សាទៅលើផែនទីព្រំដែន ក្រុមជំនាញបានរកឃើញថាការផ្ទៀងផ្ទាត់ផែនទីព្រំដែនកម្ពុជាវៀតណាម “គឺវាមិនបញ្ជាក់ភាពត្រឹមត្រូវនៃផែនទីដើមរបស់កម្ពុជាដែលតម្កល់នៅអង្គការសហប្រជាជាតិទេ”។
គួររំឭកថា លោក Don Benton ធ្លាប់បានដឹកនាំប្រតិភូមកកម្ពុជាម្តងកាលពីចុងឆ្នាំ២០១៤ ក្នុងគោលបំណងសិក្សាពីសក្កានុពលនៃមុខជំនួញមួយចំនួនជាមួយកម្ពុជា។ ប្រតិភូរបស់លោកបានពិនិត្យលទ្ធភាពទៅលើវិស័យមួយចំនួនដូចជា ទេសចរណ៍ អង្ករ និងស្ករអំពៅជាដើម។ លោកក៏បានជួបជាមួយមន្ត្រីជាន់ខ្ពស់របស់រដ្ឋាភិបាលកម្ពុជា និងបានជួបពិសារអាហាជាមួយកូនប្រុសលោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន ផងដែរ៕

Hon. Don Benton, we highly appreciate your comments and justices given to Prime Minister Hun Sen. We have been seen, heard and felt about Hun Sen’s leadership, the majority of Cambodian people have been given him their strongest confidence to lead this nation and people. Opposition leaders have been cheating this unfortunate people and kingdom for years with plenty of cheating subjects and in particular in relation with border issues with Vietnam. They know that Vietnamese-Cambodian border and racist as well as hatred against Vietnamese people are important subject to promote nationalism and social unrest. This is very high risks for this people and the country!!! we know that Sam Rainsy wishes to follow this father’s pattern and willing to invest on its own people bloods and loyalty!!!

No surprised to hear some US congressmen voice support Hun Sen in regard to Cambodia-VN border issue. US is very much like to have Cambodia has very good relationship with VN, losing some borderland of Cambodia to VN is not a US strategy interest but serving US purpose instead. US does not want to upset VN and very much want to see further cooperation with VN to stop China influences. US is vowing VN to open up US former naval base in Cam Ranch. China can ensure Cambodia soveriegn integrity, but China has not yet match strength of US. Having good relationship with China does come with high cost as well for Cambodia, esp opposition. Having US as partner does cost land at border but good term with democracy and rules of law in the future. Which partner Cambodia will choose?

in democratic society every one can have their opinion differently . but majority of people can only take any opinion that showing fairly and honestly to the nation. I’m appreciate to Mr DON BENTON that he have ben following this poor nation situation. in some cases some foreigner can only see overall situation that have been make to believe. mostly internal in this situation was very complicated for them to understanding. this border problem and the racist between these two nation has been the problem for generation. it started since the FRENCE colonel in this region. after the FRANCE left this region they had given to Vietnamese just about half of Cambodia territory to Vietnam to control without approval from Cambodian nation. that was the beginning of the hatred between this two nation. this Viet nation have been known as a small population that came from UNAN CHINA they are seeking for their own territory in this region. in the 20 century this nation was too small for the world to recognized but they can mad themselves getting bigger and bigger by generation to generation. from the time that FRANCE left this region in this 21st century this Vietnamese government think they are the nation that took after the FRANCE policy was called UNITED ENDOCHEN. I ‘m not blaming to our Cambodian nation of racist or hatred to those Vietnamese nation . but the real situation was clear that those Vietnamese nation never give this poor nation free from their intention of taking over. one more I will not care about US trying to get closer to their old enemy and trying to top down their main enemy in this region.
