សាលារាជធានីភ្នំពេញនៅថ្ងៃម្សិលមិញ បានចេញលិខិតផ្លូវការមួយច្បាប់លេខ៨១១ឆត.ចសម ចុះថ្ងៃទី១៥ ខែធ្នូ ឆ្នាំ២០១៣ ជម្រាបជូនលោកប្រធានគណបក្សសង្គ្រោះជាតិ ក្នុងកម្មវត្ថុស្តីពីការដង្ហែក្បួនធ្វើបាតុកម្ម និងការស្នាក់នៅលើទីលានប្រជាធិបតេយ្យនារាត្រីថ្ងៃទី១៥ ខែធ្នូ ឆ្នាំ២០១៣ ដោយបានចោទប្រកាន់សកម្មភាពនៃការធ្វើបាតុកម្មរបស់គណបក្សសង្គ្រោះជាតិថា ជាអំពើខុសឆ្គងបែបអនាធិបតេយ្យ ។
លិខិតផ្លូវការរបស់សាលារាជធានីភ្នំពេញបានគូសបញ្ជាក់ថា ការធ្វើបាតុកម្មរបស់គណបក្សសង្គ្រោះជាតិបានរំលោភបំពានទៅលើចំណុចមួយចំនួនដូចខាងក្រោម ៖
១-មានការហែក្បួនខុសពីលិខិតអនុញ្ញាត និងស្មារតីកិច្ចប្រជុំជាបន្តបន្ទាប់
២-មិនបញ្ចប់ការធ្វើបាតុកម្មតាមច្បាប់កំណត់ ព្រមទាំងបន្តស្នាក់នៅលើទីលានប្រជាធិបតេយ្យដោយគ្មានការអនុញ្ញាតនៅរាត្រីថ្ងៃទី១៥ ខែធ្នូ ឆ្នាំ២០១៣
៣-ប្រកាសបន្តធ្វើបាតុកម្មនៅថ្ងៃទី១៦ ខែធ្នូ ឆ្នាំ២០១៣ ដោយគ្មានការជូនដំណឹងមកអាជ្ញាធរមានសមត្ថកិច្ច ស្របតាមនីតិវិធីដែលមានចែងក្នុងច្បាប់ស្តីពីការធ្វើបាតុកម្មដោយសន្តិវិធី ។
សាលារាជធានីភ្នំពេញបានបន្ថែមទៀតថា "ចំពោះអំពើខុសឆ្គងបែបអនាធិបតេយ្យនេះ គណបក្សសង្គ្រោះជាតិត្រូវទទួលខុសត្រូវនូវរាល់ឧបទ្ទវហេតុគ្រប់បែបយ៉ាង ពិសេសលើបញ្ហាសន្តិសុខ សណ្តាប់ធ្នាប់សាធារណៈ និងបញ្ហាអនាម័យ បរិស្ថាន ដែលកើតចេញពីសកម្មភាពខុសច្បាប់នេះទាំងស្រុង ។ " ។
គួរបញ្ជាក់ជូនថា ឆ្លងតាមសកម្មភាពជាក់ស្តែងរបស់គណបក្សសង្គ្រោះជាតិ ទាក់ទងនឹងការធ្វើបាតុកម្មតវ៉ាទាមទារឲ្យមានការបង្កើតគណៈកម្មការចម្រុះឯករាជ្យស៊ើបអង្កេតភាពមិនប្រក្រតីនៃការបោះឆ្នោតនាពេលកន្លងមក រហូតមកដល់ពេលធ្វើបាតុកម្មទាមទារឲ្យមានការបោះឆ្នោតសាជាថ្មីឡើងវិញនៅថ្ងៃម្សិលមិញនេះ គឺគណបក្សសង្គ្រោះជាតិបានបង្ហាញនូវជំហររបស់ខ្លួនរួចហើយថា ច្បាប់របស់ប្រទេសជាតិដែលគ្រប់គ្រងអំណាចដោយគណបក្សប្រជាជនកម្ពុជាបច្ចុប្បន្នគ្មានប្រសិទ្ធភាពទៅលើគណបក្សប្រឆាំងទេ ដ្បិតគណបក្សប្រឆាំងគ្មានជំនឿទុកចិត្តទៅលើប្រព័ន្ធច្បាប់ទាំងនោះបន្តិចឡើយ ៕
The country belongs to all the people of Cambodia; the country aggressed by youn and oppressed by dictator the youn puppet; their country is in serious danger; you can’t prohibit them not to protest and to defend their country.
It’s normal that youn and its dictator puppet against the protest because they fear of losing their advantages.

1- Get everyone involves in mass protest included:
Women, men, elderly, children, students, cripple people, monks, teachers, factory workers, farmers government workers, vendors, arm forces, NGO, political parties ………………………
2-The arm forces must not shoot at protesters because you will end up shooting at your children, and family in there.
3- If hun sen orders his loyalty military force to crush the protesters, it will reduce public and international support for hun sen regime and lead to fall no doubt.
4- The more hun sen crush the protest the more “UPRISING”

If the hun sen regime uses excessive forces to suppress the protest(killing armed force’s friends and family including children, women, cripple, elderly, monk , farmers, foreigners )then it is the duty of every protester and arm forces to defend their family, himself/herself against the oppression and fight back for his/her right to protest.
The regime has friends and family currently live in Cambodia too; if the regime kills protestors and their family, the regime’s family will face the danger and big risk too. I don’t think the body guards can challenge the people power at all time
Remember this is majority protest, the majority demand for change; no dictator regime will survive, if majority rise up against it.
To shoot and beaten up protestors with empty hand include women, children, monks, cripple people
and elderly will face with ICC for the crime:
1- Of genocide
2- Against humanity
3- Of war criminal
តើមានទេបាតុកម្មក្នុងលោកនេះ គ្មានអនាធិបតេយ្យ។ មានបាតុកម្ម មានភាពអនាធិបតេយ្យអញ្ខឹងហើយ ។ អ្វីហៅថាបាតុកម្ម?
សាលារាជធានីភ្នំពេញ is always like that they never listen to what the people want, that is why during the national election July 28, the CPP party whom now control the municipal house loss the support from people.
People need the CHANGE ! the big CHANGE !!!
The best way to find the real justice is to vote again. Why afraid ???

មានចាយ ចាក់ ច្រាស់ ហូរ ហៀរ ， មានអ្នកខ្លះ មានស្រី ស្រា កំដរ រាល់ ថ្ងៃ ទៀតផង !

There is nothing to be more bigger than People power!!!. Please look at Thailand, they have constitutional law, king, military, polices why they will re-election? Because of the people power. For example like in yesterday CNRP march that was the people power.
ថាគេធ្វើអីក៏ខុសដែរ តែត្រង់ពួកគាត់ធ្វើអីក៏ស្របច្បាប់សភាឯកប្សនិងរដ្ឋាភិបាលអធមនុញ្ញភាពរបស់ពួកគាត់ ដែរ???។ដូច្នេះ សូមបងប្អូនស្រលាញ់យុត្តិធម៌ មានឧត្តមគតិជាតិ ចូលរួមធ្វើបាតុកម្មតាមឆន្ទះនិងសិទ្ធិរបស់បងប្អូន។

= ព្រៃឈើ រលាយ ហិនហោច បណ្តាល អោយ មានទឹកជំនន់ !
= អោយដី ទៅយួន ៩៩ឆ្នាំ ដែលជា ម៉ែ ឪ វា ， ដេញប្រជាពលរដ្ឋខ្មែរ ជាម្ចាស់ស្រុក ចេញ !
= ជនជាតិ យួន នៅខុសច្បាប់ ជាង ២ លាន នាក់ គ្មានអាក្បត់ ជាតិ ណា ដេញសោះ !
= ដី ធ្លី ព្រំ ដែន កោះត្រល់ យួន យក គ្មានអ្នកណា ដេញ !
