ភ្នំពេញៈ អ្នករាយការណ៍ពិសេសទទួលបន្ទុកសិទិ្ធមនុស្សនៅកម្ពុជារបស់អង្គការសហប្រជាជាតិកាលពីម្សិលមិញបានឱ្យដឹងថា គេមានក្តីបារម្ភដែលច្បាប់កម្ពុជាត្រូវបានយកមកប្រើជា «ឧបករណ៍នយោបាយមិនមែនជាឧបករណ៍ផ្លូវច្បាប់ដើម្បីផ្តល់យុតិ្តធម៌»។
លោកស្រី Rhona Smith ដែលបានបញ្ចប់ដំណើរទស្សនកិច្ចរយៈពេល ១០ ថ្ងៃនៅកម្ពុជាដោយរៀបចំសន្និសីទសារព័ត៌មានមួយនោះថ្លែងថា ច្បាប់ទាំងអស់ត្រូវតែអនុវត្តដោយស្មើភាព និងយុតិ្តធម៌ចំពោះគ្រប់គណបក្សនយោបាយ និងសមាជិករបស់គណបក្សដើម្បីធានាការពារសិទិ្ធសេរីភាពប្រជាធិបតេយ្យឆ្ពោះទៅរកការបោះឆ្នោតនៅឆ្នាំ ២០១៧ និង ២០១៨ ។
ស្ថានភាពនយោបាយរបស់ប្រទេស កម្ពុជា មិនបានឈានដល់ «ចំណុចគ្រោះថ្នាក់» ដូចដែលលោកស្រីបានព្រមានកាលពីចុងឆ្នាំមុនទេប៉ុន្តែវាកំពុងតែធ្លាក់ដុនដាប។ លោកស្រីបានដឹងពីរឿងក្តីមួយចំនួនដែលពាក់ព័ន្ធនឹងសមាជិកគណបក្សសង្គ្រោះជាតិ។
លោកស្រីបានប្រាប់ ភ្នំពេញ ប៉ុស្តិ៍ ក្នុងបទសម្ភាសមួយថា៖ «ច្បាប់ផ្សេងៗត្រូវបានប្រើក្នុងគោលបំណងដើម្បីចាប់ខ្លួន ឬចោទប្រកាន់ ឬឃុំខ្លួនសមាជិកគណបក្សប្រឆាំងដែលជាសមាជិករដ្ឋសភា និងព្រឹទ្ធសភា»។ ចាំបាច់ត្រូវ «បង្ហាញថាប្រព័ន្ធតុលាការកំពុងអនុវត្តច្បាប់ដោយយុតិ្តធម៌ និងស៊ីចង្វាក់គ្នា និងឯករាជ្យពីអង្គទាំងអស់នៃរដ្ឋាភិបាល»។
លោកស្រី Smith បានជួបមន្ត្រីនៅតាមក្រសួងជាច្រើនសមាជិករដ្ឋសភាភាគីពាក់ព័ន្ធ និងសមាជិកសង្គមស៊ីវិល។ ទោះយ៉ាងណា កិច្ចប្រជុំជាមួយលោកនាយករដ្ឋមន្រ្តី ហ៊ុន សែនត្រូវបានបដិសេធ។
លោក ផៃ ស៊ីផាន អ្នកនាំពាក្យរដ្ឋាភិបាលបានឲ្យដឹងថាលោកនាយករដ្ឋមន្រ្តីមិនបានព្យាយាមគេចពីលោកស្រីទេប៉ុន្តែលោកនាយករដ្ឋមន្រ្តីគ្រាន់តែគ្មានពេលទំនេរ។
លោកថា៖ «ខ្ញុំគិតថាអ្វីដែលសំខាន់បំផុតនោះគឺមន្ត្រីក្រសួងជាច្រើនបានជួបលោកស្រីហើយ»។ លោក ស៊ីផាន បានទទួលស្គាល់ថាមានវិស័យដែលអាចនឹងកែលម្អប្រសើរឡើងហើយវិស័យមួយក្នុងចំណោមវិស័យនោះគឺប្រព័ន្ធតុលាការ។ ទោះយ៉ាងណាលោកថ្លែងថាសមាជិកគណបក្សប្រឆាំងដែលប្រឈមមុខនឹងករណីតុលាការគឺកំពុងធ្វើទៅតាមនីតិរដ្ឋ។
លោកបន្តថា៖ «ពួកគេបង្ករឿង»។ «ពួកគេជាអ្នកបះបោរ»។
ក្នុងអំឡុងសន្និសីទកាសែតលោកស្រី Smith បានផ្តល់សេចក្តីសង្ខេបអំពីលទ្ធផលរកឃើញនៃដំណើរទស្សនកិច្ចរបស់លោកស្រី។ អនុសាសន៍ពេញលេញរបស់លោកស្រីសម្រាប់រដ្ឋាភិបាលដើម្បីកែលម្អស្ថានភាពសិទ្ធិមនុស្សនឹងរួមបញ្ចូលនៅក្នុងរបាយការណ៍របស់លោកស្រីទៅក្រុមប្រឹក្សាសិទ្ធិមនុស្សដែលនឹងជួបប្រជុំគ្នានៅខែកញ្ញា។
លោកស្រី Smith បានថ្លែងថា លោកស្រីមានក្តីបារម្ភអំពីការកើតមានហិង្សាជាច្រើនទៅលើស្រ្តីដែលជាញឹកញាប់ប្រឈមមុខនឹងឧបសគ្គហើយ «ជនល្មើសគួរតែយកទៅកាត់ទោសភ្លាមៗ»។
ទន្ទឹមនេះលោកស្រីបានថ្លែងថា ការខិតខំប្រឹងប្រែងកំពុងត្រូវបានធ្វើឡើងដើម្បីការពារ និងអភិរក្សវប្បធម៌ប្រពៃណីរបស់ប្រជាជនជនជាតិដើមភាគតិច។ លោកស្រី Smith ថារដ្ឋាភិបាលអាចធ្វើដាក់លោកស្រីស្រដៀងនឹងអ្នកដែលកាន់តំណែងរបស់លោកស្រីមុនៗដែលត្រូវបានវាយប្រហារជាលក្ខណៈបុគ្គលចំពោះការរិះគន់របស់ពួកគេ៕ TK/PS

Hun Sen and his spoke man always disrespect, blame and curse at all the U.N. special reporters for human right on Cambodia; they keep insulting and look down over and over again to any U.N. special reporter sent to Cambodia; example Mr. Surya Prasad SUBEDI, Mr. Yash GHAI, Mr. Peter LEUPRECHT, Mr. Thomas HAMMARBERG, Mr. Michael KIRBY, and now turn to Ms. Rhona Smith. So, what does this mean? Are all the UN reporters for human rights sent to Cambodia bad? Are they all not capable to work? Do they all lie or misleading the Human Rights situation in Cambodia? The answer is no; they all are experience, professional and moral. By reporting the true, dictator Hun Sen does not like it. Hun Sen always wants to kick out any UN special reporter who reports the true , reveals his dictatorship and demand for a change of a new one, but any new replacement of UN special reporter to Cambodia see the same fact about Cambodian human rights situation and dare to report the true. One UN reporter is not right for Hun Sen; other is not right for him; still another is not right and none of them are right for him!! At his stage, we can clearly see that Hun Sen is really a dictator. Dictator Hun Sen is the problem and not any one of the UN special reporter for human right on Cambodia is the problem. Mr. UN secretary, please review the history of this issue, and use the UN power to remove Bloody dictator Hun Sen from power.
