ភ្នំពេញ ប៉ុស្តិ៍
ភ្នំពេញៈ លោកនាយករដ្ឋមន្រ្តី ហ៊ុន សែន បានថ្លែងកាលពីម្សិលមិញថា រដ្ឋាភិបាលនឹងមិនអនុញ្ញាតឲ្យគណបក្សប្រឆាំងប្រើប្រាស់កម្មករជាចំណាប់ខ្មាំងនយោបាយរបស់ខ្លួនទេ និងប្រើសម្តីខ្លាំងដោយចាត់ទុកថា ជាការឃុបឃិតរវាងគណបក្សសង្គ្រោះជាតិ និងសហជីពមួយចំនួនដើម្បីបង្កបាតុកម្ម។
លោកនាយករដ្ឋមន្រ្តី បានថ្លែងក្នុងសុន្ទរកថានៅវេទិការវាងរដ្ឋាភិបាលនិងវិស័យឯកជន លើក ទី១៧ ថា៖ «គណបក្សប្រឆាំងនិងសហជីពបានប្រើប្រាស់ប្រជាភិថុត ដោយប្រើកម្មករជាឈ្នាន់នយោបាយញុះញង់កម្មករឲ្យធ្វើកូដកម្មនិងបាតុកម្មខុសច្បាប់ទាមទារប្រាក់ឈ្នួលអប្បបរមាជាផ្នែកមួយនៃគោលបំណងបំពុលបរិស្ថានវិនិយោគ បំផ្លាញផលប្រយោជន៍កម្មករ និងឱកាសការងាររបស់យុវជន»។
លោកថ្លែងទៀតថា៖ «រាជរដ្ឋាភិបាលសូមបញ្ជាក់ជាថ្មីថា ការអនុវត្តសិទិ្ធសេរីភាពត្រូវធ្វើឡើងអនុលោមតាមច្បាប់…រាជរដ្ឋាភិបាលមិនអនុញ្ញាតឲ្យក្រុមណាមួយយកកម្មករ និងរោងចក្រកាត់ដេរជាចំណាប់ខ្មាំងនយោបាយរបស់ខ្លួនទេ»។
បន្ទាប់ពីរដ្ឋាភិបាលបានដំឡើងប្រាក់ឈ្នួលអប្បបរមានៅក្នុងវិស័យកាត់ដេរពី ៨០ ដុល្លារអាមេរិកដល់ ៩៥ ដុល្លារនៅថ្ងៃ ទី២៤ ខែ ធ្នូ កម្មករកាត់ដេរជាច្រើនបានចូលរួមក្នុងបាតុកម្មដឹកនាំដោយគណបក្សសង្គ្រោះជាតិ ដែលអំពាវនាវឲ្យលោក ហ៊ុន សែន ចុះពីតំណែង។
នៅថ្ងៃ ទី២៥ ខែ ធ្នូ លោក យឹម សុវណ្ណ អ្នកនាំពាក្យគណបក្សសង្គ្រោះជាតិ បានប្រាប់ ភ្នំពេញ ប៉ុស្តិ៍ ថា តំណាងគណបក្សប្រឆាំងនឹងអញ្ជើញកម្មករធ្វើកូដកម្មឲ្យមកទីលានប្រជាធិបតេយ្យ ហើយធ្វើការដើរដង្ហែជុំវិញក្រុង។ ពីរថ្ងៃមុន ថ្ងៃនោះ លោក សម រង្ស៊ី មេដឹកនាំគណបក្សប្រឆាំង បានប្រាប់កម្មកររាប់ពាន់នាក់នៅទីក្រុង បាវិត ឲ្យបន្តធ្វើកូដកម្មតវ៉ាទាមទារប្រាក់ឈ្នួល ១៦០ ដុល្លារអាមេរិក។
លោក សម រង្ស៊ី ថ្លែងថា៖ «យើងត្រូវរួមគ្នា។ ខ្ញុំគាំទ្របងប្អូនទាំងអស់គ្នា រហូតទាល់តែបានជោគជ័យ ហើយខ្ញុំនឹងនៅជាមួយ និងការពារបងប្អូនទាំងអស់គ្នា»។
នៅដើមខែ មករា មនុស្សយ៉ាងហោច ៤នាក់ ត្រូវអាជ្ញាធរបាញ់ស្លាប់ បន្ទាប់ពីប៉ះទង្គិចរវាងកូដករ និងកងរក្សាសន្តិសុខ។
លោក យឹម សុវណ្ណ កាលពីម្សិលមិញបានបដិសេធដាច់អហង្ការចំពោះការចោទប្រកាន់ថា គណបក្សលោកញុះញ៉ង់និងបន្តញុះញ៉ង់កម្មករឲ្យធ្វើកូដកម្ម និងបាតុកម្ម។ លោកបញ្ជាក់ថា៖ «កម្មករបានធ្វើបាតុកម្មដោយខ្លួនឯង គេមិនអាចរស់នៅផ្អែកលើប្រាក់ខែទាបទេ ដូច្នេះ គេក្រោកទាមទារប្រាក់ខែដើម្បីរស់នៅឲ្យបានសមរម្យ។ យើងគ្មានពាក់ព័ន្ធទេ»។
លោកបានបន្តថា៖ «យើងចង់បានដំណោះស្រាយដោយសន្តិវិធីចំពោះភាពជាប់គាំងនយោបាយ។ អ្វីដែលយើងធ្វើកន្លងមក គឺដាច់ដោយឡែកពីកម្មករ។ គេបានរៀបចំបាតុកម្មដោយខ្លួនគេ ដើម្បីគោលបំណងពួកគេ»។
លោក យឹម សុវណ្ណ បន្ថែមថា ទោះជាយ៉ាងណា គណបក្សសង្គ្រោះជាតិខិតខំជំរុញឲ្យមានការដំឡើងប្រាក់ខែ បន្ទាប់ពីបញ្ចប់ការធ្វើពហិការរបស់ខ្លួន។
លោកបន្តថា៖ «យើងមិនញុះញ៉ង់បាតុកម្មទេ ប៉ុន្តែ យើងគាំទ្រការទាមទាររបស់ពួកគេ ហើយធ្វើការវិភាគ ហើយដឹងថា យើងអាចធ្វើបានដោយទប់ស្កាត់អំពើពុករលួយ»។
អ្នកស្រី យ៉ាង សុភ័ណ្ឌ ប្រធានសម្ព័ន្ធសហជីពកម្ពុជា បានថ្លែងថា សហជីពដែលអំពាវនាវឲ្យធ្វើកូដកម្ម មិនគោរពតាមគណបក្សនយោបាយណាឡើយ។ អ្នកស្រីបនុ្តថា៖ «យើងធ្វើការដើម្បីផលប្រយោជន៍កម្មករ។ យើងមិនចងសម្ព័ន្ធជាមួយនឹងគណបក្សនយោបាយទេ»។
លោក ណាំង សុធី សហប្រធានក្រុមការងាររដ្ឋាភិបាលនិងវិស័យឯកជន ស្តីពីទំនាក់ទំនងក្នុងឧស្សាហកម្មបានឲ្យដឹងថា៖ «កូដកម្មនិងបាតុកម្មខុសច្បាប់» នៅរោងចក្រក្នុងខេត្តចំនួន ៦ រវាងថ្ងៃ ទី២៤ ខែ ធ្នូ ដល់ថ្ងៃ ទី៥ ខែ មករា បានបង្កការខូចខាតអស់ ៧៥ លានដុល្លារអាមេរិក។
ប៉ុន្តែ លោក ខេន លូ អគ្គលេខាសមាគមរោងចក្រកាត់ដេរនៅ កម្ពុជា បាននិយាយថា សមាគមយល់ស្របតាមលោក ហ៊ុន សែន ហើយបានបង្ហោះវីដេអូភ័ស្តុតាងរបស់លោក សម រង្ស៊ី ញុះញង់កម្មករនៅក្រុង បាវិត លើគេហទំព័ររបស់ខ្លួន។

It is super fantastic! What a fantastic Prime Minister Hun Sen of the kingdom of wonder (អីក៏អស្ចារ្យម្លេះលោកនាយករដ្ឋមន្រ្តី Hun Sen នៃព្រះរាជាណាចក្រអច្ឆរិយ: រឺព្រះរាជាណាចក្រឆ្ងល់)!!!! Is Cambodia lucky to have such a Prime Minister??? It looks that he likes to speak about nonsense. He likes VIOLENCE. He likes to flex muscle with the civilians. It looks that he has gene of violence from birth. He is nothing with the people besides intimidating and threatening the unarmed civilians.
Brothers and sisters! It looks that the Hun Sen-led government is not knowledgeable of solving the problem. But, they are talent to violently crackdown, intimidate, threat, or obstruct, warn of arrest or detain anyone who have different thoughts or protest his government actions or do anything that affect his group’s interests. Obviously, early January 2014, thousands of the garment workers hit the street to demand justice and wage rise. Resultantly, Mr. Hun Sen and his entourages did nothing to find an appropriate solution for the workers. Rather, Hun Sen commanded the government armed forces/security forces to violently disperse and crackdown on the striking garment workers causing injuries and deaths and 23 protesters have been detained. This showed that the government hates any group of civilians who use their rights and freedoms to protest or demand justice and wage rise. The workers just demanded an increase of wage properly, not a luxury car or house. Why can’t this demand be settled? Why need to use armed forces to make war with them?
Brothers and sisters! Do you know that who is responsible for the violence causing fatalities and fears among Cambodian citizens? WHO IS HE? If our country is democratic and is ruled by the law, the violence committed against the civil protest or demonstration must thoroughly be investigated by the domestic independent committee that is not under the political influence of any politicians or the country leaders, in order to find that who caused the violence on the striking garment workers and the opposition organized demonstration leaving injuries and deaths and fears among the citizens. This has to include violent disperse by the security forces at Khbal Thnarl and the violent crackdown by the government armed forces or security force under the command of the Prime Minister Hun Sen (The strongman) at Veng Sreng Street and at the Freedom Square. Why there were demonstrations demanding for justice? Why there was the garment workers’ protest? Why there were a series of civil rallies demanding fairness, equality, and justice, etc.? Why Cambodian politicians and leaders like to use WILD LAW (ច្បាប់ព្រៃ) to solve the problem rather than using non-violent or lawful means? In this world, the wild law was seen to be used by some of the dictators and the group of communists such as Former notorious president of Indonesia Surhato, The former Junta government leader of Myanmar Than Swe, the Chinese communist leader (1989 bloody crackdown), former president of the Philippines Ferdinand Marcos, etc. Under the leadership of these notorious leaders, armed forces are biased and are an effective tool for them to suppress the opposition and any group who openly oppose to their leadership and performance.
In democracy, anyone who commanded armed forces/security forces to disperse or crackdown on civil rallies or demonstration causing fatalities and fears among Cambodians and bring the damage to the Country’s reputation must be responsible for their violent actions and undesired decision. If find guilty, these violent politicians or leaders must be punished by the law or the independent court. What about Cambodia? Have there any investigation into the political violence conducted by the independent human rights and judicial committee? Have any of politicians or the country leaders been apprehended and punished for their criminal actions since 1995? How many political activists, politicians, journalists, environment and human rights activists/advocate and union leaders have been assassinated and injured since the year of 1994? Have the brainless killers and the person who commanded the assassination and violence on the innocent been investigated and arrested to receive punishment?
Besides, I would like to list down some of actual issues remains unsettled, including Cambodian people (villagers and farmers) has been victimized by the government economic land concession to the private and foreign companies for many years without proper solutions, many people were forcibly evicted from their residence under the pretext of development while many farmers lost their farmland to the private and foreign companies because the so-called economic land concession, etc. This made Cambodians cry everyday. Millions of tears of Cambodians continued to drop out because of no social justice.
I wish that the current leaders and politicians give up the nature of violence and gene of brutality!
Under the leadership of Mr. Hun Sen, natural resources is almost depleted, unpreventive deforestation/illegal logging, land grabbing and conflict and forced eviction from residence by the government under the pretext of development, prevailing systematic corruption, extra-judicial killing and political and wealthy-affiliated judiciary, violation of human rights and rights and freedoms of citizens, etc. These remain unsettled and really affect the living condition of people. Mr. Hun Sen and his government are look like a group of medical doctors whose reputation and confidence has gradually been eroded because they have been curing the social disease for over 20 years, but the illness are still staying. People lost everything included time, energy, wealth, etc. because of these unskilled and incapable doctors. Even though the patients has not died, but they have been affected by the chronic disease remained uncured effectively. Thus, it is time for Mr. Hun Sen to stop his proudness and demagoguery.
Should Mr. Hun Sen go because of inability to deal with the social issues? Mr. Hun Sen knows well that he is unable to handle the issue. He has no intention and commitment to find a solution for the worker. He has no intention to increase wage for the factory worker. He is proud of using armed forces and the politically-motivated court to suppress and crackdown on the opposition and the factory workers, if they are courageous to protest or organize any public rally to demand a wage rise. My beloved factory/garment workers! Mr. Hun Sen does not really care about your working situation and living condition while price of goods at the market are soaring. Your monthly income does not consistent with the current market inflation (ប្រាក់ចំណូលប្រចាំខែរបស់កម្មករ⁄កម្មការនីមិនស៊ីនឹងអតិផរណាទីផ្សារ)។ Mr. Hun Sen cares only about the interest of his group and his relatives.
Because of the systematic corruption, the owner of factories operating business in Cambodia has no ability to increase wage for the garment and shoe workers. If there is no corruption, the businessmen would be able to deal with demand of the workers. Bribe and under table payment to the government officials are well-known in Cambodia. Is Hun Sen a good leader while he is still having gene of violence and never care about suffer and living condition of the workers?
