អង្គការទន្លេអន្តរជាតិ (International Rivers) បានចេញសេចក្ដីប្រកាសព័ត៌មានជាបន្ទាន់មួយ នៅថ្ងៃទី៦ ខែវិច្ឆិកា ដោយអំពាវនាវឲ្យប្រទេសជាម្ចាស់ជំនួយ និងរដ្ឋាភិបាលនៃប្រទេសជាប់ទន្លេមេគង្គ ត្រូវជំទាស់ទៅនឹងគម្រោងសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរី។
ការអំពាវនាវរបស់អង្គការទន្លេអន្តរជាតិនេះ ធ្វើឡើងភ្លាមៗ បន្ទាប់ពីរដ្ឋាភិបាលឡាវ បានប្រកាសកាលពីថ្ងៃទី៥ វិច្ឆិកា នៅក្នុងកិច្ចប្រជុំកំពូលអាស៊ី-អឺរ៉ុប នៅទីក្រុងវៀងចាន់ ថា គេនឹងបន្តសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរី។
នៅក្នុងសេចក្ដីប្រកាសព័ត៌មានរបស់អង្គការទន្លេអន្តរជាតិនោះ បានស្រង់សំដីអនុរដ្ឋមន្ត្រីរ៉ែ និងថាមពលឡាវ លោក វីរៈភុន វីរៈវង់ (Viraphonh Viravong) មានប្រសាសន៍ថា រដ្ឋាភិបាលនឹងធ្វើពិធីប្រកាសអំពីការបន្តគម្រោងសាងសង់ទំនប់ និងផលប្រយោជន៍របស់វា នៅថ្ងៃទី៧ វិច្ឆិកា ពីព្រោះថា ការពិភាក្សាអំពីបញ្ហានេះអស់រយៈពេលពីរឆ្នាំមកហើយ។ លោកបញ្ជាក់ថា បញ្ហាព្រួយបារម្ភរបស់ប្រទេសជិតខាង រួមមានកម្ពុជា វៀតណាម និងថៃ នោះ ក៏បានដោះស្រាយហើយដែរ។
ទោះបីជាយ៉ាងនេះក្ដី អង្គការទន្លេអន្តរជាតិ និងគណៈកម្មាធិការទន្លេមេគង្គ បានអះអាងថា ឡាវកំពុងធ្វើសកម្មភាពរំលោភទៅលើកិច្ចព្រមព្រៀងឆ្នាំ១៩៩៥។ កិច្ចព្រមព្រៀងនៃគណៈកម្មាធិការទន្លេមេគង្គ (MRC) ឆ្នាំ១៩៩៥ បណ្ដាប្រទេសតាមទន្លេមេគង្គក្រោម បានអនុម័តពិធីសារមួយដែលតម្រូវឲ្យពួកគេជួនដំណឹងពិគ្រោះយោបល់ជាមុន និងកិច្ចព្រមព្រៀងជាមួយប្រទេសជិតខាងរបស់ខ្លួន លើសំណើគម្រោងសាងសង់វារីអគ្គិសនីលើទន្លេមេគង្គ។
នាយកកម្មវិធីអាស៊ីអាគ្នេយ៍ទទួលបន្ទុកខាងបរិស្ថាន ទន្លេអន្តរជាតិ អ្នកស្រី អេមេ ឌ្រិនឌឹម (Ame Trandem) មានប្រសាសន៍ថា ភាគីឡាវ តែងតែនិយាយថា គេសហការជាមួយប្រទេសជិតខាងក្នុងការសិក្សាពីផលប៉ះពាល់នៃការសាងសង់ទំនប់នេះជាមុនសិន តែតាមពិតឡាវ មិនបានធ្វើដូច្នោះទេ ហើយគេនៅតែបន្តសាងសង់ទំនប់នេះដដែល ទោះបីជាប្រទេសកម្ពុជា-វៀតណាម បានសម្ដែងការព្រួយបារម្ភខ្លាំងអំពីគម្រោងសាងសង់ទំនប់នេះក៏ដោយ។ ម្យ៉ាងទៀតឡាវ មិនដែលប្រមូលព័ត៌មានជាមូលដ្ឋានអំពីមធ្យោបាយដែលប្រជាពលរដ្ឋរស់នៅពឹងអាស្រ័យលើទន្លេមេគង្គនោះឡើយ។
អនុប្រធានអចិន្ត្រៃយ៍នៃគណៈកម្មាធិការជាតិទន្លេមេគង្គ លោក ស៊ីន នីនី បានបញ្ជាក់ទៀតថា ឡាវ បានប្រកាសអំពីផែនការបន្តធ្វើទំនប់សាយ៉ាបូរីនេះ ខាងគណៈកម្មាធិការទន្លេមេគង្គមិនបានដឹងអំពីបញ្ហានេះទេ។ លោកបញ្ជាក់ថា សព្វថ្ងៃនេះគណៈកម្មាធិការទន្លេមេគង្គ កំពុងធ្វើលក្ខខណ្ឌការងារសិក្សាអំពីផលប៉ះពាល់ដែលស្នើឲ្យអ្នកស្រាវជ្រាវជប៉ុនចុះមកជួយ។
អ្នកសម្របសម្រួលអង្គការបណ្ដាញការពារទន្លេបី លោក មៀច មាន បានជំរុញឲ្យរដ្ឋាភិបាលដាក់ពាក្យបណ្ដឹងទៅសហគមន៍អន្តរជាតិ ប្រសិនឡាវ មិនគោរពទៅតាមកិច្ចព្រមព្រៀងឆ្នាំ១៩៩៥ នោះ។
រដ្ឋាភិបាលឡាវ បានចុះហត្ថលេខាលើអនុស្សរណៈយោគយល់មួយជាមួយក្រុមហ៊ុនអភិវឌ្ឍន៍ កានឆាង (Ch.Karnchang) របស់ថៃ កាលពីថ្ងៃទី៤ ខែឧសភា ឆ្នាំ២០០៧។ មកដល់ឆ្នាំ២០១០ ក្រុមហ៊ុនកានឆាង របស់ថៃ បានចុះកុងត្រាគម្រោងសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរី នូវទឹកប្រាក់ជាង ៥១ពាន់លានបាត ជាមួយក្រុមហ៊ុនសាយ៉ាបូរី ផាវវើ (Xayaburi Power) របស់ប្រទេសឡាវ ដែលគេបានចាប់ផ្ដើមសាងសង់ចាប់តាំងពីថ្ងៃទី១៥ មីនា ឆ្នាំ២០១២ មានទុនចំនួន ៨០០លានបាត ហើយថាមពលអគ្គិសនី ៩៥% លក់ឲ្យប្រទេសថៃ។
ទាក់ទងទៅនឹងបញ្ហានេះ អ្នកសម្របសម្រួលឃោសនាការថៃ នៃអង្គការទន្លេអន្តរជាតិ អ្នកស្រី ពៀនប៉ន ឌីត (Pianporn Deetes) បានអំពាវនាវឲ្យរដ្ឋាភិបាលថៃ ទទួលខុសត្រូវអំពាវនាវឲ្យឡាវ បញ្ឈប់ការសាងសង់ទំនប់នេះជាបន្ទាន់ និងលុបចោលនៃកិច្ចព្រមព្រៀងទិញអគ្គិសនីពីឡាវ លុះត្រាណាប្រទេសជិតខាងទាំងអស់បានយល់ព្រមនៅក្នុងការសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរីនេះ។
កាលពីថ្ងៃទី២២ តុលា រដ្ឋមន្ត្រីធនធានធម្មជាតិ និងបរិស្ថានវៀតណាម បានជួបជាមួយនាយករដ្ឋមន្ត្រីឡាវ ដោយបានស្នើឲ្យឡាវ បញ្ឈប់ការសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរី រហូតដល់ការសិក្សាអំពីផលប៉ះពាល់ត្រូវបានបញ្ចប់ ប៉ុន្តែឡាវនៅតែបន្តបដិសេធចំពោះការស្នើសុំនេះ។
រដ្ឋាភិបាលនៃប្រទេសហ្វាំងឡង់ (Finland) នឹងចាប់ផ្ដើមស៊ើបអង្កេតមួយប្រឆាំងនឹងក្រុមហ៊ុនហ្វាំងឡង់ ឈ្មោះ ផូយរី (Poyry) ដែលបានសិក្សាពីទំហំនៃផលប៉ះពាល់គម្រោងសាងសង់ទំនប់វារីអគ្គិសនីសាយ៉ាបូរី ក្នុងប្រទេសឡាវ ដោយសាររបាយការណ៍សិក្សាពីផលប៉ះពាល់នៃការសាងសង់ទំនប់នេះ របស់ក្រុមហ៊ុនហ្វាំងឡង់ ឈ្មោះ ផូយរី មានភាពខ្វះចន្លោះ ជាពិសេសគឺផលប៉ះពាល់ទៅលើភាគខាងក្រោមនៃទំនប់នៅក្នុងប្រទេសកម្ពុជា និងវៀតណាម។ ភាពខ្លះចន្លោះនោះអាចនឹងប៉ះពាល់ដល់កេរ្តិ៍ឈ្មោះប្រទេសហ្វាំងឡង់ ប្រសិនបើទំនប់នេះសាងសង់រួច ហើយធ្វើអោយមានផលប៉ះពាល់ធ្ងន់ធ្ងរខុសពីអ្វីដែលក្រុមហ៊ុននេះបានរកឃើញ៕

I’m working with them in the target areas ………the water source still the big problem in the community in the isolate and remote areas….only about 40% of them I mean only in my projects target communities drinking clean water……….we are working in 54 villages and 7 communes in Cambodia we do know about this situation …in the last 4 years just about 14% drinking clean water …at least improved 26% ….maybe in the last 4 more years will be 80% ????

Obviously, sometimes, it could help to relieve some stress and anxiety that is piling up in your minds. For me, I just got out of work and as usual, jumped right on the Web pages to see if something new being posted. My job is making medical devices for surgical process. it is quite a small contribution to sustain life of all human being. It is 3:00 AM now, it’s my bed time, good night…..

I do understand TMNN :) but most people in here are Khmer plus teenagers,too….we are the group of have chance to write on this net plus share and transfer some history or event to others but must be not as the best of the bad or the best of zero…….at least each time we are joining this site to get or exchanged some more new experiences in Ideas and wisdom……in positive sign not always revenge back ford as individual characteristic……as I wrote before I never get mad with all of you…..some time I myself did wrong and not proper too, but we are lucky than animal because we do have concentration and review our activities either right or wrong …in any circumstances ….on the other hand no one perfect but should avoid mistake as much as possible in daily activities not just at work along the street in own family in meeting
in conference in some way to get benefit or to get popular for business or party……or only acted lovely only for loves one…….we should respect each other if we don’t want anyone done something not good to us then we should do the same thing to others…..then our society can get gradually step to step to bring peace and happy as unity and dignity and should not exist by depending on foreigner aid or intervention from lion country or neighbors those always planed to take over our poor and lovely country….
