ព្រឹទ្ធសភា នៅថ្ងៃទី២០ តុលា បានអនុម័តលើសេចក្ដីស្នើច្បាប់ស្ដីពីវិសោធនកម្មច្បាប់ ចំនួន៤ ដើម្បី យកកៅអីរបស់បក្សប្រឆាំងទៅចែកឲ្យគណបក្សនយោបាយផ្សេងៗទៀត នៅពេលបក្សប្រឆាំងត្រូវគេរំលាយចោល។ សង្គមស៊ីវិល រិះគន់ថា ច្បាប់នេះធ្វើឡើងដើម្បីប្លន់សំឡេងឆ្នោតពលរដ្ឋជាង ៣លាននាក់ ដែលបានបោះជូនគណបក្សប្រឆាំង។
រយៈតែបួនថ្ងៃប៉ុណ្ណោះ ក្រោយរដ្ឋសភាអនុម័តសេចក្ដីស្នើច្បាប់ស្ដីពីវិសោធនកម្មច្បាប់ ព្រឹទ្ធសភាសម្រេចអនុម័តច្បាប់ចំនួន៤នេះ យ៉ាងប្រញាប់បើទោះសហគមន៍ជាតិ និងអន្តរជាតិកំពុងរិះគន់ថា ច្បាប់នេះ ជាការធ្វើរដ្ឋប្រហារត្រជាក់។ កិច្ចប្រជុំពេញអង្គព្រឹទ្ធសភា ថ្ងៃទី២០ ខែតុលា សមាជិកព្រឹទ្ធសភាគណបក្សប្រជាជនកម្ពុជាចំនួន ៤០រូប បានលើកដៃអនុម័តសេចក្ដីព្រាងច្បាប់ទាំងបួននេះ ដោយគ្មានលុប ឬកែពាក្យពេចន៍ខ្លឹមសារនៃច្បាប់នេះមួយពាក្យណាឡើយ។
សេចក្ដីស្នើវិសោធនកម្មច្បាប់ចំនួន៤ រួមមាន៖ ច្បាប់ស្ដីពីការបោះឆ្នោតជ្រើសតាំងតំណាងរាស្ត្រ ច្បាប់ស្ដីពីការបោះឆ្នោតជ្រើសតាំងព្រឹទ្ធសភា ច្បាប់ស្ដីពីការបោះឆ្នោតជ្រើសរើសក្រុមប្រឹក្សារាជធានី-ខេត្ត ក្រុង ស្រុក ខណ្ឌ និងច្បាប់ស្ដីពីការបោះឆ្នោតជ្រើសរើសក្រុមប្រឹក្សាឃុំ-សង្កាត់។
មាត្រាមួយចំនួនដែលក្រុមគណបក្សប្រជាជនកម្ពុជារួមគ្នាកែប្រែនោះ គឺនៅពេលគណបក្សសង្គ្រោះជាតិ ដែលកំពុងជាប់បណ្ដឹងនៅតុលាការកំពូល ហើយត្រូវបើតុលាការរំលាយចោល។ កៅអីនៅក្នុងសភា និងចំនួនក្រុមប្រឹក្សាឃុំ-សង្កាត់ទូទាំងប្រទេសរបស់គណបក្សសង្គ្រោះនឹង យកទៅចែកឲ្យគណបក្សនយោបាយផ្សេងៗទៀត។
អ្នកវិភាគនយោបាយលោកបណ្ឌិត ឡៅ ម៉ុងហៃ រិះគន់ចំៗថា ក្រុមតំណាងរាស្ត្រ និងព្រឹទ្ធសភា គណបក្សប្រជាជនកម្ពុជាដែលធ្វើច្បាប់នេះ ជាការបំពានរដ្ឋធម្មនុញ្ញ ហើយបើព្រះមហាក្សត្រឡាយព្រះហត្ថលេខាលើច្បាប់នេះ នឹងធ្វើឲ្យព្រះអង្គ ធ្វើខុសរដ្ឋធម្មនុញ្ញ។ លោកស្នើទៅព្រះមហាក្សត្រសូមកុំឲ្យព្រះអង្គឡាយព្រះហត្ថលេខាលើច្បាប់ទាំងនេះ។
លោកបណ្ឌិត ឡៅ ម៉ុងហៃ យល់ថា ព្រះមហាក្សត្រ គួរបង្វែរច្បាប់នេះទៅឲ្យសភាពិនិត្យម្ដងទៀត។ លោកបណ្ឌិត ឡៅ ម៉ុងហៃ លើកឧទាហរណ៍ជាក់ស្ដែងថា ព្រះមហាក្សត្រប្រទេសប៊ែលហ្សិក (Belgium) ធ្លាប់ដាក់រាជ្យនៅពេលរដ្ឋសភាអនុម័តច្បាប់រំលូតកូន ខណៈដែលព្រះមហាក្សត្រមិនគាំទ្រឲ្យមានច្បាប់នោះ។
តំណាងរាស្ត្រគណបក្សសង្គ្រោះជាតិ លោក ម៉ៅ មុនីវណ្ណ និយាយដោយហួសចិត្តថា លោកសឹងមិនជឿថា មនុស្សជាអ្នកធ្វើច្បាប់ទាំងនេះឡើយ។ លោកថា នៅក្នុងសង្គមប្រជាធិបតេយ្យ គេមិនដែលធ្វើច្បាប់ដែលរំលាយគណបក្សមួយ រួចហើយយកសំឡេងឆ្នោតទៅចែកគណបក្សផ្សេងនោះទេ មានតែការធ្វើច្បាប់មួយដើម្បីរំលាយគណបក្សមួយ រួចហើយគេរៀបចំការបោះឆ្នោតឡើងវិញ។
តំណាងរាស្ត្រគណបក្សគណបក្សប្រឆាំងរូបនេះព្រួយបារម្ភថា នៅពេលច្បាប់នេះចូលជាធរមាន ហើយបើមានការរំលាយគណបក្សសង្គ្រោះជាតិមែននោះ នឹងធ្វើពលរដ្ឋបោះឆ្នោតឲ្យគណបក្សសង្គ្រោះជាតិមិនអាចនៅស្ងៀមបានដែរ។ លោកថា លោកពិបាកប៉ាន់ស្មានស្ថានការណ៍នៅពេលនោះណាស់។
សហភាពអន្តរសភា (Inter-Parliamentary Union) ដែលមានតំណាងរាស្ត្រ នៃប្រទេសចំនួន ១៧៣ លើទូទាំងពិភពលោក កាលពីថ្ងៃទី១៩ តុលា បានចេញសេចក្ដីសម្រេចស្នើឲ្យរដ្ឋាភិបាលកម្ពុជាដោះលែង លោក កឹម សុខា ប្រធានគណបក្សសង្គ្រោះជាតិ និងធានាសុវត្ថិភាពតំណាងរាស្ត្រគណបក្សប្រឆាំងទាំងអស់ដើម្បីពួកគេអាចវិលត្រឡប់មកកម្ពុជាដើម្បីធ្វើការងារ។ ចំណែក ប្រទេសស៊ុយអ៊ែត (Sweden) បានព្រមានថា នឹងពិចារណាឡើងវិញ អំពីទំនាក់ទំនងជាមួយប្រទេសកម្ពុជា ប្រសិនណាបើគណបក្សសង្គ្រោះជាតិត្រូវបានរំលាយមែននោះ៕
Cambodian people all call Vietnamese Army and Russian Red Army please come to invade Cambodia now because Cambodia today have former Khmer rough leaders imcluded heng samrin, chea sim and hun sen used to kill Khmer people about 3 millions according history book. Cambodian people these people to Cambodian court, international court, Khmer rough court by UN. ASEAN members please stop Cambodia out of ASEAN members. Cambodian people welcome Vietnamese and Russian Army. Cambodian people have remembered Hun Sen performance in 1977, 1979 events. Aim to pick up new leader from real democracy movement to become prime minister to manage new Cambodia. Thank you.
this is a childish political movement of theses evil leader ‘s group . I do not understand why all these thug always doing some thing that the world never have done. dissolve their opposition party that had large majority in parliamentary and sharing among their poppet party that have no seat in the cabinet just like a piece of cake. no wonder Cambodian was murder by all these no brainer of more then two million life . If this kind of situation cannot change I myself will say good by CAMBODIA. the reason why I saying that>> because me myself and Cambodian is have more the enough in our life by having been born in this curse nation. at first we lost our be loving family and gone through a terrible hunger every one trying to escaped from the dead. so sad after have been escaped from those day and we are looking back and still seeing our Cambodian will going into that situation again. how can we Cambodian believe in HUN SEN that said Cambodian now is having peace and prosper in Cambodia. there are some peace that Cambodian having right now is came from PARIS peace agreement it is not from Vietcong that is HUN SEN boss cam to invaded Cambodia. we understand that Vietcong invading is keep going on in the dark . after all this group of thug and Vietcong boss is the thief that still Cambodian treasury . I do not want to write too long Cambodian should knowing themselves about what was happen to their own nation. please believing me if this group of thug successful eliminate their opposition party the future of this nation will going back to year below zero. it can be bloody then what you can imagination then it will be end sadly . a massage to VIETCONG please keep our people alive if you just take over this land and living among your slave. GOD bless Cambodia and it’s people
