ការជំរុញនេះធ្វើឡើងតាមរយៈ សេចក្ដីថ្លែងការណ៍ដែលផ្សព្វផ្សាយពីទីក្រុងហ្សឺណែវ ប្រទេសស្វីសនៅថ្ងៃទី១៨ ខែវិច្ឆិកា ឆ្នាំ២០១៤ បន្ទាប់ពីមានការចាប់ខ្លួនសកម្មជនដីធ្លី និងសកម្មជនគណបក្សសង្គ្រោះជាតិជាបន្តបន្ទាប់កាលពីសប្ដាហ៍មុន ។
សេចក្ដីថ្លែងការណ៍បានស្រង់សម្ដីអ្នករាយការណ៍ពិសេស របស់អង្គការសហប្រជាជាតិលោក សុរិយា ស៊ូប៊ែរឌី ថា «វាធ្វើឲ្យខ្ញុំមានការសោកសៅ នៅពេលឃើញតុលាការត្រូវបានប្រើប្រាស់ជាឧបករណ៍ របស់អំណាចនីតិប្រតិបត្តិម្ដងហើយម្ដងទៀត» ។ លោកបន្តថា «ចាប់តាំងពីខ្ញុំចូលកាន់មុខនាទីជាអ្នករាយការណ៍ពិសេសក្នុងអាណត្តិនេះ ខ្ញុំបានឃើញវាកើតឡើងរាប់មិនអស់មកហើយនៅក្នុងប្រទេសកម្ពុជា» ។ លោក ស៊ូប៊ែរឌី បន្ថែមទៀតថា កង្វះឯករាជ្យភាពនៃតុលាការ គឺឧបសគ្គមួយក្នុងចំណោមឧបសគ្គចម្បងនានា ដើម្បីសម្រេចបានជាសង្គមត្រឹមត្រូវ និងបញ្ចូលគ្នាមួយដែលកម្ពុជាកំពុងតែប្រឹងប្រែងចង់បាន ។ លោកសង្កត់ធ្ងន់ថា «ទង្វើរបស់តុលាការនាពេលថ្មីៗនេះ បង្ហាញជាថ្មីម្ដងទៀតពីតម្រូវការតុលាការឯករាជ្យមួយនៅប្រទេសកម្ពុជា» ។
ប្រធានផ្នែកស៊ើបអង្កេតនៃសមាគមការពារសិទ្ធិមនុស្សអាដហុក លោក នី ចរិយា គាំទ្រចំពោះការបង្ហាញជំហររបស់លោក ស៊ូប៊ែរឌី ដោយបន្ថែមថា ជាក់ស្តែងប្រព័ន្ធតុលាការនៅកម្ពុជា កំពុងស្ថិតនៅក្រោមបញ្ជាពីអ្នកមានអំណាច និងអ្នកនយោបាយ ។ លោកបន្តថា ប្រសិនបើប្រព័ន្ធតុលាការនៅតែមិនឯករាជ្យ កម្ពុជានឹងជួបបញ្ហាប្រឈមជាច្រើន រាំងស្ទះដល់ការអភិវឌ្ឍសង្គម និងជាផ្នែកមួយនៃនិរទណ្ឌភាពដ៏ធ្ងន់ធ្ងរ ។ លោកបញ្ជាក់ថា «បាទ! វាជាការពិតណាស់ ព្រះថាតុលាការដូចខ្ញុំបានជម្រាបអ៊ីចឹង តុលាការជាអ្នកធានាទៅលើសណ្តាប់ធ្នាប់សាធារណៈ ធានាទៅលើយុត្តិធម៌សម្រាប់ប្រជាពលរដ្ឋ ចុះបើតុលាការមិនឯករាជ្យបានន័យថា វាលែងមានយុត្តិធម៌ អ៊ីចឹងបើលែងមានយុត្តិធម៌ មានន័យថា អ្នកដែលប្រព្រឹត្តបទល្មើសគឺរួចខ្លួន អ៊ីចឹងវាជាស្វ័យប្រវត្តិវានឹងកើតនូវអំពើនិរទណ្ឌភាពហ្នឹងឯង» ។
លោក នី ចរិយា បន្ថែមថាប្រព័ន្ធតុលាការ មានតួនាទីសំខាន់បំផុតក្នុងការទ្រទ្រង់ និងធានាដល់ការអនុវត្តគោលការណ៍ប្រជាធិបតេយ្យ និងនីតិរដ្ឋ ។
ឆ្លើយតប នឹងបញ្ហានេះ អ្នកនាំពាក្យក្រសួងការបរទេសលោក កុយ គួង អះអាងបច្ចុប្បន្នរដ្ឋាភិបាលកំពុងអនុវត្តច្បាប់ឲ្យមានប្រសិទ្ធភាព និងពង្រឹងនីតិរដ្ឋនៅកម្ពុជា។ លោកបន្តថា ការចាប់ខ្លួនសកម្មជនទាំងនោះជាសមត្ថកិច្ចរបស់តុលាការធ្វើតាម នីតិវីធីច្បាប់ ហើយរដ្ឋាភិបាលក៏មិនអាចលូកដៃបានទេ ។ លោកមានប្រសាសន៍ថា «ឥឡូវគាត់មើលជាក់ស្តែង ថាតើតុលាការគេចាប់តាមនីតិវិធីច្បាប់របស់គេហ្នឹង វាខុសប៉ុនណា តើសុខៗគេចេះតែដើរចាប់មនុស្សតាមផ្ទះឬមួយយ៉ាងម៉េច ហើយប្រសិនអ្នកទាំងនោះមិនបានធ្វើខុស តាមគេមានចាត់ការទៅតាមផ្លូវច្បាប់ដែរឬទេ? ឥឡូវពិនិត្យមើលៗ តើអ្នកដែលតុលាការគេចាត់ការទៅតាមផ្លូវច្បាប់នោះ តើគាត់បានប្រព្រឹត្តអ្វីខ្លះ?» ។
ជាមួយគ្នានេះដែរ ទីស្តីការគណៈរដ្ឋមន្ត្រីបានចេញសេចក្តីថ្លែងការណ៍ ទាក់ទងនិងករណីនេះ គឺបញ្ជាក់ជំហរថា គណបក្សកាន់អំណាចថ្កោលទោសដាច់អហង្ការ ទៅនឹងការចោទប្រកាន់ទាំងឡាយណាដែលថា ខ្លួនកំពុងខ្ចីដៃតុលាការ ដើម្បីវាយបំបាក់ស្មារតីដៃគូប្រកួត ឲ្យទទួលយកនូវលក្ខខណ្ឌអ្វីមួយដែលខ្លួនចង់បាន ។ សេចក្តីថ្លែងការណ៍ថា ការចាប់ខ្លួនសកម្មជនការពារសិទ្ធិដីធ្លី និងមន្ត្រីនយោបាយនោះ គឺជាការបំពេញការងារដោយឯករាជ្យរបស់តុលាការ ។
កាលពីថ្ងៃទី១០ ខែវិច្ឆិកា ស្ត្រីសកម្មជនដីធ្លីចំនួន១០នាក់ ត្រូវបានតុលាការកាត់ទោសជាប់ពន្ធនាគារម្នាក់ៗ១ឆ្នាំ និងពិន័យជាប្រាក់ក្នុងម្នាក់២លានរៀល បន្ទាប់ពីពួកគេតវ៉ាបិទផ្លូវព្រះមុនីវង្ស រកអន្តរាគមន៍រំដោះទឹកស្អុយដែលជន់លិចផ្ទះនៅបឹងកក់ ។ ចំណែកព្រះសង្ឃ១អង្គក៏ត្រូវបានកាត់ទោសដូចគ្នានេះដែរ ខណៈឃ្លាំមើលការតវ៉ានៅមុខតុលាការ ។ រីឯសកម្មជនគណបក្សសង្គ្រោះជាតិពីរនាក់ត្រូវបានតុលាការឃុំខ្លួន ដោយចោទពាក់ព័ន្ធករណីហិង្សាលើសន្តិសុខខណ្ឌ ដែលរារាំងបាតុករក្នុងការទាមទារឲ្យបើកទីលានប្រជាធិបតេយ្យ កាលពីខែកក្កដា ៕

Mr Subedi you are a very weak special UN raporteur in Cambodia. You said you have heard many times about the unindependent Cambodian court system and you had no real action to do with it. You may very happy while you see Cambodian gov. being hurt its own people right?
As I told you the CPP led government is using the application of double standard of law against the. Opposition party’ s activists and the land activists. The ball is being played, and now the court is a political tool to play this game? The ministry of interior and the ministry of justice could do nothing, just simply passing this ball to the court, the court of first instance and the appeal court will play this game to save face or credit of CPP! Who know this game is being organized by the invisible hand, a politically organized structure to attacking the opposition part, the NGOs and civil societ as well ad the public who acting against CPP!

So I could see there might be some sort of an organized structure, a system to defend its polcy and leadership! This organised political strategies are to induce coma( paralyse Cambodia), while other country continues to develop. Knowing Cambodian attitude and patents of thinking, this is a plan to damage and control after 1979,though Vietnam was also started to put nationalism to practice. Very unfortunate that they turned Khmers into living off corruption. Meanwhile they falsely praise Khmers for the cheating game, leading Khmer society into chaos.
It is now very blatant that judicial power is doing opposite. They manipulate that power of all sorts become laws. Once again, it is quite the opposite of the intention of the laws being used. In democratic countries, they apply laws into power.
Until this practice changed, Khmers will certainly demand for respect of their rights as they are stipulated in our constitution. Please take care.

Meach Sovannara is a trouble maker a mong some other extremists for his quest to distroy peace in Cambodia. His action was out of bound and violated the law of the land with violent protest attacking the security guards which hurt security personnels some of them are very serious condition.
You think Cambodia is lawless, think again. If you are doing something stupid you will go to jail like Meach Sovannara. I know you depend on The human right to bail you out when you go to jail but remember every country has the law. The human right or the UN cannot tell the government how to run the country or the criminal justice system in that country should be like this or like that base on emotion.
The UN is the world’s body its job is keeping peace , security and feeding the people for the humanitarian mission. The UN never interferes with any country’s internal affair.
Mr Soberdi still doesn’t get it. He just came out of his clost and wrongly accuse the Cambodian court is under the political party. Well Mr Sobedi you need to look into the court documents before issuing your statement to the public.The judge ordered Mr Meach Sovannara to appear in court 3 times in court to stand trial for violent protest which many people got hurt. He never show up in court at all. He not only committed crime but also commited the court contemp.
May I remind you that Cambodia is an independent state. Cambodia is not under any country.
Whatever Cambodia does is within its border or its jurisdiction. I think you are interfere with Cambodia’s internal affair. You are violating your professionalism as a human right reporter Mr Sobedi.
