សមត្ថកិច្ចបង្ក្រាបលើកម្មករនាំគ្នាធ្វើបាតុកម្មតវ៉ាសុំដំឡើងប្រាក់ខែគោល ១៦០ដុល្លារ នៅតាមបណ្ដោយផ្លូវវ៉េងស្រេង រាជធានីភ្នំពេញ កាលពីថ្ងៃ៣ មករា ២០១៤។ ក្នុងការបង្ក្រាបនោះមានមនុស្ស ៥នាក់បានស្លាប់ និងជិត ៤០នាក់ផ្សេងទៀតរងរបួស។ Photo: RFA
ក្នុងបទវិចារណកថាក្នុងទិវាសិទ្ធិមនុស្សអន្តរជាតិ ថ្ងៃទី១០ ធ្នូ ឆ្នាំ២០១៧ របស់អ្នកស្រី ឃ្លែរ វ៉ាន ឌឺវ៉ារេន (Claire Van der Vaeren) អ្នកសម្របសម្រួលប្រព័ន្ធអង្គការសហប្រជាជាតិ និងជាតំណាងអង្គការកម្មវិធីអភិវឌ្ឍន៍សហប្រជាជាតិប្រចាំប្រទេសកម្ពុជា អ្នកស្រីបានគូសបញ្ជាក់ថា បើទោះជាមានសន្ធិសញ្ញាអន្តរជាតិ និងច្បាប់ជាតិជាច្រើន ត្រូវបានអនុម័តឡើងដើម្បីធានាសិទ្ធិរបស់មនុស្សគ្រប់រូប រួមមាន ស្ត្រី កុមារ ជនពិការ សហគមន៍ជនជាតិដើម និងក្រុមជនងាយរងគ្រោះដទៃទៀតក៏ដោយ ក៏ជម្លោះ និងវិសមភាពនៅតែបន្តកើតមានឡើងក្នុងពិភពលោកនេះនៅឡើយ។ អ្នកស្រីថា ការណ៍នេះ តម្រូវឲ្យមនុស្សគ្រប់រូបត្រូវពិចារណា និងរិះគិតអំពីវិធីសាស្ត្រដែលត្រូវបន្តអនុវត្តនាពេលខាងមុខ។
អ្នកស្រី ឃ្លែរវ៉ាន ឌឺវ៉ារេន សរសេរថា ជាញឹកញយណាស់ ពិភពលោកបានដើរឃ្លាតចាកឆ្ងាយចេញពីទស្សនៈអំពីការគោរពសិទ្ធិមនុស្សជាសាកលនេះ ហើយជាលទ្ធផល ប្រទេសមួយចំនួនក្នុងពិភពលោកបានជួបប្រទះនូវសង្គ្រាម និងទទួលរងនូវវិបត្តិផ្សេងៗ ក៏ដូចជាការផាត់ចេញនូវសំឡេងរបស់ពលរដ្ឋទន់ខ្សោយ។
យ៉ាងណាក៏ដោយ អ្នកស្រី ឃ្លែរវ៉ាន ឌឺវ៉ារេន ថា សេចក្ដីថ្លែងការណ៍ជាសាកលអំពីសិទ្ធិមនុស្ស មិនដែលបញ្ឈប់ការជំរុញទឹកចិត្ត ឲ្យមនុស្សនៅតែមានភាពរឹងមាំ និងពុះពារតស៊ូដើម្បីឲ្យស្ថាប័នគ្រប់គ្រងរដ្ឋមានភាពល្អប្រសើរឡើង។ ជាក់ស្ដែង កាលពីឆ្នាំ២០១៥ ថ្នាក់ដឹកនាំពិភពលោកបានគូសបញ្ជាក់ឡើងវិញ នូវទស្សនៈដែលមានចែងក្នុងសេចក្ដីថ្លែងការណ៍ជាសាកលអំពីសិទ្ធិមនុស្សនេះ តាមរយៈការអនុម័តរបៀបវារៈសម្រាប់ការអភិវឌ្ឍប្រកបដោយចិរភាពឆ្នាំ២០៣០ របស់អង្គការសហប្រជាជាតិ។
របៀបវារៈឆ្នាំ២០៣០នេះ គូសបញ្ជាក់ថា ការមិនទុកឲ្យពលរដ្ឋណាម្នាក់ត្រូវសង្គមផាត់ចោល អាចសម្រេចបាន លុះត្រាតែមនុស្សគ្រប់រូបទទួលបានសិទ្ធិ និងសមត្ថភាពពេញលេញ ដោយគ្មានការរើសអើង ដូចដែលបានធានាដោយច្បាប់អន្តរជាតិ ហើយការណ៍នេះ ក៏ជាសសរគ្រឹះដ៏រឹងមាំ សម្រាប់សង្គមទាំងឡាយ ប្រកបដោយយុត្តិធម៌ និងសុខសន្តិភាព សម្រាប់មនុស្សទាំងអស់គ្នា។
អ្នកស្រី ឃ្លែរវ៉ាន ឌឺវ៉ារេន ក៏បានលើកឡើងអំពីសារសំខាន់នៃការបើកទូលាយឲ្យមានការចូលរួមពីសង្គមស៊ីវិល ក្នុងការរួមចំណែកជាវិជ្ជមានដើម្បីសម្រេចបានអាទិភាពនៃការអភិវឌ្ឍជាតិ។ អ្នកស្រីថា ដោយសារតែមានការចូលរួមធ្វើការពីសំណាក់អង្គការសង្គមស៊ីវិល កិច្ចសហប្រតិបត្តិការរវាងសហគមន៍មូលដ្ឋាន សហគមន៍ជនជាតិដើមភាគតិច ជាមួយនឹងអាជ្ញាធរមូលដ្ឋាន ក្នុងកិច្ចលើកស្ទួយការគ្រប់គ្រងព្រៃឈើ និងជលផលប្រកបដោយចិរភាព បានផ្ដល់នូវភាពវិជ្ជមានមួយចំនួនហើយ។ អង្គការសង្គមស៊ីវិល មានតួនាទីយ៉ាងសំខាន់ក្នុងដំណើរការរៀបចំគោលនយោបាយ និងអនុវត្តយុទ្ធនាការផ្សព្វផ្សាយ ដើម្បីឆ្លើយតប និងបង្ការអំពើហិង្សាផ្នែកយែនឌ័រ និងអំពើហិង្សាលើកុមារ ក៏ដូចជានៅក្នុងដំណើរការសម្រេចបាននូវសិទ្ធិទទួលបានការបង្ការ ព្យាបាលមេរោគអេដស៍ និងសេវាថែទាំសុខភាព សម្រាប់អ្នកដែលត្រូវការជាចាំបាច់។
ថ្លែងអបអរសាទរទិវាសិទ្ធិមនុស្សអន្តរជាតិឆ្នាំនេះ អគ្គលេខាធិការអង្គការសហប្រជាជាតិ លោក អង់តូនីញ៉ូ ហ្គូទែរ៉េស មានប្រសាសន៍ថា សិទ្ធិមនុស្សគឺជាមូលដ្ឋានគ្រឹះនៃសង្គមសន្តិភាព និងការអភិវឌ្ឍន៍ប្រកបដោយចិរភាព។ សេចក្ដីថ្លែងការណ៍ជាសាកលអំពីសិទ្ធិមនុស្ស បង្កើតឲ្យមានសមភាព និងសេចក្ដីថ្លៃថ្នូរសម្រាប់មនុស្សគ្រប់រូប។ សេចក្ដីថ្លែងការណ៍នេះ តម្រូវឲ្យរដ្ឋាភិបាលទទួលខុសត្រូវក្នុងការធានាថា ប្រជាជនទាំងអស់អាចទទួលបាននូវសិទ្ធិ និងសេរីភាពដែលមិនអាចដកហូតបាន៕
any act of evil was the evident to showing all Cambodian how brutality HUN SEN leadership was. HUN SEN and his spook man can not turn black to white from what they did to this poor people. it is so easy to understand why this nation become brutal state of emergency. I knew since the started , by having HUN SEN the former KHMER RUE knew only fighting to eliminated his enemy . about the knowledge to be a good leader to work alongside whit international community is non. that right you can see this poor nation going while . why I said that>>I knew some of those top official in HUN SEN leadership is having higher educated then the strong man HUN SEN, and I also knew most of them are the wealth hunter all they care was to make as much money as they can . they look down HUN SEN in front of HUN SEN they seem to be honest to their boos but at the back they are unhappy to work whit the guy that have no knowledge to be a leader. why I said that please listening to all his speak then you know what can he be a great leader of this poor nation. the evident is showing to all Cambodian very clearly. HUN SEN was a former KHMER RUE he used to joint hand to hurt his own nation after POL POT gone he acting to be a GOD saving his nation by the help of his best boos Vietcong. that right we Cambodian can see HUN SEN pain back to his master whit changing and singe MOU whit his Vietcong boos in 1985 to take one hole island from Cambodian . not even that the new border post was walking toward Cambodian capital PHNOM PHEN . from so many decade most Cambodian are seeing some thing is so wrong that can be live and dead for their own nation, then they start to understand Cambodia have to change their leader to save their nation CNRP was their hope to rescue this poor nation. whit political movement in south east Asia Vietcong that was HUN SEN former boos changing their direction toward UNITED STATE again CHINA and HUN SEN himself was right in between at this moment HUN SEN is 80% go to CHINA he thought CHINA can help him to fight whit his political opponent that most Cambodian supported to win this 2018 election. there will be a lot more mass that can happen to this poor nation. I do not think HUN SEN capable of solving this problem that right we can see the situation getting worse. HUN SEN is strap in between CHINA and UNITED STATE that was HUN SEN dragging this problem to himself . do or die is the only choice to HUN SEN to choose from. GOD bless Cambodia and it’s people
