មន្ត្រីគណបក្សប្រជាជនកម្ពុជា និងមន្ត្រីគណបក្សសង្គ្រោះជាតិ ជួបចរចាគ្នានៅនារដ្ឋសភា នៅព្រឹកថ្ងៃទី៥ វិច្ឆិកា ឆ្នាំ២០១៣។ RFA/Tin Zakariya
គណបក្សសង្គ្រោះជាតិ រង់ចាំចម្លើយពីគណបក្សប្រជាជនកម្ពុជា ដើម្បីកំណត់ថ្ងៃចរចាជាថ្មី។ មន្ត្រីជាន់ខ្ពស់គណបក្សសង្គ្រោះជាតិ ឲ្យដឹងនៅល្ងាចថ្ងៃទី១៤ ខែមិថុនា ថា គណបក្សប្រជាជនកម្ពុជា មិនទាន់ផ្តល់ចម្លើយតបជុំវិញកាលបរិច្ឆេទជំនួបជាថ្មីទៀត រវាងក្រុមបច្ចេកទេស ឬក៏ថ្នាក់ដឹកនាំកំពូលនៃភាគីទាំងពីរនៅឡើយ។
មន្ត្រីអ្នកនាំពាក្យគណបក្សសង្គ្រោះជាតិ លោក យ៉ែម បុញ្ញឫទ្ធិ មានប្រសាសន៍ថា ជំហររបស់គណបក្សប្រជាជនកម្ពុជា ផ្ទុយនឹងប្រសាសន៍របស់ លោក ហ៊ុន សែន ដែលថ្លែងថា យល់ព្រមដាក់ស្ថាប័ននេះទៅក្នុងរដ្ឋធម្មនុញ្ញ។ ក៏ប៉ុន្តែ គណបក្សសង្គ្រោះជាតិ នៅតែស្វាគមន៍ការជជែកគ្នាជាថ្មី ដើម្បីដោះស្រាយវិបត្តិនយោបាយនេះ៖ «យើងអត់ទាន់បានព័ត៌មានពីការចរចាហ្នឹងដែរ មិនដឹងថាមានជំនួបកំពូល ឬអត់ ពីព្រោះយើងមិនទាន់កំណត់កិច្ចព្រមព្រៀងសំខាន់ៗនៅឡើយ»។
មន្ត្រីបច្ចេកទេសរបស់គណបក្សទាំងពីរ បានជួបពិភាក្សាគ្នាកាលពីថ្ងៃទី១២ ខែមិថុនា។ ចំណុចដែលខ្វែងគំនិតគ្នានោះ នៅត្រង់កំណែទម្រង់ស្ថាប័នរៀបចំការបោះឆ្នោត។ បក្សកាន់អំណាចព្រមដាក់ស្ថាប័ននេះចូលក្នុងរដ្ឋធម្មនុញ្ញ ហើយទាមទារឲ្យមានការគាំទ្រពីសមាជិកសភាភាគច្រើនដាច់ខាត និងកំណត់ចំនួនសមាជិកយ៉ាងតិចណាស់ ៩នាក់។
ចំណែកបក្សប្រឆាំងទាមទារឲ្យដាក់ គ.ជ.ប ជាស្ថាប័នធម្មនុញ្ញ ឬបានន័យថា ស្ថាប័នមួយនេះត្រូវទទួលការទុកចិត្តពីសមាជិកសភាចំនួន ២ភាគ៣ នៃសមាជិកទាំងអស់ ហើយត្រូវមានសមាជិកចំនួន ៩នាក់។ មន្ត្រីគណបក្សសង្គ្រោះជាតិ ព្រមានថា បើគណបក្សកាន់អំណាចនៅតែមិនព្រមដោះស្រាយបញ្ហានេះ បក្សប្រឆាំងនឹងបន្តនៅក្រៅសភា ហើយនឹងបន្តដឹកនាំបាតុកម្មជាថ្មីទៀតនៅថ្ងៃណាមួយមិនខាន៕
កំណត់ចំណាំចំពោះអ្នកបញ្ចូលមតិនៅក្នុងអត្ថបទនេះ៖ ដើម្បីរក្សាសេចក្ដីថ្លៃថ្នូរ យើងខ្ញុំនឹងផ្សាយតែមតិណា ដែលមិនជេរប្រមាថដល់អ្នកដទៃប៉ុណ្ណោះ។

It is good for the two parties to resume a talk to discuss critically and thoroughly the statements spoken by Hun Sen recently that he and his CPP agreed to grant a TV license for the CNRP and NEC could be stated clearly in the constitution. The two working group must resume a talk/negotiation, to ensure that Hun Sen and CPP really have commitment, honesty, and the spirit of compromise or reconciliation to end the post-election political crisis affecting the development of the country. In addition, check and balance principle within the National Assembly between the two parties shall be considered and defined. Everything is greed by Hun Sen and CPP need to be written and publicly witnessed.
Also, the constitution shall be reviewed and amended to ensure that this main law serves interest for all people and the nation, not become a rubber stamp for only one political party.
NEC must be independent and neutral in terms of performance, operation, selection or recruitment of staff, decision-making, funding, and responsibility, etc. Further, the date of reelection shall clearly be defined. for instance, the reelection shall be principally agreed to hold on early 2017, not 2018. Another, Television license needs to be granted for the CNRP.. In this regard, CNRP needs to be cautious in advance of saying Ok with Hun Sen or the CPP. To make sure that the television is not under the control of the CPP or the government. It is so easy for the Hun Sen to remove a license whenever he feels news and information do not serve him and his political party.
I personally think that Cambodians will be satisfactory with new political development and will stay on watching or following up the progress/development.
But, the CNRP needs to take high caution with Mr. Hun Sen because he has been practicing the persuasion and intimidation strategy coincidentally. Please do not need to be hurry to agree with Hun Sen or go sit in the National Assembly as long as there is a written agreement signed officially and witnessed by everyone.
It looks that everyone is still on a long road to advocate and struggle for change and real democracy in Cambodia. This is a business in which all Cambodian citizens need to hang together to get democracy works and new change in the country.
