ការពន្យល់របស់អ្នកវិភាគ និងអង្គការឃ្លាំមើលការបោះឆ្នោតនេះ បានធ្វើឡើងបន្ទាប់ពីគណបក្សសង្គ្រោះជាតិ និងគណបក្សប្រជាជនកម្ពុជា បានខ្វែងគំនិតគ្នា លើនីតិវិធី នៃកំណែទម្រង់ស្ថាប័នបោះឆ្នោត ដើម្បីធានាពីអព្យាក្រឹតភាព របស់ គ.ជ.ប នាពេលខាងមុខ។
នាយកប្រតិបត្តិអង្គការឃ្លាំមើលការបោះឆ្នោតខុមហ្វ្រែល លោក គល់ បញ្ញា ឲ្យ VOD ដឹងនៅថ្ងៃអង្គារនេះថា អង្គការសង្គមស៊ីវិលជាតិ និងអន្តរជាតិ បានផ្តល់អនុសាសន៍ជាច្រើន ដើម្បីជំរុញឲ្យស្ថាប័នបោះឆ្នោតមួយ អាចទទួលយកបានពីគ្រប់គណបក្សនយោបាយ និងអាចនាំឲ្យដំណើតការបោះឆ្នោតប្រព្រឹតទៅដោយ ត្រឹមត្រូវ និងយុត្តិធម៌បាន។

ចំណែកគណបក្សប្រជាជនកម្ពុជា បានចាត់ទុកការសម្រេចចិត្ត របស់បក្សប្រឆាំងនេះថា ជាគំនិតអត្តនោម័ត ចាប់បង្ខំភាគីម្ខាងទៀត ឲ្យឆ្លើយជាមុនចំពោះ ប្រធានបទ ទាមទារឲ្យដាក់ស្ថាប័នរៀបចំការបោះឆ្នោត ជាស្ថាប័នធម្មនុញ្ញ ហើយអនុម័តដោយសំឡេង ២ភាគ៣ នៃសមាជិកដែលមានក្នុងរដ្ឋសភា។
កាលពីសប្ដាហ៍មុន លោកសម រង្ស៊ី បានព្រមានពីប្រទេសអូស្ត្រាលីមកថា បើការចរចានៅសប្ដាហ៍នេះ មិនបានលទ្ធផលទេ នោះគណបក្សលោកនឹងជ្រើសយកការធ្វើបាតុកម្មដើម្បីរកយុត្តិធម៌ជូនម្ចាស់ឆ្នោត។

Hun sen defeated in 2013 elections, and will lose again in the next elections. Hun sen will not reform NEC , NEC helped CPP win in ugly elections. If he loses, he will make a coup as he did in 1993, he uses forces to set the fires in any big provinces to bargain power for the next political tactics. Just wait and see together, if I am mistaken in Cambodia politics. He did a lot of political mistakes, koh Trol to VN, Angkor to VN, book hill to VN, Kompot is still a backward province, deforestation, illegal cutting logs, land sold to foreign firms including VN, evicting people from their land and home, rampant corruption in everywhere of state institutions ranging from polices, military to judges, and deliberately shooting and killing workers, and the criminals were never brought to court! Big corrupted government officials were never brought to court, city is full of congestion, traffic James and pollution with ugly streets, no spaces for children and old people for their holiday! People must vote for a change! A change for new idea, new development for every people, their families and for themselves!
Most people learn very well why Hun sen does not want to reform the NEC, this is an ugly political tactics, he likes to play a game with unfair rule in which arbiters are paid by him! Who is the worst man in this kingdom? Hun sen treating himself as head of state! Leading a country with laws but applying his own words from his mouth(recommendations) or Anusass! Every body must follow his Anusass, not the rule of law!

បើកែទម្រង់មានច្បាប់ត្រឹមត្រូវមែន ធ្វើម៉េចវាអាចពុករលួយលួចជាតិ ធ្វើមេបនទំនើងឃាតកទៀត ។
បើចង់ដឹងថាអ្នកណាមានប្រជាប្រីយជាងអ្នកណានោះ: ហ៊ុន សែន; សម រង្ស៊ី នឹង កឹម សុខា ឡើងប្រគួតបញ្ចេញមតិតាមទូរទស្សន៍ទាំង៩នឹងផ្សាយសម្លេងគ្រប់

It seems that even though the lower mixed commission on election reform representing two political parties (CPP and CNRP) continues to talk to pain, there is no positive solution or result while this commission is powerless to make any decision on the pressing national issues need to be prioritized for the national workshop on election reform. Everything can be settled as long as this commission is fully empowered to make decision on the issue, not just talk and talk without the result. Upon my observation, the two parties involved seem not to be honest to each other, as well as having no commitment to the discussion/talk, in order to produce a positive result to end the current political crisis. It looks that CNRP showed clear position on the NEC reform, while the CPP does not want to talk about this. It looks that CPP wants to play this game in order to delay the situation from time to time until 2018. Now the two parties started to blame each other for failing to reach an agreement on the election reform.
Why CPP does not want to talk about the NEC reform? Why CPP does not want a new neutral and independent NEC? It looks that there is something behind the CPP’s hesitancy on election reform and NEC reform.
It is time for the CPP to have real commitment and honesty to the talk. It is time for the CPP to work together with CNRP, Cambodians and civil society organizations that have experience and knowledge on elections, in order to discuss and reach a solution to end the current political illness, as well as having a good election law and neutral and independent NEC for the future elections. Does the CPP want to end the current political deadlock? Does the CPP want to reach a positive solution? Does the CPP want to have the election reform?
Moreover, the CPP cannot always refuse to listen to recommendations on the reelection and election reform from the opposition and civil society organizations working on elections in Cambodia. The CPP should take adaptation and soften its position to discuss the national issues and work together with the opposition and the civil society organizations working on elections in Cambodia to conduct election reform, review and reform of NEC, if they really love the nation and want to end the political crisis. I do not think that the two parties cannot come up with the solution. I do not think that Cambodia is unable to create good election system and election law and neutral and independent NEC, to organize a credible election as other countries did.
If looks to the position of the CPP showed that this party does not want to have a reliable and acceptable election institution or National Election Committee (NEC). It shows that the CPP does not want NEC to be neutral and independent of political influence. It shows that the CPP wants to control and use NEC as a tool to help manipulate election in order to win elections to control and lead the country forever. It appears that the CPP has no intention, commitment and honesty to create a real mechanism or a system to prevent the post-election political deadlock. CPP has to know that Cambodia really want and need a neutral and independent NEC. It looks that the CPP is afraid of losing elections in the future if there is a good NEC and election law in place. Nothing is difficult to reform or create a good election body. What’s needed are commitment and honesty from the parties involved. Please look to our neighboring countries and other democratic countries in the world that those countries have reliable election institution and election law to manage and conduct elections.
Once again, I think, it is time for Cambodia to have a reliable and credible law on election of members of the National Assembly (LEMNA) having good voter registration process and unbiased National Election Committee (NEC) from the national to local level. Members of NEC must not be politically appointed. But, they shall be recruited publicly. This can open the door for Cambodians who are not members of political parties to apply for the membership of the NEC. I believe that Cambodia has lots of intellectuals/academicians who are well aware of politics and election also wishes to serve for the nation. They are a real quality human resource for the nation. In addition, Cambodia needs to have separate court which is responsible for only election related complaints, not the biased constitutional council.
The new NEC shall be responsible for managing and implementing its daily works fairly, neutrally, and independently. They shall conduct the voter registration process properly to ensure that the right of eligible voters will not be disfranchised. The new LEMNA shall include severe penalty for NEC in case of making intentionally loss of any right of eligible voters, they shall be punished by the law seriously. Also, the registration process shall not be as very complicated as the recent process conducted by the current politically-affiliated NEC. Further, the law should allow the registered voters to vote in any polling station or province where they like the same as UNTAC did, do not need to return to the origin of province or commune where they registered to vote.
Anyway, only the top leaders/politicians (Hun Sen and Sam Rainsy) can be powerful of discussing the deep election reform, including NEC reform. Cambodian citizens hope that Mr. Hun Sen will be courageous of including NEC reform in the agenda, as well as accelerating the process of election reform, in order to end the current political crisis.
