ប្រមុខការទូតកម្ពុជា បានថ្លែងប្រាប់អង្គសន្និបាតអង្គការសហប្រជាជាតិកាលពីម្សិលមិញថា រដ្ឋាភិបាលកម្ពុជាកំពុងតែប្រឈមមុខជាមួយនឹង«ពួកប្រឆាំងមួយក្រុមដែលទទួលបានប្រជាប្រិយភាពតាមរយៈការធ្វើប្រជាភិថុត ការរើសអើងពូជសាសន៍ និងការស្អប់ខ្ពើមជនបរទេស»។ មិនត្រឹមតែប៉ុណ្ណោះតំណាងរដ្ឋា ភិបាលកម្ពុជាអះអាងថាកម្ពុជាក៏ប្រឈមនឹងការជ្រៀតជ្រែកពីសំណាក់រដ្ឋាភិបាលនិងស្ថាប័នបរទេសទៀតផង តាមរយៈការផ្តល់មូលនិធិ និងការគាំទ្រដោយផ្ទាល់ ឬប្រយោលដល់គណបក្សនយោបាយនៅកម្ពុជា។
ការលើកឡើងបែបនេះរបស់ប្រមុខការទូតកម្ពុជា លោក ប្រាក់ សុខុន គឺតាមរយៈសេចក្តីថ្លែងការណ៍ចំនួនជាង៧ទំព័ររបស់ក្រសួងការបរទេសកម្ពុជានៅក្នុងកិច្ចពិភាក្សាទូទៅនៃមហាសន្និបាតអង្គការសហប្រជាជាតិលើកទី៧៤នៅទី ក្រុងញ៉ូវយ៉ក ថ្ងៃទី២៨កញ្ញា។
ប្រមុខការទូតកម្ពុជាបានចោទក្រុមបក្សប្រឆាំងថា ពួកគេប្រើវិធីសាស្ត្រដែលត្រូវបានថ្កោលជាសកល ដូចជាការជេប្រមាថ ការបរិហាកេរ្តិ៍ ការផ្សាយឯកសារក្លែងក្លាយ ការញុះញង់ឲ្យរើសអើងជាតិសាសន៍ និងឱ្យមានការបះបោរ។ លើសពីនេះទៀត «ខ្សែបន្ទាត់ក្រហមត្រូវបានឆ្លងកាត់នៅពេលដែលប្រធាននៃក្រុមឆាំងនេះ បានប្រាប់សកម្មជនរបស់ខ្លួនថា គាត់ទទួលបានការគាំទ្រហិរញ្ញវត្ថុ និងបច្ចេកទេសពីប្រទេសមហាអំណាចមួយដើម្បីផ្តួលរំលំរដ្ឋាភិបាលតាមវិធីបដិវត្តន៍ពណ៌»។
បើតាមប្រមុខការទូតកម្ពុជា ការដែលកម្ពុជាអនុវត្តច្បាប់ទៅលើក្រុមប្រឆាំង គឺមិនខុសពីការអនុវត្តន៍ច្បាប់របស់ប្រទេសលោកខាងលិចទៅគណបក្សនយោបាយដែលបានដាក់ឱ្យនៅក្រៅច្បាប់នោះទេ។ ប៉ុន្តែថារដ្ឋាភិបាលកម្ពុជាកំពុងទទួលការរិះគន់ ហើយបង្ហាញពីភាពត្រឹមត្រូវនៅក្នុងក្រសែភ្នែករបស់មនុស្សមួយចំនួនក្នុងការដាក់ទណ្ឌកម្មមកលើរដ្ឋាភិបាលកម្ពុជា។
ជាការកត់សំគាល់ ការត្អូញត្អែរបស់ប្រមុខការទូតកម្ពុជាប្រាប់អង្គការសហប្រជាជាតិដូច្នេះ គឺស្របពេលដែល លោក សម រង្ស៊ី ប្រកាសថានឹងដឹកនាំពលករខ្មែរពីក្រៅប្រទេសវិលចូលមកម្ពុជាវិញ នៅថ្ងៃទី៩វិច្ឆិកាខាងមុខ និងខណៈពេលដែលសហភាពអឺរ៉ុបនឹងចេញសេចក្តីសម្រេចចំពោះជោគវាសនា នៃការទទួលបានការអនុគ្រោះពន្ធ EBA របស់កម្ពុជានៅពេលជាមួយគ្នានោះដែរ។
យ៉ាងណាក៏ដោយ បើតាមប្រមុខការទូតកម្ពុជា រដ្ឋាភិបាលក៏ប្រឈមនឹងការជ្រៀតជ្រែកពីសំណាក់រដ្ឋាភិបាលនិងស្ថាប័នបរទេស តាមរយៈការផ្តល់មូលនិធិ និងការគាំទ្រដោយផ្ទាល់ ឬប្រយោលដល់គណបក្សនយោបាយនៅកម្ពុជា។ ជាថ្មីម្តងទៀតប្រមុខការទូតកម្ពុជា អះអាងថា កម្ពុជាមិនទទួលយកដាច់ខាតការជ្រៀតជ្រែកណាមួយ ទោះក្នុងកាលៈទេសៈណាក៏ដោយ ហើយមិនលះបង់អធិបតេយ្យភាពរបស់ខ្លួនជាថ្នូរនឹងកិច្ចសហប្រតិបត្តិការ ឬភាពអនុគ្រោះណាមួយឡើយ៕

well that right I hated politician you why?????? at first they have to learn to speak how to get away from the target . let say if some one ask him about B if he think he can be on top of those target he act right away . in some time if the target not in his fever he can talking around it trying to get out from those target. this is what all those politician learn be for they become as foreign minister . PRAK SOKHON seem to be a soft talk man un like HUN SEN he seem to be better educated then HUN SEN witch was his boss. this is the way I seeing it but only one problem was he repeated the same word as his boss tell him to speak. wrong action wrong word that make every one hated his party and also himself. too bad he knew his boss walking naked in the public but he just doing it again his willing in order to survive . every one will see when HUN SEN out of powers there will be a lot of HUN SEN puppet come to criticising him
